The problem of induction is formulated as a set of three questions, namely: ‘What is the nature of the attitude of acceptance that we adopt in relation to certain theories?’ ‘What are the rules according to which we select those theories which we accept?’ and, ‘What is the justification for the adoption of those rules?’. An original answer is proposed for each question in turn, with the help of the new concepts of sub-theory, established sub-theory, aberrant, arbitrary and degenerate theories. The answer to the third question follows the lines of Reichenbach's pragmatic strategy.

RESUMO O tema do artigo é a proliferação de más condutas na ciência que vem ocorrendo nas últimas décadas, designada ao longo do texto pelo termo "a epidemia". As más condutas são violações de normas éticas da ciência, sendo os tipos mais importantes as várias modalidades de fraude, e de falsidades autorais. O artigo divide-se em seis seções. Na primeira, apresenta-se o tema e alguns esclarecimentos terminológicos. Na segunda, são expostas as evidências que corroboram a existência da epidemia. A terceira versa sobre a reação à epidemia, caracterizando sua dinâmica, marcada pelo conflito entre duas posições: a moralizadora, que aplica o tratamento moralizador no combate à epidemia; e a negacionista, que tende a negar a existência da epidemia e que resiste às medidas moralizadoras. A quarta seção versa sobre as causas da epidemia, introduz uma distinção entre produtivismo e producionismo e propõe uma análise das formas como o produtivismo fomenta as más condutas. A quinta consiste em uma crítica ao tratamento moralizador, fundamentada em suas inadequações, principalmente sua ineficácia. Na conclusão, procura-se dar uma ideia de qual seria uma alternativa satisfatória ao tratamento moralizador. ABSTRACT The article deals with the proliferation of violations of ethical norms of science, that started to develop a few decades ago. It will be referred to as "the epidemic". The most important types of these violations are varieties of fraud, and such forms of author misconduct as plagiarism, self-plagiarism, etc. The article is divided into six sections. In the first, the topic is introduced and some terminology clarified. In the second, evidence is presented which corroborates the existence of the epidemic. The third deals with the reaction to the epidemic, by characterizing its dynamics in terms of being dominated by conflict between two positions: the moralizing one - which promotes the application of the moralizing treatment to combat the epidemic; and the negationist one - which tends to deny the existence of the epidemic, and resists the moralizing measures. The fourth explores the causes of the epidemic. A distinction is introduced between productivism and productionism, and an analysis is proposed of the ways productivism fosters violations of ethical norms of science. The fifth consists of a critique of the moralizing treatment, based on its inadequacies, mainly its inefficacy. The conclusion points to an alternative to the moralizing treatment.

Ao estudarmos a Cibercultura na perspectiva de Pierre Lévy, perceberemos a existência de certa unilateralidade, uma absolutização do ciberespaço e de seu papel na sociedade contemporânea. Isso se manifesta claramente na visão de Lévy quando o mesmo fala que o ciberespaço levará a uma reunificação da humanidade, transpondo as barreiras geográficas, históricas, culturais e de classe. Apesar dos grandes movimentos de dispersão e de aglutinação apontados pelo filósofo terem acontecido de fato, a maneira posta tende para uma explicação que naturaliza esse movimento, que o inscreve como independente dos conflitos e dos percalços históricos. Tudo isso partindo de uma crença que o resultado será positivo para a sociedade como um todo e para o desenvolvimento dos indivíduos. Porém, o movimento geral que está a se realizar não aponta objetivamente neste sentido, aliás, revela direção oposta, aprofundando problemas sociais, conflitos e disputas dentro do mundo do ciberespaço. Lançando à margem do processo milhões de seres humanos, regiões inteiras do globo, culturas e histórias. Mas, Levy aponta isso como um processo natural, quase um darwinismo social e tecnológico que irá aprimorar a vida no planeta. Nesse sentido, o pensador Pierre Levy não ver os conflitos sociais como elementos impulsionadores e decisivos das soluções e perspectivas dos processos em curso, mas como meros coadjuvantes de uma força maior, com sentido já determinado, o que irá configurar um futuro melhor. Visto desta forma, os conflitos representariam meros retardamentos do processo, onde deveríamos evitá-lo, nos reservando a condição de observadores e impulsionadores deste movimento pré-determinado

