Standard treatments of coexistence, interaction, and law presuppose some form of phase alignment or common representational framework. This work removes those assumptions and reconstructs co-presence and contact as phase-independent structural conditions. Law is not introduced as a prior rule but is fixed as stabilized retention under phase-delimited conditions. Probability is described as a structural compression of non-recoverable branching, and prediction is not defined as a general condition. The framework thereby shifts the basis on which coexistence and law are typically understood in the philosophy of physics and ontology. The universe is not treated as a totality or container, but as a configuration in which non-terminating condition, phase delimitation, and co-presence are jointly fixed.
