    Human migration has long been a type of adaptive response to climatic conditions and environmental pressures.     I argue that livability is both instrumentally valuable and of ultimate value for those whose embodied existence and relationships are mediated by the state system. The obligation to acknowledge people’s claim to the right to a livable locality thus includes addressing the instability associated with migration as well as facilitating in situ adaptation.
