Artificial agents, particularly but not only those in the infosphere Floridi (Information – A very short introduction. Oxford University Press, Oxford, 2010a), extend the class of entities that can be involved in moral situations, for they can be correctly interpreted as entities that can perform actions with good or evil impact (moral agents). In this chapter, I clarify the concepts of agent and of artificial agent and then distinguish between issues concerning their moral behaviour vs. issues concerning their responsibility. The conclusion is that there is substantial and important scope, particularly in information ethics, for the concept of moral artificial agents not necessarily exhibiting free will, mental states or responsibility. This complements the more traditional approach, which considers whether artificial agents may have mental states, feelings, emotions and so forth. By focussing directly on “mind-less morality”, one is able to by-pass such question as well as other difficulties arising in Artificial Intelligence, in order to tackle some vital issues in contexts where artificial agents are increasingly part of the everyday environment (Floridi L, Metaphilos 39(4/5): 651–655, 2008a).

The essential difficulty about Computer Ethics’ (CE) philosophical status is a methodological problem: standard ethical theories cannot easily be adapted to deal with CE-problems, which appear to strain their conceptual resources, and CE requires a conceptual foundation as an ethical theory. Information Ethics (IE), the philosophical foundational counterpart of CE, can be seen as a particular case of ‘environmental’ ethics or ethics of the infosphere. What is good for an information entity and the infosphere in general? This is the ethical question asked by IE. The answer is provided by a minimalist theory of deserts: IE argues that there is something more elementary and fundamental than life and pain, namely being, understood as information, and entropy, and that any information entity is to be recognised as the centre of a minimal moral claim, which deserves recognition and should help to regulate the implementation of any information process involving it. IE can provide a valuable perspective from which to approach, with insight and adequate discernment, not only moral problems in CE, but also the whole range of conceptual and moral phenomena that form the ethical discourse.

Chi siamo e che tipo di relazioni stabiliamo gli uni con gli altri? Luciano Floridi sostiene che gli sviluppi nel campo delle tecnologie dell’informazione e della comunicazione stiano modificando le risposte a domande così fondamentali. I confini tra la vita online e quella offline tendono a sparire e siamo ormai connessi gli uni con gli altri senza soluzione di continuità, diventando progressivamente parte integrante di un’“infosfera” globale. Questo passaggio epocale rappresenta niente meno che una quarta rivoluzione, dopo quelle di Copernico, Darwin e Freud. L’espressione “onlife” definisce sempre di più le nostre attività quotidiane: come facciamo acquisti, lavoriamo, ci divertiamo, coltiviamo le nostre relazioni. In ogni campo della vita, le tecnologie della comunicazione sono diventate forze che strutturano l’ambiente in cui viviamo, creando e trasformando la realtà. Saremo in grado di raccoglierne i frutti? Quali, invece, i rischi impliciti? Floridi suggerisce che dovremmo sviluppare un approccio in grado di rendere conto sia delle realtà naturali sia di quelle artificiali, in modo da affrontare con successo le sfide poste dalle tecnologie correnti e dalle attuali società dell’informazione.

It has been suggested that to overcome the challenges facing the UK’s National Health Service (NHS) of an ageing population and reduced available funding, the NHS should be transformed into a more informationally mature and heterogeneous organisation, reliant on data-based and algorithmically-driven interactions between human, artificial, and hybrid (semi-artificial) agents. This transformation process would offer significant benefit to patients, clinicians, and the overall system, but it would also rely on a fundamental transformation of the healthcare system in a way that poses significant governance challenges. In this article, we argue that a fruitful way to overcome these challenges is by adopting a pro-ethical approach to design that analyses the system as a whole, keeps society-in-the-loop throughout the process, and distributes responsibility evenly across all nodes in the system.

The paper argues that the two best known formal logical fallacies, namely denying the antecedent (DA) and affirming the consequent (AC) are not just basic and simple errors, which prove human irrationality, but rather informational shortcuts, which may provide a quick and dirty way of extracting useful information from the environment. DA and AC are shown to be degraded versions of Bayes’ theorem, once this is stripped of some of its probabilities. The less the probabilities count, the closer these fallacies become to a reasoning that is not only informationally useful but also logically valid.

On 8th August 2019, Secretary of State for Health and Social Care, Matt Hancock, announced the creation of a £250 million NHS AI Lab. This significant investment is justified on the belief that transforming the UK’s National Health Service (NHS) into a more informationally mature and heterogeneous organisation, reliant on data-based and algorithmically-driven interactions, will offer significant benefit to patients, clinicians, and the overall system. These opportunities are realistic and should not be wasted. However, they may be missed (one may recall the troubled Care.data programme) if the ethical challenges posed by this transformation are not carefully considered from the start, and then addressed thoroughly, systematically, and in a socially participatory way. To deal with this serious risk, the NHS AI Lab should create an Ethics Advisory Board and monitor, analyse, and address the normative and overarching ethical issues that arise at the individual, interpersonal, group, institutional and societal levels in AI for healthcare.

