Can green growth policies help protect the environment while keeping the industry growing and infrastructure expanding? The City of Kitakyushu, Japan has actively implemented eco-friendly policies since 1967 and recently inspired the pursuit of sustainable development around the world, especially in the Global South region. However, empirical studies on the effects of green growth policies are still lacking. This study explores the relationship between road infrastructure development and average industrial firm size with air pollution in the city through the Environmental Kuznets Curve (EKC) hypothesis. Auto-Regressive Distributed Lag (ARDL) and Non-linear Auto-Regressive Distributed Lag (NARDL) methods were applied on nearly 50-years’ time series data, from 1967 to 2015. The results show that the shape of the EKC of industrial growth, measured by average firm size, depends on the type of air pollution: inverted N-shaped relationships with NO2 and CO, and the U-shaped relationships with falling dust particle and Ox. Regarding infrastructure development, on the one hand, our analysis shows a positive effect of road construction on alleviating the amount of falling dust and CO concentration. On the other hand, the emissions of NO2 and Ox are shown to rise when plotted against road construction. The decline of CO emission, when plotted against both industrial growth and road development, indicates that the ruthlessness of the local government in pursuing green growth policies has been effective in this case. However, the story is not straightforward when it comes to other air pollutants, which hints at the limits of the current policies. The case of Kitakyushu illustrates the complex dynamics of the interaction among policy, industry, infrastructure, and air pollution. It can serve as an important reference point for other cities in the Global South when policies are formed, and progress is measured in the pursuit of a green economy. Finally, as an OECD SDGs pilot city and the leading Asian green-growth city, policymakers in Kitakyushu city are recommended to revise the data policy to enhance the findability and interoperability of data, as well as to invest in the application of big data.

In his 2013 book, “Moral Tribes: Emotion, Reason, and the Gap between Us and Them,” Joshua Greene1 contemplates two tragedies. The first is the tragedy of the commons, a well- studied problem in the game theory and psychology literature. Here, if people are truly self- interested, cooperation cannot arise, and everyone will use the commons until it is depleted. This problem is succinctly called the “Me vs. Us” problem. The second is the tragedy of the commonsense morality, which Greene named, refers to the problem of cooperation among groups, the “Us vs. Them” problem.

The subject's relation to his own body is a much discusses problem in philosophy, for example, by the French philosopher Maurice Merleau-Ponty: “I am my body, at least to the extent that I have an acquisition, and reciprocally, my body is something like a natural subject, or a provisional sketch of my total being” (Merleau-Ponty et al. 2013, 205). However, the role of affective components in the awareness of oneself about one’s own body is still an area that receives little attention. In general, there have been a number of studies on bodily awareness, with the most notable being Bermúdez et al. (1998) and Gallagher, S. (2005). But these works have their eyes only on the relation expressed through sensory perceptions or agentive dimensions, ignoring the affective dimension of the relationship between humans and their bodies. This has changed with the book Affective Bodily Awareness by Frédérique de Vignemont (2023).

With the intensifying shortage of care-providers and mounting financial burden of an aging population in Japan, artificial intelligence (AI) offers a potential solution through AI-driven robots, chatbots, smartphone apps, and other AI medical services. Yet Japanese acceptance of medical AI, especially patient care, largely depends on the degree of ‘humanness’ that can be integrated into intelligent technologies. As empathy is considered a core value in the practice of healthcare workers, artificially intelligent agents must have the ability to perceive human emotions and respond in an affective, human-like manner. This paper presents the results of a nationwide survey in Japan 2023 about the public perception of the use of emotionalized AI (EAI) in healthcare. The sample included 2000 Japanese citizens from 20 to 69 years old with an average age of 45 years. The questionnaire included 65 items in six categories: demographic, perception of the existing healthcare system, attitude towards the use of AI, and EAI in healthcare, trust and privacy concerns and fear of AI, and seeking literacy on new technologies. The analysis of the responses demonstrates that overall, the Japanese population has a limited knowledge of AI, EAI, and smart technologies but trusts the healthcare system, physicians, and staff to use it properly, with little worries over the potential pitfalls related to data security and safety. However, they prefer the use of more human resources and are concerned about privacy and the high cost of new technology, and believe little information is being provided to them through government and media.

