Krzysztof Trzciński, ‘The Concept of an Ethnic Upper Chamber in a Bicameral Parliament in an African State (Part 2).’ The article has been published in “Afryka” 35, 2011, pp. 11-26 and is a continuation of the previous paper published under the same title in “Afryka” 34. Part 2 explains a couple of cases (of the Senate of Lesotho, and two Houses of Chiefs, in Botswana and Zambia) that seem useful in the analysis of the Nigerian political thinker Claude Ake’s concept of the ‘chamber of nationalities.’ According to the concept, in a multiethnic African state, a bicameral parliament should be constituted, of which the upper house should be created based on the existing ethnic divisions, allowing all ethnic groups to be represented in a balanced way and thus empowering the smaller of them. Implementation of this concept might contribute to the building of more peaceful and politically stable states in Africa. In the latter part of this article, a study of the political system of Bosnia and Herzegovina is discussed in short, with a particular focus on the case of the House of Peoples of Bosnia and Herzegovina that resembles Ake’s concept very closely. In the final part of the article, some drawbacks of Ake’s concept are brought up and discussed critically.

Krzysztof Trzciński, ‘The Concept of an Ethnic Upper Chamber in a Bicameral Parliament in an African State (Part 1).’ The article has been published in “Afryka” 34, 2011, pp. 30-42. It consists of two parts. Part 1 explains Nigerian political thinker Claude Ake’s concept of the ‘chamber of nationalities,’ in the context of the idea of recognizing and strengthening the ethnic groups’ rights in a multiethnic African state. According to the concept, in an African state, a bicameral parliament should be constituted. Its upper house should be created based on the existing ethnic divisions, allowing all ethnic groups to be represented in a balanced way and thus empowering the smaller of them. Implementation of this concept may contribute to the building of more peaceful and politically stable states in Africa. Ake’s opinions are enriched with the views of a Sierra Leonian philosopher George M. Carew that seem useful in the analysis of the whole concept. Next, a case study of the Ethiopian parliament’s upper chamber, House of Federation, is discussed. That chamber is a product and an essential part of the ethnic federalism system currently existing in Ethiopia. This case resembles Ake’s concept in many ways. Then, the Nigerian philosopher Ifeanyi A. Menkiti’s ideas, having some common points with the Ethiopian territorial structure and political system as a whole, are explained. Menkiti’s views teach what may be the realities of an ethnic federalism system, especially in an undemocratic environment. His opinions also seem complementary with some of Ake’s ideas concerning the ‘chamber of nationalities’ concept.

Krzysztof Trzciński, ‘Some Remarks on the Idea of Rotational Presidency in an African State.’ The article has been published in “Afryka” 31-32, 2010, pp. 29-44. The main aim of this article is to explain and analyze in a critical way the concept of the rotational presidency, proposed for a multiethnic African state by a Ghanaian philosopher Kwame Gyekye. In his opinion, the presidency in an African state should be rotated between all ethnic groups. According to Gyekye, this system would allow the sharing of power between ethnic groups, create trust in their relations and, as a consequence, improve the coherence of a multiethnic state. However, Gyekye’s concept lacks some essential details and seems very difficult to be implemented. Wielu afrykańskich badaczy polityki i innych intelektualistów niezadowolonych z realiów sprawowania, czy wręcz zawłaszczania władzy przez rządzących we współczesnym afrykańskim państwie, szuka rozwiązań ustrojowych alternatywnych wobec obecnie istniejących. Pragną oni ustanowienia w afrykańskim państwie porządku demokratycznego, ale skrojonego na potrzeby jego wieloetnicznej specyfiki. Jedną z wysuwanych propozycji jest osłabienie pozycji prezydenta, który w Afryce zwykle wywodzi się z najliczniejszej lub najsilniejszej grupy etnicznej i posiada bardzo ważne oraz rozbudowane prerogatywy. Sposobem umniejszenia roli urzędu prezydenckiego może być rotacja przywództwa, która stosowana jest w niektórych porządkach ustrojowych (zwłaszcza w Szwajcarii, Bośni i Hercegowinie, na Komorach), a jej współczesnych korzeni należy szukać w ustroju dyrektoriatu z czasów Rewolucji Francuskiej.