Pensare l’infosfera: La filosofia come design concettuale di Luciano Floridi è la traduzione, rivista e parziale, di un libro pubblicato in inglese sulla logica dell’informazione (The Logic of Information, Oxford University Press, Oxford 2019). All’interno della riflessione sul digitale che il filosofo italiano sta conducendo ormai da qualche decennio, questo saggio si colloca come terza parte di una tetralogia legata alla filosofia dell’informazione. I primi due volumi, The Philosophy of Information e The Ethics of Information, sono già stati pubblicati rispettivamente nel 2011 e nel 2013 mentre l’ultimo, riguardante la politica dell’informazione, è in corso di stesura. Come esplicitato dallo stesso Floridi nell’introduzione, l’oggetto di indagine del testo è la filosofia stessa, precisamente rispetto al suo metodo e alla sua natura. Ciò che a essa manca è proprio uno spazio fuori di sé in cui si possa avere un dibattito su cosa sia la buona filosofia. Floridi prova a crearlo definendo la filosofia come «passione per il sapere e il capire». Questo significa che per fare buona filosofia non basta porre domande o cercare risposte ma bisogna «avere coraggio nel porre le domande giuste al momento giusto e offrire le risposte corrette, anche se spiacevoli e impopolari». La situazione in cui la riflessione è situata si potrebbe sintetizzare così: «La filosofia oggi è un po’ come un computer che ha perso memoria a causa dei bachi del sistema. Bisogna riavviarla». La base da cui far ripartire la filosofia, per Floridi, si fonda su quella che lui stesso chiama «la quarta rivoluzione», ovvero quella delle tecnologie digitali che sempre più «influenzano il modo in cui concepiamo il mondo e ci rapportiamo a esso, così come il modo in cui concepiamo noi stessi e interagiamo tra noi».

The fact that Internet companies may record our personal data and track our online behavior for commercial or political purpose has emphasized aspects related to online privacy. This has also led to the development of search engines that promise no tracking and privacy. Search engines also have a major role in spreading low-quality health information such as that of anti-vaccine websites. This study investigates the relationship between search engines’ approach to privacy and the scientific quality of the information they return. We analyzed the first 30 webpages returned searching “vaccines autism” in English, Spanish, Italian, and French. The results show that not only “alternative” search engines but also other commercial engines often return more anti-vaccine pages (10–53%) than Google (0%). Some localized versions of Google, however, returned more anti-vaccine webpages (up to 10%) than Google. Health information returned by search engines has an impact on public health and, specifically, in the acceptance of vaccines. The issue of information quality when seeking information for making health-related decisions also impact the ethical aspect represented by the right to an informed consent. Our study suggests that designing a search engine that is privacy savvy and avoids issues with filter bubbles that can result from user-tracking is necessary but insufficient; instead, mechanisms should be developed to test search engines from the perspective of information quality (particularly for health-related webpages) before they can be deemed trustworthy providers of public health information.

The gig economy is a phenomenon that is rapidly expanding, redefining the nature of work and contributing to a significant change in how contemporary economies are organised. Its expansion is not unproblematic. This article provides a clear and systematic analysis of the main ethical challenges caused by the gig economy. Following a brief overview of the gig economy, its scope and scale, we map the key ethical problems that it gives rise to, as they are discussed in the relevant literature. We map them onto three categories: the new organisation of work (what is done), the new nature of work (how it is done), and the new status of workers (who does it). We then evaluate a recent initiative from the EU that seeks to address the challenges of the gig economy. The 2019 report of the European High-Level Expert Group on the Impact of the Digital Transformation on EU Labour Markets is a positive step in the right direction. However, we argue that ethical concerns relating to algorithmic systems as mechanisms of control, and the discrimination, exclusion and disconnectedness faced by gig workers require further deliberation and policy response. A brief conclusion completes the analysis. The appendix presents the methodology underpinning our literature review.