Sự xuật hiện của các công cụ AI tạo sinh trên nền tảng các mô hình ngôn ngữ lớn (LLMs) đã đem đến một công cụ mới cho con người, đặc biệt là trong các ngành sư phạm, báo chí, nhưng chúng cũng đem đến nhiều vấn đề Trong bài viết này, nhóm tác giả sẽ chỉ ra những những bất cập mới xuất hiện hoặc những vấn đề đã tồn tại nhưng có nguy cơ được đẩy lên cao hơn do sự áp dụng của AI tạo sinh vào trong thực tế, tập trung vào hai nhóm vấn đề: công bằng xã hội và phổ cập tri thức khoa học và công tác truyền thông chính sách. Cụ thể, chúng tôi cho rằng các công cụ AI tạo sinh gặp khó khăn trong việc tiếp cận đến những nguồn kiến thức thuộc các văn hóa thiểu số, hoặc các ngôn ngữ nhỏ, có thể gây khó khăn trong việc tuyên truyền kiến thức khoa học, thực hiện chính sách. Tất cả những khó khăn này sẽ tạo ra những vấn đề tại Việt Nam và cần được giải quyết bằng việc phát triển một bộ giá trị, đạo đức và quy tắc ứng xử khi tương tác và sử dụng AI.

Bài viết này tóm lược các điểm quan trọng và những triết lý xã hội trong Tầm nhìn Xã hội 5.0 (Society 5.0) của Nhật Bản, đồng thời đưa ra bài học cho Việt Nam trong việc hình thành một xã hội “lấy dân làm gốc”, được hiện thực hoá bởi trí tuệ nhân tạo (AI). Nhằm tiến tới một xã hội nơi con người được đặt làm trung tâm đồng thời chung sống hài hoà với công nghệ ngày càng thông minh, năm gợi ý cụ thể cho Việt Nam đã được đưa ra: Tầm nhìn lấy con người làm trung tâm; Góc nhìn đa chiều về mối quan hệ giữa người và máy; Lấy AI làm một động lực phát triển kinh tế-xã hội; Cách tiếp cận bao trùm, thúc đẩy sự tham gia của các bộ phận xã hội trong việc thiết lập tầm nhìn; và tính bền vững và bao quát trong các ứng dụng của AI. Năm tiền đề bao gồm: Tiền đề về cấu trúc xã hội, văn hóa, chính trị, và lịch sử; về tính tự chủ và sự tự do của con người; về nền tảng triết học và nhân văn của nhân loại; về hiện tượng tiếp biến văn hóa sinh ra từ tương tác giữa người và máy; về tam giác tương tác giữa con người với máy tính, giữa con người với con người, và giữa con người với thiên nhiên. Trên cơ sở giải thích rõ về năm tiền đề này, bài viết đã đưa ra ba gợi ý cho Việt Nam về việc phát triển, ứng dụng, và quản lý trí tuệ nhân tạo.

Ngành báo chí, một trong những ngành truyền thông mạnh mẽ nhất hiện nay, đang đóng vai trò quan trọng trong việc cung cấp thông tin, giáo dục công chúng, và giải trí nhưng đồng thời cũng là một lĩnh vực có tính cạnh tranh cao và đầy biến động trong bối cảnh kinh tế toàn cầu. Bài viết nhằm đóng góp cái nhìn dưới lăng kính kinh tế học vào quá trình phát triển và cập nhật xu hướng của báo chí. Những Lý thuyết như trợ cấp chính phủ (government subsidy), lựa chọn hợp lý (rational choice), cũng những kiến thức phổ biến về cung và cầu sẽ giúp người đọc hiểu hơn về sự vận hành nền báo chí. Đồng thời, bài viết chỉ ra một số đặc tính riêng biệt của nền báo chí Việt Nam để giúp định hướng rõ hơn các chính sách phát triển. Cuối cùng, bài viết sẽ nêu ra một số thách thức và cơ hội dưới góc nhìn kinh tế học.

