Donald Franklin is an honorary research fellow with the UCL Philosophy Department. His research focuses on issues relating to public policy appraisal. Current foci include valuation of impacts upon groups, and the relationship between causal and ethical responsibility for consequences of actions and omissions.

Donald is currently working for NHS England. Till recently a Senior Economic Adviser in the UK Department of Health and Social Care (DHSC) and prior to that at H M Treasury, he has worked in the Government Economic Service on appraisal methodology both in HM Treasury and in DHSC.
