Este trabajo tiene como objetivo analizar las perspectivas teórico-metodológicas del posmodernismo como tendencia de la política comparativa. A pesar de que los posmodernistas frecuentemente rechazan algunos de los puntos del acercamiento conductual, la psicología política tiende a abarcarlos. En este análisis se sugiere que se debe tener cuidado cuando se atribuyen elementos al posmodernismo ya que está lejos de ser una disciplina monolítica, pues contiene diferentes áreas de interés, tales como el posestructuralismo. La posmodernidad cuestiona la legitimidad del desarrollo alcanzado por la modernidad y la universalidad de sus valores y procesos, el reduccionismo economicista, su enfoque etnocéntrico y la unidimensionalidad de su interpretación

Resumen. La presente investigación busca diseñar un modelo estratégico de formación de servidores públicos que propicie el crecimiento personal y profesional, encaminado al servicio civil de carrera. Apoyándose en criterios, conceptos y estrategias propios de Administración del Capital Humano, y Aprendizaje Organizacional aplicándolas al contexto de la Administración Pública Estatal. Para alcanzar este propósito se realizó un diagnóstico con beneficios claros, que dan la oportunidad de pensar y dialogar sobre la estrategia, los objetivos, las personas y el futuro de la Administración Pública Estatal Sinaloense desde una perspectiva del conocimiento. El trabajo de campo se realizó con personal que presta sus servicios en entidades y dependencias administrativas públicas pertenecientes al Poder Ejecutivo del Gobierno del Estado de Sinaloa. A través de un cuestionario, con una muestra de 400 individuos. Se han obtenido 29 indicadores cuyos valores reflejan donde reside el valor del Capital Humano. Así como una puntuación total alcanzada de 104 puntos, advirtiéndose que en el área de gestión del conocimiento, es necesario hacer “algo” para que esta administración, sea considerada como una organización que aprende en toda regla y que realiza una gestión del conocimiento de forma óptima y eficaz. The present research pretends to design a strategic model to train public servants to help to develop both professional and personal growth, headed to civil service as a profession. Based on criteria, concepts and strategies from Human Capital Administration and Organizational Learning, applying these to the State Public Administration’s context. To achieve this goal, a diagnose took place with clear benefits, that give, to us all, the chance to think and discuss about strategies, objectives, people and future of the Sinaloa State Public Administration from a knowledge perspective. Fieldworkwas done by personnel that serve in administrative public entities and organizations that are part of the Executive Power of the Sinaloa State Government. Through a questionnaire, with a sample of 400 individuals, there was a result of 29 indicators, and its values reflect where the importance of the Executive Power of the Sinaloa State Government lies, as well as a reached total score of 104 points. Noting that in the knowledge promotion area it is necessary to do something so this administration would be considered an organization that learns with every rule and performs a knowledge management in an optimum and efficient way. Resumen. La presente investigación ofrece la oportunidad de pensar y dialogar sobre la estrategia, los objetivos, las personas y el futuro de la gestión municipal del H. Ayuntamiento de Navolato desde una perspectiva del conocimiento. Se trata pues de averiguar qué características deben cumplir esos recursos para adquirir un carácter estratégico. La información se obtuvo mediante una encuesta semiestructurada, aplicada a 181 individuos. Los datos recabados fueron objeto, en un principio, de dos tipos de tabulaciones. En algunos casos sólo se efectúo una tabulación simple, que consistió en el conteo de una sola variable; en otros casos la tabulación fue cruzada contando dos o más variables de forma simultánea. Para el análisis de los datos se utilizó el programa de tratamiento de datos estadísticos SPSS versión 12 para Windows, que facilitó el tratamiento inferencial de los datos extraídos de la muestra seleccionada. El análisis de los resultados muestra que el Ayuntamiento presenta perfiles favorables para una gestión del conocimiento, óptima y eficaz, al alcanzar una puntuación total de 115, contando con una fortaleza estructural interna. Se concluye que las administraciones públicas no son ajenas a la sociedad del conocimiento, se están acomodando a estas nuevas exigencias, mejorando sus procesos para satisfacer las nuevas necesidades de los ciudadanos. Redefiniendo la función pública y el servicio público, a través de la búsqueda de mecanismos para conocer y medir el valor de la gestión del conocimiento, y así poder llevar a cabo una gestión eficiente y eficaz de estos recursos.Palabras Claves. This research provides an opportunity to think and discuss the strategy, goals, people and future of municipal management of Navolato City knowledge perspective. It is about finding out what characteristics should meet those resources to acquire a strategic nature. The information was obtained through a semistructured survey applied to 181 individuals. The data collected were subjected, in principle, two types of tabs. In some cases only made a simple tabulation, which consisted of a single variable count, in other cases the cross tabulation was counting two or more variables simultaneously. For data analysis software was used for statistical data processing SPSS version 12 for Windows, which facilitated inferential treatment of the extracted data from the selected sample. The analysis of the results shows that the City has profiles favorable for knowledge management, optimal and efficient, to achieve a total score of 115, relying on internal structural strength. We conclude that public administrations are not foreign to the knowledge society, are arranging to these new demands by improving their processes to satisfy the new needs of citizens. Redefining the civil and public service, through the search for mechanisms to analyze and measure the value of knowledge management, and therefore be able to carry out a efficient and effective management of these resources.Keywords. The struggle for the recognition of indigenous rights is one of the most important social movements in Mexico. Before the 1970s, existing peasant organizations did not represent indigenous concerns. Since 1975 there has been a resurgence of indigenous movements and have raised new demands and defense of their cultural values. However, indigenous social mobilization had been laid in local and regional peasant struggles across the 1970s and 1980s. Also the indigenous movement is not homogeneous and does not include all ethnic groups in the country, but it has many different expressions and encompasses different entities at local, regional and national levels. This paper looks at the interpretation of legal texts, with a special emphasis on the legislative ones, from the semiotic and pragmatic points of view. The interpretation of a legislative text must start by considering it as a product of a communication act, performed through linguistic signs, and therefore it has to be studied within basic semiotic categories. Secondly, legislations are texts, and they must therefore be analyzed with the aid of textual linguistics. Thirdly, legislative texts and their legal utterances are all speech acts, and consequently they must be interpreted from the perspective of the pragmatic theory of speech acts

Animals, including humans, are usually judged on what they could become, rather than what they are. Many physical and cognitive abilities in the ‘animal kingdom’ are only acquired (to a given degree) when the subject reaches a certain stage of development, which can be accelerated or spoilt depending on how the environment, training or education is. The term ‘potential ability’ usually refers to how quick and likely the process of attaining the ability is. In principle, things should not be different for the ‘machine kingdom’. While machines can be characterised by a set of cognitive abilities, and measuring them is already a big challenge, known as ‘universal psychometrics’, a more informative, and yet more challenging, goal would be to also determine the potential cognitive abilities of a machine. In this paper we investigate the notion of potential cognitive ability for machines, focussing especially on universality and intelligence. We consider several machine characterisations (non-interactive and interactive) and give definitions for each case, considering permanent and temporal potentials. From these definitions, we analyse the relation between some potential abilities, we bring out the dependency on the environment distribution and we suggest some ideas about how potential abilities can be measured. Finally, we also analyse the potential of environments at different levels and briefly discuss whether machines should be designed to be intelligent or potentially intelligent