Sự thâm nhập của trí tuệ nhân tạo (AI) tạo sinh vào ngành báo chí đã tạo nên sự thay đổi về xu hướng tiêu thụ và sản xuất thông tin. Cụ thể, có năm thay đổi trong xu hướng hành vi tiêu thụ và sản xuất thông tin như sau: việc tạo ra nội dung trở nên dễ dàng và đa dạng hơn; AI tạo sinh có thể là tiếp điểm mới của con người đối với dòng chảy của tin tức; ranh giới mờ giữa người tiêu thụ thông tin và người sản xuất thông tin; sự thuận tiện, dễ dàng trong việc tạo ra giá trị gia tăng cho các nội dung; sụ thay đổi quá trình sáng tạo và thậm chí là định nghĩa về sự sáng tạo trong nghề báo chí. Từ năm thay đổi trong hành vi trên, những ảnh hưởng lên kinh tế báo chí của AI tạo sinh đã được phân tích. Các phân tích chạm tới cả mặt tích cực của AI tạo sinh trong việc giảm chi phí và tăng giá trị của nội dung tin tức, cũng như những vấn đề đáng lo ngại đối với việc giảm doanh thu của báo chí: vấn đề tìm kiếm không nhấp chuột, bản quyền, đối tượng tiếp cận thông tin, kiểm soát chất lượng và nguồn tin. Những vấn đề trên cho thấy sự quan trọng trong việc sử dụng AI tạo sinh một cách có trách nhiệm xã hội và điều này đặt ra những câu hỏi đáng suy nghĩ cho toàn xã hội.

Artificial intelligence (AI) has transformed the way people engage with politics around the world: how citizens consume news, how they view the institutions and norms, how civic groups mobilize public interests, how data-driven campaigns are shaping elections, and so on (Ho & Vuong, 2024). Placing people at the center of the increasingly AI-mediated political landscape has become an urgent matter that transcends all forms of institutions. In this essay, we argue that, in this era, it is necessary to look beyond certain limited notions of democracy and broaden our views of what it means to put people at the heart of political governance. Thus, we introduce some key features of a very, if not the most important concept, in East Asian political culture, ‘people as roots (of the state)’ or (dân bản in Vietnamese and 民本 in Chinese) . We propose that a more culturally sensitive analysis, which takes into account the diverse interpretations of people-centeredness within different political cultures, can provide valuable insights for researchers and leaders worldwide. Indeed, as the sociologist Shmuel Eisenstadt succinctly puts, modernity does not and should not correspond to Westernization.

This essay seeks to understand what it means for the human collective when AI technologies have become a predominant force in each of our lives through identifying three moral dilemmas (i.e., tragedy of the commons, tragedy of commonsense morality, tragedy of apathy) that shape human choices. In the first part, we articulate AI-driven versions of the three moral dilemmas. Then, in the second part, drawing from evolutionary psychology, existentialism, and East Asian philosophies, we argue that a deep appreciation of three shades of human finitude can help us mitigate harmful effects of the AI-driven versions of the three tragedies and even transcend them.

Imagining AI: How the World Sees Intelligent Machines edited by Stephen Cave and Kanta Dihal (2023) was published as a result of the Global AI Narratives (GAIN) project of the Leverhulme Center for the Future of Intelligence, University of Cambridge. The book has 25 chapters grouped into four parts, corresponding to different geographical regions: Europe; the Americas and Pacific; Africa, Middle East, and South Asia; East and South East Asia. All chapters contributed comprehensively to the mission of showing “the imaginary of intelligent machines is an incredibly rich site for exploring” and how the imaginaries shape the ways “different cultures reconcile the demands of being human in a technological age.”