‘Low-Quality Democracy’ - The Validity of the Notion and D.L. Horowitz’s Exemplification: The Case of Indonesia. This article discusses problems relating to terms used to define former authoritarian states, which are already called democratic, although some undemocratic features still characterize them. The latest English language literature on political science relating to this subject uses three terms that seem similar in meaning: ‘illiberal democracy,’ ‘flawed democracy,’ and ‘low-quality democracy.’ They have not been conceptualized so far. This means that there has been no transition from the stage of ideas or views on their content, i.e., pre-theoretical notions to theorized concepts. Consequently, the terms cannot be understood unequivocally. The term ‘low-quality democracy’ has been recently propagated by Donald L. Horowitz, a renowned American political scientist. This researcher uses the term primarily to name the type of political regime that was formed after 1998 in Indonesia – the third largest democratic country in terms of population in the world. Not only does Horowitz use this term, but he also tries to explain its importance using the example of the imperfections that characterize the young Indonesian democracy. The aim of this article is to answer three questions: firstly, what is – according to Horowitz – the content of the term ‘low-quality democracy’ exemplified by the Indonesian democracy?; secondly, what problems of low-quality democracy has Horowitz identified on the example of Indonesia?; and thirdly, should this term be used in political science literature if similar terms such as ‘illiberal democracy’ and ‘flawed democracy’ are also used? Artykuł traktuje o problemach dotyczących pojęć stosowanych do określania byłych państw autorytarnych, które choć zaliczane są już do demokratycznych, to nadal charakteryzują się pewnymi niedemokratycznymi cechami. W najnowszym anglojęzycznym piśmiennictwie politologicznym odnoszącym się do tego zagadnienia rywalizują ze sobą głównie trzy zbliżone znaczeniowo terminy: „demokracja nieliberalna” (illiberal democracy), „demokracja wadliwa” (flawed democracy) i „demokracja o niskiej jakości” (low-quality democracy). Nie doczekały się one dotąd konceptualizacji. Oznacza to, że w żadnym ze wskazanych przypadków nie nastąpiło przejście od stadium wyobrażenia, czy też poglądów na temat ich treści, a zatem od pojęć przed-teoretycznych (ang. notions) na poziom pojęć steoretyzowanych (ang. concepts). W konsekwencji nie mogą być i nie są rozumiane w sposób jednoznaczny. Termin demokracja o niskiej jakości zyskał niedawno propagatora w osobie uznanego amerykańskiego politologa Donalda L. Horowitza. Badacz ten stosuje przedmiotowy termin przede wszystkim w celu nazwania rodzaju reżimu politycznego, który został wykształcony po 1998 r. w Indonezji – trzecim największym pod względem wielkości populacji demokratycznym państwie świata. Horowitz nie tylko jednak używa tego terminu, ale również próbuje wytłumaczyć jego znaczenie na przykładzie niedoskonałości, które charakteryzują młodą demokrację indonezyjską. Artykuł ma na celu wyjaśnienie trzech kwestii: po pierwsze, jaka jest treść terminu demokracja o niskiej jakości, którego egzemplifikacją – w opinii Horowitza – jest demokracja indonezyjska; po drugie, jakie problemy demokracji o niskiej jakości zidentyfikował Horowitz na przykładzie Indonezji; i po trzecie, czy zasadne jest stosowanie tego pojęcia w piśmiennictwie politologicznym w sytuacji, gdy w użyciu pozostają takie zbliżone znaczeniowo terminy jak demokracja nieliberalna i demokracja wadliwa.