The paper provides an axiological analysis of the concepts of respect for information and of information dignity from the vantage point provided by Information Ethics and the conceptual paradigm of object-oriented analysis (OOA). The general perspective adopted is that of an ontocentric approach to the philosophy of information ethics, according to which the latter is an expansion of environmental ethics towards a less biologically biased concept of a ‘centre of ethical worth’. The paper attempts to answer the following question: what is the lowest possible common set of attributes which characterises something as intrinsically valuable and an object of respect, and without which something would rightly be considered intrinsically worthless or even positively unworthy and therefore rightly disrespectable in itself? The thesis developed and defended in the paper is that the minimal condition of possibility of an object’s least intrinsic worthiness can be identified with its abstract nature as an information entity. Thus, all entities, interpreted as clusters of information, have a minimal moral worth qua information objects (i.e. qua information), that deserves to be respected. The principles elaborated in the course of the analysis are those of ‘reflective respect’ (A’s respect towards all members of A’s class motivated by A’s respect towards A not qua individual, but qua instantiation of a class of entities), ‘ontic uniformity’ (A’s recognition of A’s membership to the class of information entities) and ‘ontic solidarity’ (A’s recognition of any information entity’s dignity).

Computational and information-theoretic research in philosophy has become increasingly fertile and pervasive, giving rise to a wealth of interesting results. In consequence, a new and vitally important field has emerged, the philosophy of information (PI). This essay is the first attempt to analyse the nature of PI systematically. PI is defined as the philosophical field concerned with the critical investigation of the conceptual nature and basic principles of information, including its dynamics, utilisation, and sciences, and the elaboration and application of information-theoretic and computational methodologies to philosophical problems. I argue that PI is a mature discipline for three reasons: it represents an autonomous field of research; it provides an innovative approach to both traditional and new philosophical topics; and it can stand beside other branches of philosophy, offering a systematic treatment of the conceptual foundations of the world of information and the information society.

Important decisions that impact humans lives, livelihoods, and the natural environment are increasingly being automated. Delegating tasks to so-called automated decision-making systems can improve efficiency and enable new solutions. However, these benefits are coupled with ethical challenges. For example, ADMS may produce discriminatory outcomes, violate individual privacy, and undermine human self-determination. New governance mechanisms are thus needed that help organisations design and deploy ADMS in ways that are ethical, while enabling society to reap the full economic and social benefits of automation. In this article, we consider the feasibility and efficacy of ethics-based auditing as a governance mechanism that allows organisations to validate claims made about their ADMS. Building on previous work, we define EBA as a structured process whereby an entity’s present or past behaviour is assessed for consistency with relevant principles or norms. We then offer three contributions to the existing literature. First, we provide a theoretical explanation of how EBA can contribute to good governance by promoting procedural regularity and transparency. Second, we propose seven criteria for how to design and implement EBA procedures successfully. Third, we identify and discuss the conceptual, technical, social, economic, organisational, and institutional constraints associated with EBA. We conclude that EBA should be considered an integral component of multifaced approaches to managing the ethical risks posed by ADMS.

In this chapter, we argue that the web is a poietically- enabling environment, which both enhances and requires the development of a “constructionist ethics”. We begin by explaining the appropriate concept of “constructionist ethics”, and analysing virtue ethics as the primary example. We then show why CyberEthics (or Computer Ethics, as it is also called) cannot be based on virtue ethics, yet needs to retain a constructionist approach. After providing evidence for significant poietic uses of the web, we argue that ethical constructionism is not only facilitated by the web, but is also what the web requires as an ethics of the digital environment. In conclusion, we relate the present discussion to standard positions in CyberEthics and to a broader project for Information Ethics

La filosofía de la Información (FI) es una nueva disciplina filosófica que trata acerca de: A) la investigación crítica sobre la naturaleza conceptual y los principios básicos de la información, incluso de su dinámica (concretamente: la computación, es decir, la manipulación mecánica de los datos, y el flujo informacional, a saber, los diversos procesos de recogida, almacenamiento e intercambio de informaciones), su utilización (la denominada information ethics (o ética de la información') y sus ciencias; y B) la elaboración de metodologías teorético-informacionales y computacionales susceptibles de ser aplicables a los problemas filosóficos. 


The paper argues that Information Ethics (IE) can provide a successful approach for coping with the challenges posed by our increasingly globalized reality. After a brief review of some of the most fundamental transformations brought about by the phenomenon of globalization, the article distinguishes between two ways of understanding Global Information Ethics, as an ethics of global communication or as a global-information ethics. It is then argued that cross-cultural, successful interactions among micro and macro agents call for a high level of successful communication, that the latter requires a shared ontology friendly towards the implementation of moral actions, and that this is provided by IE. There follows a brief account of IE and of the ontic trust, the hypothetical pact between all agents and patients presupposed by IE.

Infosfera di Luciano Floridi investe un ampio spettro di questioni, relative alla natura dell'informazione, degli agenti artificiali, della responsabilità nei sistemi multiagenti, dell'etica informatica, del ruolo dell'informazione nel ragionamento e nella logica, etc., nella consapevolezza che ci troviamo ad interagire in un ambiente intelligente ed ubiquo costituito di informazioni, che è già diventato più ampio delle rappresentazioni del mondo concepite in termini di cyberspazio o di spazio reticolare.