In recent years, with the advances in machine learning and neuroscience, the abundances of sensors and emotion data, computer engineers have started to endow machines with ability to detect, classify, and interact with human emotions. Emotional artificial intelligence (AI), also known as a more technical term in affective computing, is increasingly more prevalent in our daily life as it is embedded in many applications in our mobile devices as well as in physical spaces. Critically, emotional AI systems have not only the ability to not passively read and classify emotions, but most also have an ability to predict and ‘nudge’ users to certain desired emotional states. Drawing from Piredda (2020)’s account on affective artifacts and other recent accounts, we've examined various emerging emotion-sensing technologies such as recommender algorithms, personal AI assistants, work-related emotion trackers, and emotional AI toys and robots through the lens of affective artifacts. We show how these technologies fulfill the criteria of being affective artifacts: they are artifactual, multifunctional, semi-agentive, and semi-interpesonal. Emotional AI systems as affective artifacts can influence the affective states of the users (e.g., help regulate emotions of ourselves and others), and importantly, our manipulation of these algorithms can intersect with the maintenance and construction of our sense of self and identity.

This article synthesizes the current theoretical attempts to understand human-machine interactions and introduces seven premises to understand our emerging dynamics with increasingly competent, pervasive, and instantly accessible algorithms. The hope that these seven premises can build toward a social theory of human-AI cocreation. The focus on human-AI cocreation is intended to emphasize two factors. First, is the fact that our machine learning systems are socialized. Second, is the coevolving nature of human mind and AI systems as smart devices form an indispensable part of our cognitive scaffolds, thus, shaping how we perceive the world and ourselves. The seven premises include: primacy of social structures; human’s desire for freedom and autonomy; AI systems will form inseparable parts of our cognitive/affective scaffolds and can change our self-understanding; philosophy and humanistic foundations on human flourishing as a guide to human-AI interaction; mindsponge information-filtering process; acculturative process of how values change and emerge from human-AI interaction; overlapping Venn diagram of the human-human, human-nature, and human-machine interactions. This article concludes with a discussion on human agency in our entanglements with socialized machines and the illusoriness of the Cartesian agent view of the mind.

This article briefly summarizes the key characteristics and social philosophies in Japan’s vision of Society 5.0. Then it discusses why Vietnam, as a developing country, can learn from the experiences of Japan in establishing its vision for an AI-powered human-centric society. The paper finally provides five concrete recommendations for Vietnam toward a harmonic and human-centric coexistence with increasingly competent and prevalent AI systems, including: Human-centric AI vision; Multidimensional, pluralistic understanding of human-technology relation; AI as a driving force for socio-economic development; Bottom-up, participatory approach for building the vision; and Sustainability and inclusion in the adoption of AI.

This paper critically examines Japan's approach toward the adoption of Generative AI such as ChatGPT in education via studying media discourse and guidelines at both the national as well as local levels. It highlights the lack of consideration for socio-cultural characteristics inherent in the Japanese educational systems, such as the notion of self, teachers’ work ethics, community-centric activities for the successful adoption of the technology. We reveal ChatGPT’s infusion is likely to further accelerate the shift away from traditional notion of self, which has been ongoing during past educational reforms, towards active and self-directed learning. The current discourse on Generative AI’s infusion in education is driven by neoliberal agendas aimed at increasing employability and individualism. Moreover, the introduction of ChatGPT in the context of Japan's educator culture offers potential solutions to address issues of overwork but also necessitates considerations regarding increased responsibilities for teachers and the preservation of their central role in student education. Finally, the irreplicable social growth fostered by community-centric activities in the Japanese educational system highlights the limitations of ChatGPT in replicating dynamic social interactions, emphasizing the importance of holistic approaches to education beyond technological integration.

Việc nghiên cứu các vấn đề công bằng xã hội liên quan đến AI là vô cùng cần thiết. Công bằng trong giáo dục là việc đảm bảo quyền bình đẳng tiếp cận giáo dục cho mọi người: Giáo dục phổ thông miễn phí; không phân biệt đối xử; đảm bảo nội dung, phương pháp phù hợp với từng đối tượng. Rủi ro về công bằng trong giáo dục bao gồm: Bất cân bằng giữa các thế hệ; định kiến trong dữ liệu huấn luyện; hộp đen AI; và bất bình đẳng trong tiếp cận giáo dục về AI. Giải pháp: Ứng dụng AI trong giáo dục phải đảm bảo tôn trọng phẩm giá của con người, quyền riêng tư, trách nhiệm giải trình và tính minh bạch.