Od końca XX wieku w Europie rozwija się instytucja ponadpaństwowego obywatelstwa europejskiego, które obecnie pozostaje komplementarne wobec członkostwa jednostki w strukturze państwa. Obywatelstwo związane jest głównie z państwem, zarówno genetycznie, jak i funkcjonalnie, zaś proces kształtowania się idei obywatelstwa i jej prawnego urzeczywistniania leży w cywilizacji europejskiej głęboko u początków państwowości. Podkreślić należy przy tym, iż to wydarzenia końca XVIII wieku we Francji bezsprzecznie dodały rozwojowi idei obywatelstwa nowej dynamiki, prowadząc do jej nowożytnej instytucjonalizacji. Przez stulecia porządek prawny panujący w państwach europejskich determinował bowiem posiadanie przez jednostkę praw, które wynikały z jej przynależności do danej grupy społecznej (kręgu wolno urodzonych, grona zamożnych, czy danego stanu). Dopiero akty prawne doby Rewolucji Francuskiej wprowadziły kategorię praw podmiotowych jednostki. Słusznie przyjęło się uważać, iż Rewolucja Francuska stworzyła „nowego człowieka” − obywatela. Nieczęsto jednak zwraca się uwagę na fakt, iż burzliwe wydarzenia końca XVIII wieku we Francji doprowadziły do powstania różnych wzorców obywatela, zaś wszystkie one razem stały się podstawą dla prawnego urzeczywistnienia obywatelstwa państwowego w Europie. Podstawy ideologiczne gruntownych przemian dawała twórczość wielkich myślicieli Oświecenia, zwłaszcza zaś poglądy wyrażane przez Monteskiusza i Jana Jakuba Rousseau. Nie bez znaczenia pozostawały również społeczno-polityczne oraz gospodarcze koncepcje przedstawicieli szkoły fizjokratów i encyklopedystów (czy nawet utopijnych komunistów). Intelektualiści epoki proponowali kierunki zmian często zasadniczo od siebie odmienne, ale zawsze – teoretycznie przynajmniej – lepsze od stanu rzeczywistego. Przelewane na papier wizje uznanych pisarzy podsycały ogólny klimat niezadowolenia i przyspieszały dojrzewanie rozwiązań radykalnych. Intelektualna krytyka istniejącego status quo prowadziła wprost do przełomu, który miał uzbroić człowieka w więcej praw, poszerzyć horyzonty jego wolności i przekształcić poddanego w obywatela.

[Selected African intellectuals' views on the impact of colonial powers on the development of a postcolonial African state]. This article provides an analysis of a Nigerian political thinker Claude Ake's and Sierra Leonian philosopher George M. Carew's views concerning the impact of colonial powers on the political and, to a lesser extent, economic development of a postcolonial African state. According to their opinions, colonial powers are responsible for introducing in their African colonies during the period of decolonization democratic institutions and mechanisms that were inadequate for multiethnic societies. This did not contribute to the building of democratic, peaceful, and politically and economically stable states in Africa. [Democracy Building in Africa: The George Carew's Thought]. Większość współczesnych afrykańskich myślicieli politycznych uważa, że w państwach Afryki powinna zostać ustanowiona demokracja w miejsce dominujących tam obecnie różnych odmian autorytaryzmu. Jednakże niewielu z nich jest zdania, że liberalna teoria demokratyczna w kształcie, w jakim została skonceptualizowana i urzeczywistniona w praktyce politycznej na Zachodzie, daje odpowiedź na pytanie, jak wprowadzić ludowładztwo skrojone dla potrzeb Afryki. Niektórzy myśliciele afrykańscy krytykują rozmaite wady zachodniej demokracji liberalnej i szukają elementów demokratycznych w tradycyjnych rodzimych wartościach i politycznych instytucjach, wyrażając opinię, że możliwe jest ich współczesne wykorzystanie w procesie budowy demokracji w Afryce. Tymczasem sierraleoński filozof George Munda Carew, autor poglądów składających się na jedną z szerszych współczesnych wizji przyszłości państwa w Afryce, twierdzi, że „treść pojęcia demokracji nie jest jeszcze stała” i proponuje Afrykanom tylko przejściowe przekształcenie niektórych rozwiązań liberalnej teorii demokratycznej. Carew uważa, że obowiązkiem myślicieli politycznych jest tworzenie teorii demokratycznej, która pasuje do specyfiki konkretnego rodzaju państwa. In this article, the author analyzes the term "power-sharing" in the context of power exercised within a state. He first examines the term in the very general sense, in which it can be applied to all types and dimensions of sharing of power between various groups and institutional entities. Second, the author examines the meaning of the term in the narrow sense, that is, the phenomenon of systemic sharing of power by groups (segments) whose membership is based on ascribed criteria such as common ancestors, relatives, or racial background, and/or cultural ones such as a common language, religion, or celebrations. The basic segmental units in this sense are nations (understood in the sociological sense), ethnic groups, or religious and denominational communities that form part of divided societies. Third, the article shows the differences between the principal models (types) of power-sharing in the narrow sense: consociationalism, centripetalism, and hybrid power-sharing.