The concept of the "linear model of innovation" was introduced by authors belonging to the field of innovation studies in the middle of the 1980s. According to the model, there is a simple sequence of steps going from basic science to innovations - an innovation being defined as an invention that is profitable. In innovation studies, the LMI is held to be assumed in Science the endless frontier , the influential report prepared by Vannevar Bush in 1945. In this paper, it is argued that: the LMI was introduced with critical purposes, as part of the questioning of the conception of science and the proposals for science policies put forward in Sef; at a first level of analysis, the LMI appears as a straw man, defended neither in Sef, nor anywhere else; the LMI is a weapon against the importance attributed to basic science in Sef, and its defense of the financing of basic research by the state; the LMI is a component of the process of commodification of science promoted by neoliberalism. The last section of the paper presents a qualified defense of basic science and basic research

Then, as an exercise in the building of conceptual bridges betweeen philosophical and political discourses about science, an analysis is provided of a speech delivered by Brazil’s new minister for science and technology in the occasion of his taking office.Em primeiro lugar, apresenta-se uma visão geral das idéias de Lacey sobre a ciência em sua relação com os valores dos movimentos populares, e do Fórum Social Mundial. The theme of the paper is the phenomenon which Popper labelled `Oedipus effect', and its implications for the anlytical-positivist epistemology, especially for the Principle of the Unity of Science. As far as Popper is concerned, it is claimed that he was unsuccessful in his attempt to overcome the inconsistencies generated in his work by the acknowledgement of the possibility of the Oedipus effect in the human sciences.O tópico do trabalho é o fenômeno denominado por Popper "efeito Édipo", e suas implicações para a epistemologia analítico-positivista, em particular para o Princípio de Unidade da Ciência. Com referência a Popper, a tese defendida é a de que ele não teve sucesso na tentativa de resolver as inconsistências geradas em sua obra pelo reconhecimento da possibilidade do "efeito Édipo" nas ciências humanas.

The aim of the talk was to present a brief account of the history of investigations about concepts in the last decades, thereby contributing to the diffusion of cognitive science. The central episode in that history is the turning point that resultedfrom the researches carried out by Eleanor Rosch and others from the beginning of the 70's. Those researches constitute a challenge to the CLASSICAL VIEW OF CONCEPTS . The fact that the rejection of the classical view is not a viable alternative generates what we called the PROBLEM OF CONCILIATION - that is, the problem of conciliating the classical view with the modern empirical results. The exposition ends with some suggestions towards the solution of the problem of conciliation.O objetivo da palestra foi o de apresentar um apanhado sucinto da história das investigações sobre conceitos nas últimas décadas, com isso contribuindo para a divulgação da Ciência Cognitiva. O episódio central dessa história é a guinada resultante das pesquisas realizadas por Eleonor Rosch e outros a partir do inicio dos anos setenta. Estas pesquisas colocam em cheque a CONCEPÇÃO CLÁSSICA DE CONCEITOS . O fato de que o abandono da concepção clássica não é uma alternativa viável, dá origem ao que chamamos de PROBLEMA DA CONCILIAÇÃO, ou seja, o de compatibilizar a concepção clássica com as descobertas modernas. Since its publication, there has been no lack of attacks directed against the criterion of refutability - the solution proposed by Popper for his problem of demarcation. A more fundamental criticism is raised in the present paper: its target is the problem of demarcation itself. It is shown first that Popper's work contains not one, but two distinct and incompatible problems of demarcation. An analysis of Popper's anti-essentialism is the starting point for the demonstration of the main thesis of the paper, namely, the thesis that the problem of demarcation should be dismissed, given that it is part of a scientistic approach to the question of the value of the sciences.Desde sua publicação, não têm faltado ataques ao critério da refutabilidade - a solução proposta por Popper para seu problema da demarcação. A crítica do presente artigo é mais fundamental: seu alvo é o próprio problema da demarcação. Como preliminar, mostra-se haver na obra de Popper não apenas um, mas dois problemas da demarcação, distintos e incompatíveis. Uma análise do antiessencialismo de Popper é o ponto de partida para a demonstração da tese central do artigo, a saber, a tese de que o problema da demarcação deve ser abandonado, por ser parte de uma abordagem cientificista da questão do valor das ciências

The aim of the paper is to present the historical context and the motivation of an investigation still in progress, together with a sketch of some of its results. It starts with a brief description of the nature and history of cognitive science. The relation of cognitive science to logic is then considered, from which consideration a conception of logic as a descriptive and mentalist discipline emerges. Such conception clashes with Frege's antipsychologism. The purpose of the investigation is to refute Frege's arguments, considered as objections to the view that there are two logics, both mentalist, one descriptive and one normative.O objetivo do trabalho é apresentar o contexto histórico, as motivações e um esboço de alguns resultados de uma pesquisa ainda não concluída. Primeiro fala-se um pouco da Ciência Cognitiva - de suas características gerais, de sua história, de sua relação com a Epistemologia. Considera-se depois sua relação com a Lógica, emergindo daí uma concepção da Lógica como descritiva e mentalista. Esta concepção choca-se com o antipsicologismo de Frege. A meta da pesquisa é refutar os argumentos de Frege enquanto objeções à tese de que existem duas lógicas, ambas mentalistas, uma descritiva e outra normativa

