This paper provides a full mathematical refutation of Carlo Rovelli’s claim that a “Theory of Everything cannot exist.” By analysing Rovelli’s perspectival arguments in Is Time’s Arrow Perspectival? and confronting them with the Universal Ψ Equation—a closed, parameter-free quartic variational functional—we show that all perspectival accounts of time, entropy, and physical law collapse in the presence of a single globally coherent variational extremum. The Ψ framework generates Lorentz invariance, Maxwell dynamics, gauge structure, intrinsic entropy and coherent time evolution directly from first principles, contradicting Rovelli’s thesis that such structures are observer-dependent. The existence of a universal variational functional is therefore a constructive counterexample to Rovelli’s position. As a result, the perspectival programme fails at the foundational level, rendering its central philosophical claims mathematically obsolete.