[Democratization in sub-Saharan Africa: West African political thought perspective]. Krzysztof Trzcinski's book deals with democratization as one of the leading themes in contemporary West African political thought. The process of establishing democracy in sub-Saharan African countries is extremely complex. African politicians often resort to democratic procedures only during elections. After winning them, they often limit freedom of opposition, media, and civil society organizations. By deriving numerous benefits from being in power, they are not willing to give up power once gained. Sometimes, in countries perceived as young democracies, authoritarian rule is restored. These and other meanders of the development of democratic structures in Africa are difficult to understand for "outside" observers. African political thinkers attempt to explain them. Disappointed with authoritarianism, which has not provided security or prosperity to post-colonial African societies, they see a chance to achieve these values in a democratic environment. In their opinion, however, democracy for Africa cannot be a simple copy of the western model of majority rule and have to be tailored, taking into account the multi-ethnic specificity of the region's countries. African authors of political thought diagnose the problems of the democratization process and propose institutional recipes for healing it. Krzysztof Trzcinski consistently analyzes the concepts they created and formulates original and essential conclusions (by Professor Michał Tymowski).

Claude Ake was interested in how the depoliticization of African societies has led to their existing in a state of permanent crisis, and, in particular, to the impossibility of their development. He understood depoliticization as a situation where the right to possess a political sphere of life is withheld from most members of the state and, at the same time, politics is monopolized by those in power. He showed the error of seeing the African crisis primarily as an economic crisis and emphasized that in the literature concerning African problems it was mistakenly assumed that African political elites were interested in development. Ake’s thoughts about the connection between, on the one hand, authoritarian power and the depoliticization of African societies, and, on the other, the lack of development does not exhaust the question of the crisis of the African state. But his opinions are valuable as an African viewpoint, which is not often taken into account.

Obywatelstwo należy do najistotniejszych kategorii określających pozycję człowieka w państwie. W niektórych okresach dziejów pojęcie obywatelstwa istniało jedynie w sferze idei, w innych idea uległa urzeczywistnieniu, a członkostwo w państwie (lub mieście) oraz status obywatelski znalazły formalny wyraz na niwie prawnoustrojowej. Kształtowanie się obywatelstwa stanowi proces długi i wielofazowy. Obywatelstwo w Europie pozostaje bowiem już od starożytności w stanie permanentnego rozwoju i wciąż wzbogacane jest o nowe treści (lub też czasem zubożane o pewne elementy); tym niemniej jego rdzeń, nakreślony w pierwowzorach antycznych, pozostaje w dużej mierze tożsamy. Sens obywatelstwa, czy też jego ładunek znaczeniowy ulega redefinicji w perspektywie historycznej w zależności od specyficznych warunków natury społeczno-politycznej. Na poszczególnych etapach ewolucji obywatelstwo obejmuje swym zasięgiem węższą lub szerszą część społeczeństw państwowych.