This paper consists in an attempt to refute Quine's principle of the indeterminacy of radical translation. The structure of the argument is as follows. The demonstration of the principle in Quine's work rests on certain conception of the process of radical translation. This conception can be maintained only if certain presuppositions are made concerning the nature of language and its speakers. However, if those presuppositions are adopted, there is no reason for not accepting also other presuppositions, which would invalidate Quine's demonstration.O trabalho consiste em uma tentativa de refutação do princípio quineano da indeterminação da tradução radical. A estrutura do argumento é a seguinte. A demonstração do princípio no texto de Quine assenta-se sobre certa concepção do processo de tradução radical. Esta concepção só se sustenta se são adotadas certas pressuposições a respeito da natureza da linguagem e dos falantes. Entretanto, se estas pressuposições são adotadas, não há razão para não se aceitarem também outras pressuposições - as quais invalidam a demonstração de Quine

The work consists in a discussion of the thesis of neutrality of science and technology, which takes as its starting point some formulations in the Parâmetros Curriculares Nacionais. Neutrality is analised into three components: imparciality, applied neutrality and cognitive neutrality. It is shown that imparciality must be maintained, to avoid falling into relativism, but applied neutrality cannot be sustained, neither as fact nor as value.O texto apresenta uma discussão da tese da neutralidade da ciência, tomando como ponto de partida algumas formulações dos Parâmetros Curriculares Nacionais. A neutralidade é analisada em três componentes: a imparcialidade, a neutralidade aplicada e a neutralidade cognitiva. Procura-se mostrar que, para não se cair no relativismo, a imparcialidade deve ser mantida, mas a neutralidade aplicada não se sustenta, nem como fato nem como valor

The aim of the paper is to characterize a school of thought-cognitivism -and the discipline to which it gave rise. After a brief summary of the origins of cognitivism, the ontological and methodological principles which define it are described. The relationship that exists between computers and the functionalist idea of considering the mind as a system whose elements are characterized by their functions, and not by their material make-up is then presented. The paper concludes with a discussion about the nature and the name of the discipline generated by cognitivism, the suggestion being that it is a proto-science, to which the name "cognitive studies" is preferable to "cognitive science".O objetivo da comunicação é caracterizar uma escola de pensamento-o cognitivismo-e a disciplina a que ela deu origem. Depois de um breve apanhado das origens do cognitivismo descrevem-se os princípios ontológicos e metodológicos que o definem. Mostra-se a seguir a relação que há entre os computadores e a idéia funcionalista de considerar a mente como um sistema cujos elementos são caracterizados por suas funções, e não por sua constituição material. Discute-se finalmente a natureza e o nome da disciplina gerada pelo cognitivismo, sugerindo-se que se trata de uma proto-ciência, a qual deve ser denominada "Estudos Cognitivos" de preferência a "Ciência Cognitiva"

Esta pesquisa teve como objetivo analisar o conhecimento teórico de conselhos tutelares sobre o Estatuto da Criança e do Adolescente e suas atuações a partir disso. Para isso, realizamos entrevistas com dois conselhos por meio de um questionário. As respostas foram dadas por escrito e, com elas, pudemos notar convergências e divergências entre esses conselhos. Com a análise, percebemos que cada conselho possui um olhar no seu trabalho, porém ambos possuem consciência de que seu dever é o de proteger e garantir os direitos das crianças e dos adolescentes. Ambos os conselhos admitiram existir interação com a escola, porém, ela se restringe ao controle de frequência e da evasão escolar. Também, ambos remetem casos de violação de direitos à realidade social, afirmando que fatores econômicos não são determinantes nesses atos, porém, nos casos de famílias em situações econômicas desfavoráveis, o conselho tutelar é acionado. Por fim, enquanto um dos conselhos diz que aquele que viola algum direito da criança ou do adolescente deve ser responsabilizado, outro afirma que ele deve intervir com medidas educativas para resgatas a proteção do menor. Concluímos que os conselhos conhecem seus deveres, porém deixam a desejar no que tange à relação com as escolas.
