    The assumption that known physical laws are sufficient for explaining mental phenomena is flawed from the outset. Qualities such as phenomenal redness do not exist within the known physical laws so by definition they are incomplete.     This paper promotes an evolutionary emergent panpsychism that has several advantages over the popular constitutive type. It recognizes layers in nature and theorizes an intelligible stepwise evolution of consciousness from the micro to the macro level. It is consistent with mental causal efficacy at the higher animal level and not just base particle levels.