[WHAT IS POLITICAL STABILITY?] Artykuł traktuje o problemie definiowania pojęcia „stabilność polityczna” państwa. Głównym jego celem jest odpowiedź na pytanie, co znaczy stwierdzenie, że dane państwo jest stabilne politycznie. Artykuł składa się z czterech części. W pierwszej wyjaśniany jest leksykalny sens słów: „stabilny”, „stabilność” i „stabilizacja”. W drugiej części analizowane jest rozumienie znaczenia terminu „stabilność polityczna” w piśmiennictwie politologicznym. Trzecia część artykułu poświęcona jest omówieniu kwantytatywnych prób ujmowania sensu pojęcia stabilności politycznej. W zakończeniu podjęta została próba zdefiniowania przedmiotowego terminu polegająca na syntezie elementów najczęściej spotykanych w propozycjach wyjaśniania istoty stabilności politycznej; oceniono związek między istnieniem stabilności politycznej a podstawowymi typami reżimu politycznego: demokracją i autorytaryzmem; oraz zidentyfikowano główne podejścia konceptualne w pojmowaniu przedmiotowego terminu.

[ON SOME PREMISES OF HUMAN CONDUCT TOWARDS ANIMALS: REMARKS ON J.M. COETZEE'S WORKS]. O relacjach między ludźmi a zwierzętami i konieczności poszerzania praw zwierząt powiedziano już tak wiele, iż trudno jest dziś przedstawić jakiś zupełnie nowy punkt widzenia. Uważam jednak, że dla jakości debaty powinno się nagłaśniać pewne mniej znane argumenty używane w literaturze traktującej o prawach zwierząt. Argumenty te wypowiadane są niekiedy nie tyle przez filozofów praw zwierząt, czy jakichś znanych aktywistów, lecz przez intelektualistów, których praca nie ogniskuje się wyłącznie na problemie relacji między ludźmi a zwierzętami. Do takich postaci należy J.M. Coetzee, urodzony w 1940 południowoafrykański pisarz, zdobywca literackiej nagrody Nobla, były profesor literatury na uniwersytecie w Kapsztadzie, który obecnie mieszka w Australii i wykłada na uniwersytecie w Adelajdzie. J.M. Coetzee poświęca wspomnianemu problemowi wiele miejsca w różnych swoich książkach i pismach. J.M. Coetzee zdaje się opierać swoje poglądy dotyczące relacji między ludźmi a zwierzętami na następujących podstawowych tezach: mimo, że zwierzęta są zdolne do odczuwania strachu, bólu oraz cierpienia, ludzie zwykle nie poczuwają się do posiadania wobec nich zobowiązań moralnych, a także nie mają wystarczającej wiedzy o zwierzętach i nie rozumieją znacznej części ich zachowań; w konsekwencji często nie okazują zwierzętom szacunku jako innym istotom żywym i traktują je głównie w kategoriach przydatności, niejednokrotnie źle a nawet okrutnie, oraz zwykle roszczą sobie prawo do wykorzystywania zwierząt dla swoich celów i do decydowania o ich życiu. Noblista zdaje się uznawać taki stan rzeczy za dalece niewłaściwy. Można zatem domniemywać, że, zdaniem J.M. Coetzee’ego, ludzki stosunek wobec zwierząt powinien być całkowicie przeciwny od przedstawionego. Powyższe stwierdzenia obarczone są jednak piętnem przypuszczenia. Choć bowiem z pewnością J.M. Coetzee należy do propagatorów praw zwierząt, nie wiadomo do końca, czy wszystkie poglądy, które wkłada w usta swoich literackich bohaterów również sam wyznaje. Postacie z książek i esejów J.M. Coetzee’ego zwykle prowadzą ze sobą dyskusje na temat relacji między ludźmi a zwierzętami. Argumenty przez nich przedstawiane są – na co zwraca uwagę choćby Peter Singer – ich argumentami. Taki zabieg literacki pozwala południowoafrykańskiemu pisarzowi na ewentualne zdystansowanie się od części poglądów wypowiadanych przez bohaterów swoich prac.

