Available methods such as technology assessment and risk analysis have failed to predict the effects of technological choices. We need to give up the futile predictive ambitions of previous approaches and instead base decisions on systematic studies of alternative future developments. It will then be necessary to cope with mere possibility arguments, i.e., arguments in which a conclusion is drawn from a mere possibility that a course of action may have certain consequences. A five-step procedure is proposed for the assessment of such arguments. It includes a search for mere possibility arguments pointing in different directions, a scientific evaluation that may lead to the specification or refutation of some of these arguments, two symmetry tests, evaluation of the seriousness of the arguments in terms of novelty, spatio-temporal unlimitedness and interference with complex systems, and hypothetical retrospection that aims at finding a course of action that will be defensible in retrospect.

The 1985 paper by Carlos Alchourrón, Peter Gärdenfors, and David Makinson, “On the Logic of Theory Change: Partial Meet Contraction and Revision Functions” was the starting-point of a large and rapidly growing literature that employs formal models in the investigation of changes in belief states and databases. In this review, the first twenty-five years of this development are summarized. The topics covered include equivalent characterizations of AGM operations, extended representations of the belief states, change operators not included in the original framework, iterated change, applications of the model, its connections with other formal frameworks, computatibility of AGM operations, and criticism of the model.

In order to clarify the problems of iterated (global) belief change it is useful to study simple cases, in particular consecutive contractions by sentences that are both logically and epistemically independent. Models in which the selection mechanism is kept constant are much more plausible in this case than what they are in general. One such model, namely uniform specified meet contraction, has the advantage of being closely connected with the AGM model. Its properties seem fairly adequate for the intended type of contraction. However, the revision operator based on it via the Levi identity collapses into an implausible operation that loses all old information when revising by new information. A weaker version, semi-uniform specified meet contraction, avoids the collapse but has the disadvantage of a remarkably weak logic. It is left as an open issue whether there is an intermediate class of contraction operators that yields a more satisfactory logic.

Ethicists have investigated ethical problems in other disciplines, but there has not been much discussion of the ethics of their own activities. Research in ethics has many ethical problems in common with other areas of research, and it also has problems of its own. The researcher’s integrity is more precarious than in most other disciplines, and therefore even stronger procedural checks are needed to protect it. The promotion of some standpoints in ethical issues may be socially harmful, and even our decisions as to which issues we label as “ethical” may have unintended and potentially harmful social consequences. It can be argued that ethicists have an obligation to make positive contributions to society, but the practical implications of such an obligation are not easily identified. This article provides an overview of ethical issues that arise in research into ethics and in the application of such research. It ends with a list of ten practical proposals for how these issues should be dealt with.

Two of the major problems in AGM-style belief revision, namely the difficulties in accounting for iterated change and for Ramsey test conditionals, have satisfactory solutions in descriptor revision. In descriptor revision, the input is a metalinguistic sentence specifying the success condition of the operation. The choice mechanism selects one of the potential outcomes in which the success condition is satisfied. Iteration of this operation is unproblematic. Ramsey test conditionals can be introduced without giving rise to the paradoxical results that they generate in other systems. In addition to standard Ramsey test conditionals, a more general variant of epistemic conditionals is defined, representing statements of the form ”if the belief state is changed to satisfy condition A then it will satisfy condition B”. An axiomatic characterization of such descriptor conditionals is presented. It is related in intricate ways to the KLM postulates for cumulative reasoning.

Contrary to the received view, decision theory is not primarily devoted to instrumental (ends-to-means) reasoning. Instead, its major preoccupation is the derivation of ends from other ends. Given preferences over basic alternatives, it constructs preferences over alternatives that have been modified through the addition of value object modifiers (modes) that specify probability, uncertainty, distance in time etc. A typology of the decision-theoretical modes is offered. The modes do not have (even extrinsic) value, but they transform the value of objects to which they are applied. A rational agent's total set of preferences should be coherent, but from this it does not follow that her preferences over mode-containing objects have to be derivable from her preferences over mode-free objects.

Farmers all over the world perform experiments, and have done so since long before modern experimental science and its recognized forerunners. There is a rich anthropological literature on these experiments, but the philosophical issues that they give rise to have not received much attention. Based on the anthropological literature, this study investigates methodological and philosophical issues pertaining to farmers’ experiments, including the choice of interventions to be tested, the planning of experiments, and the use of control fields and other means to deal with confounding factors. Farmers’ experiments have some advantages over the field trials of agricultural scientists, but also some comparative disadvantages. The two experimental traditions are complementary, and neither of them can replace the other. Several aspects of farmers’ experiments are shown to have a direct bearing on central topics in the philosophy of science.

In order to explore public views on nanobiotechnology (NBT), convergence seminars were held in four places in Europe; namely in Visby (Sweden), Sheffield (UK), Lublin (Poland), and Porto (Portugal). A convergence seminar is a new form of public participatory activity that can be used to deal systematically with the uncertainty associated for instance with the development of an emerging technology like nanobiotechnology. In its first phase, the participants are divided into three “scenario groups” that discuss different future scenarios. In the second phase, the participants are regrouped into three “convergence groups”, each of which contains representatives from each of the three groups from the first phase. In the final third phase, all participants meet for a summary discussion. This pilot project had two aims: (1) to develop and assess the new methodology and (2) to gather advice and recommendations from the public that may be useful for future decisions on nanobiotechnology (NBT). Participants emphasized that they wanted the technology to focus on solutions to environmental and medical problems and to meet the needs of developing countries. The need for further public participation and deliberation on NBT issues seemed to be acknowledged by all participants. Many of them also raised equality concerns. Views on the means by which NBT should be steered into socially useful directions were more divided. In particular, different views were expressed on how much regulation of company activities is needed to curb unwanted developments. The participants’ responses in a questionnaire indicate that the methodology of the convergence seminars was successful for decision-making under uncertainty. In particular, the participants stated that their advice was influenced both by access to different possible future developments and by the points of view of their co-participants, which is what the method is specifically intended to achieve.

A new formal model of belief dynamics is proposed, in which the epistemic agent has both probabilistic beliefs and full beliefs. The agent has full belief in a proposition if and only if she considers the probability that it is false to be so close to zero that she chooses to disregard that probability. She treats such a proposition as having the probability 1, but, importantly, she is still willing and able to revise that probability assignment if she receives information that gives her sufficient reasons to do so. Such a proposition is undoubted, but not undoubtable. In the formal model it is assigned a probability 1 − δ, where δ is an infinitesimal number. The proposed model employs probabilistic belief states that contain several underlying probability functions representing alternative probabilistic states of the world. Furthermore, a distinction is made between update and revision, in the same way as in the literature on belief change. The formal properties of the model are investigated, including properties relevant for learning from experience. The set of propositions whose probabilities are infinitesimally close to 1 forms a belief set. Operations that change the probabilistic belief state give rise to changes in this belief set, which have much in common with traditional operations of belief change.

Science is praxis relevant to the extent that it guides goal-directed action by telling us how to act in order to achieve the goals. Investigations aiming at high praxis relevance are performed in various disciplines under names such as clinical trials, evaluation research, intervention research and social experiments. In this contribution, the notion of (direct) praxis relevance is delineated, and it is distinguished from related properties of science such as those of being applied and being practically useful in a wider sense. Recommendations for the achievement of praxis relevance are offered in the form of five principles: the prerogative of direct experiments, minimized theory-induced uncertainty, multiple approximations, causal chain decomposition and successive improvements.