In many African states, numerous different pre-colonial systems of power – such as kingships, sultanates or chieftaincies – which have a traditional legitimacy often confirmed in colonial and post-colonial times, have survived till our day. Their role in the contemporary republican state has been studied by many African intellectuals, and the views of Kwame Anthony Appiah, a thinker originating from Ghana, are of particular interest. He believes that in order to understand the significance of traditional authority and the phenomenon of its continued existence in contemporary Africa, it is important to consider the source of its legitimacy. Appiah presents various sources – symbolic, religious and state – from which local African rulers derive the right to exert power and to exact obedience from their subjects. He minimizes the significance of most of these, however, and concludes that the basic source of legitimacy for traditional authority in the contemporary African state is the fact that this power, being a very important point of reference for the group over which it is wielded, reinforces its members’ sense of self-respect, and helps form their identity. He uses this idea to attempt to reconcile the continued existence of African power systems with liberal theory. Appiah, who is very unfavorably disposed towards most political and social hierarchies, views the political rights of individuals as the rights of citizens, not as the rights of persons who are the depositaries of some attributed or hereditary status. He enumerates the costs, in terms of liberal principles, of allowing traditional monarchy to persist. In his view, it is contrary to the liberal principle of public offices being open to persons of merit for the king of the Ashanti to be chosen from among persons of royal lineage. Such a perspective should generate a generally negative attitude towards the monarchy of the Ashanti, a people from whom Appiah originates, and yet he views Ashanti’s traditional monarchy as a source of pride. Globalization is seen positively by those to whose societies it brings measurable benefits. Claude Ake, one of the most outstanding African thinkers of the second half of the 20th century and a great advocate for constructing democracy in Africa, primarily viewed the progress of globalization in terms of its numerous dangers. In Ake's opinion, globalization negatively affects the condition of contemporary societies, whose members place increasing importance on market values and principles. He thought that when consumer identity finally triumphs over civic identity, the culture of democracy will be at an end. Democracy, after all, is connected with the common good and consumption with particularism and egoism. Consumerism kills the sense of civic duty and political engagement. Even though the members of poorer societies, including African ones, are not significant consumers, the global consumer culture has an effect on their lives as well, destroying traditional ties of solidarity and transforming local cultures. In many such societies, this state of affairs produces a rise in frustration and stress, and often a desire to return to the society's origins and a strengthening of antipathy towards outsiders or 'others'. Although Ake's works contain finely-wrought arguments, his theories raise important questions and are very debatable in their trend. In this article, I consider the main underlying assumptions of Ake's ideas and analyze selected aspects.

Europe has never had a single definition for the term ‘citizen.’ Indeed, over the centuries the significance of this term has undergone far-reaching evolution. In different historical periods, different states, and different European languages, this term has had diverse meanings and has been used in varying contexts. The concept of ‘citizen’ has repeatedly been defined anew depending upon specific political, social, and economic conditions. At various periods, the term ‘citizen’ has related to a wider or narrower portion of a given state’s society. The criteria by which an individual was said to form a part of the body of citizens have also differed. The changes which have taken place in the definition of a ‘citizen’ over the centuries are enormous. This is not to say, however, that there has been no common core to the concept of citizen as it has taken shape over the course of hundreds of years. As far back as ancient times, a member of the state could influence the shaping of that state’s authorities and could participate in government. It is the Aristotelian concept of the citizen – a concept that has influenced all historical models of citizenship since – which is at the root of the citizen understood as a political animal (politikon zoon). In addition, personal freedom has always been a sine qua non for possessing citizen status. Thus, a citizen has always been, and remains, the opposite of a slave. It has also come to be accepted that citizenship implies the primacy of an individual’s rights in a state over an individual’s obligations to that state. The polar opposite of this situation in the historical dimension is subjection to the monarch in an absolute monarchy. Thus the ‘citizen’ also stands in opposition to the ‘subject.’ When speaking of the historical models containing the said ‘citizenship traits’ of a person’s status in the state, we usually refer to the model of the citizen in ancient times, in medieval municipal citizenship, and in modern times, in the fully−formed nation-state. It is difficult to imagine a citizen in an absolute monarchy, and in a world of subjection. Still, it is possible to give rein to one’s imagination and perceive citizens in such a setting; one could even go a step further and call the subject of an absolute monarch a citizen. But is imagination truly necessary in order to conduct such a seemingly obvious reversal of perspective? There are various ways of reducing conflicts and of stabilizing the political situation in states where society is made up of many different ethnic groups and religious communities, and where relations between these segments – or between them and the central government – are tense. A particularly important way is the establishment in those states of a political system based on power-sharing (PS), which allows members of various ethnic and religious segments to take part in the exercise of power. The literature on the subject usually discusses two models of PS: consociationalism and centripetalism. A third model is encountered in practice, however, that of hybrid power-sharing (HPS), which combines the institutions of the first two. The main objective of this article is to explain the nature and origins of HPS.

In this article, I present and critically analyze the main ideas of the Nigerian thinker, Ifeanyi A. Menkiti, on the future of the multi-ethnic state in Africa. Menkiti appears to consider that the basic condition for the successful coexistence of the various groups occupying the states of Africa is for relations between them to rest on just principles. Justice should involve the fair and equitable division amongst peoples of the burdens and benefits of living in a common state. To realize this ideal, he proposes the creation in Africa of morally neutral, managerial states. He bases his plan in part on the ideas of John Rawls. Close analysis of Menkiti’s views shows that his vision of the minimalist state is only a temporary solution, which is to lead to the peaceful dismemberment of the current post-colonial model of multi-ethnic states functioning within the old colonial borders. The basic value of Menkiti’s thought rests in his reversal of the usual perspective on African states, as he considers that maintaining territorial integrity or achieving unity should no longer be considered a paramount necessity. In this paper, I present and make a critical analysis of the thoughts of the Sierra Leonean philosopher George M. Carew, who is the author of one of the broadest contemporary visions of the political future of Africa. The significance of Carew's views consists mainly in the fact that he points out the importance of the concept of deliberative democracy for the African countries looking after their interests, as now they do not have any effective instruments of acting in the global environment. [PERSONHOOD IN AFRICAN PHILOSOPHY]. W artykule została omówiona i poddana analizie debata między dwoma współczesnymi afrykańskimi filozofami Ifeanyim A. Menkitim z Nigerii oraz Kwame Gyekyem z Ghany. Debata ta dotyczy typowych dla niektórych afrykańskich kultur sposobów myślenia o istocie człowieczeństwa, tj. o byciu człowiekiem (osobą, person). Prezentowane przez tych filozofów koncepcje nie odnoszą się do żadnych konkretnych afrykańskich ludów, lecz raczej są pewnymi wzorcami idealnymi, czy też abstrakcyjnymi. Zdaniem Menkitiego w tradycyjnym myśleniu afrykańskim jednostka (individual) stopniowo nabywa pełnię człowieczeństwa w oczach swojej wspólnoty wpierw poprzez internalizację obowiązujących w niej norm, a następnie przez ich przestrzeganie w dorosłym życiu. Jak wskazuje, Afrykanin jest przy tym człowiekiem bardziej w przekonaniu i w odbiorze innych niż w swoim własnym. Ale nawet jego własne przeświadczenie o byciu człowiekiem jest kreowane przez myślenie zbiorowe. Z taką perspektywą nie zgadza się Gyekye, który uważa, że człowieczeństwo nie jest u Afrykanów czymś konstytuowanym bądź potwierdzanym przez zbiorowość. W przekonaniu Gyekyego, w myśleniu afrykańskim człowieka czynią pewne symptomatyczne dlań z natury atrybuty fizyczne i umysłowe oraz towarzyszący im instynkt społeczny (sociality), który, jak mniema, jest również przyrodzony. Choć Afrykanin jest, według Gyekyego, bytem głęboko wspólnotowym, posiada również pewien potencjał niezależności od wspólnoty (lokalnej, etnicznej, religijnej), której jest członkiem. Z opisu Menkitiego wynika zaś, że przeciętny Afrykanin nie jest aktywnym sprawcą rzeczywistości i indywidualnym interpretatorem świata, w którym żyje. Artykuł opublikowany w: "Przegląd Filozoficzny.
