Das Ziel einer gerechten oder zumindest gerechteren Welt scheint angesichts der täglichen Nachrichten über Armut, Ausbeutung, Unterdrückung, Gewalt, Krieg und Flucht ein fernes Ideal. Das Wissen darum, dass es so, wie es ist, nicht gerecht ist, ist aber erst ein vager Hinweis darauf, wie eine gerechte Welt aussehen würde. Dafür gibt es vielmehr eine ganze Reihe an Vorschlägen. Innerhalb der philosophischen Literatur hat die Debatte darüber, was globale Gerechtigkeit ausmacht und wie sie zu erreichen wäre, in den letzten Jahrzehnten deutlich zugenommen. Der Fokus auf den einzelnen Staat als Ort der Gerechtigkeit wurde nach und nach in immer mehr philosophischen Theorien in Frage gestellt und kosmopolitisch erweitert, wenn dies auch nicht unbestritten geblieben ist.

Anerkennung hat sich in den letzten Jahren als ein zentrales Konzept in der politischen Philosophie und Sozialphilosophie etabliert. Ausgehend von seiner Verwendung bei Fichte und Hegel und insbesondere durch seine Aktualisierung im Werk von Axel Honneth, aber auch bei Denker*innen wie Nancy Fraser oder Charles Taylor, wird Anerkennung zur Analyse und Kritik sozialer Verhältnisse herangezogen. Das Vorhaben, soziale Verhältnisse als Anerkennungsverhältnisse sowie soziale Probleme und Konflikte als Kämpfe um Anerkennung zu verstehen und zu beschreiben, wird er auch in den empirisch arbeitenden Sozialwissenschaften vorangetrieben, in denen es detaillierte Studien zu unterschiedlichen Feldern wie Arbeit, Armut oder der Sozialen Arbeit gibt. Im Vordergrund dieses Kapitels aber steht Anerkennung als normatives Konzept, welches dazu geeignet ist, Elemente einer gerechten Gesellschaft festzulegen.

Liebe Leserinnen und Leser! Wir freuen uns, die erste Ausgabe 2023 der Zeitschrift für Praktische Philosophie vorlegen zu können. Neben drei Beiträgen in der offenen Sektion beinhaltet die aktuelle Ausgabe einen Schwerpunkt und ein ausführliches Buchsymposium. Anne Clausen und Mark Schweda haben einen Schwerpunkt zum Thema „Zeit und das gute Leben“ betreut, dessen Beiträge die Rolle von Zeit und Zeitlichkeit für die neuerdings wieder intensiviert geführte Debatte um ein gutes Leben thematisieren. Das Symposium, das von Jens Beljan und Nils Berkemeyer herausgegeben wird, widmet sich dem Buch „Demokratische Bildung und die Kontroverse über Kontroversitätsgebote“ von Johannes Drerup und greift damit eine aktuelle bildungsphilosophische und -politische Diskussion auf. Neben den Autorinnen und Autoren danken wir insbesondere den Gutachterinnen und Gutachtern, die sich die Mühe machen, die eingereichten Texte gründlich zu lesen und zu kommentieren, und auf diese Weise sicherstellen, dass die ZfPP ihren hohen Qualitätsansprüchen gerecht wird. Wir danken dem Open-Access-Publikationsfonds der Universität Salzburg für die finanzielle Unterstützung zur Herausgabe der Zeitschrift für Praktische Philosophie. Wenn im Folgenden von sozialer Gerechtigkeit die Rede ist, dann sind damit vier Einschränkungen verbunden: Erstens, geht es um Gerechtigkeit in einem mehr oder weniger geschlossenen, staatlich verfassten Gebilde. Davon zu unterscheiden wäre also einerseits globale Gerechtigkeit, die sich auf alle Kinder, unabhängig davon, wo sie sich befinden, bezieht und andererseits Gerechtigkeit zwischen solchen staatlichen Gebilden. Zweitens wird soziale Gerechtigkeit hier nicht auf einen bestimmten Staat bezogen, sondern allgemein thematisiert.

Empirical evidence clearly shows that child poverty is a growing concern in the industrialized world and that the well-being of children is deeply affected by growing up in poverty in at least two ways. On the one hand, a low socioeconomic status jeopardizes the access to goods and services that are necessary for the current well-being of children. On the other hand, growing up in poverty also, in various ways, negatively affects the well-being in later life. On the basis of the capability approach, we will show that the systematic protection and advancement of the wellbeing of children, and hence the reduction of child poverty, is a key task of social justice, which should therefore guide policy design and implementation. However, we will also discuss the special composition of the well-being of children and point out how it poses difficulties for state action in this regard. In particular, we will argue that the importance of love and affection for a child’s well-being limits considerably the possible political measures to provide fair life chances to all children. This again reflects the insight that poverty should not be reduced to economic inequality.

Health is certainly a valuable asset in the life of every human being and of particular relevance for a flourishing childhood. As empirical research concerning the social determinants of health shows, its distribution can, at least to a certain extent, be influenced by the way a society is arranged. Many philosophers now acknowledge that a fair distribution of health has to be a central part of a just society and they discuss to what extent a right to health can be justified. However, they do not typically distinguish between physical and mental health and neglect the special problems arising from these distinct, though related, perspectives. In this paper, we argue in favour of such a distinction and ask whether a minimally just society ought to include mental health among the goods that are to be distributed in a fair way among its children. Furthermore, we investigate the relationship between mental health and happiness and ask whether making mental health a subject of justice implies that children are entitled not only to a healthy but also to a happy childhood. Despite the positive impact of happiness on the lives of children, we conclude that happiness cannot be incorporated into a functional theory of justice, since it does not fully meet the criteria of objectivity, measurability and influenceability.

In this chapter, I will provide a philosophical commentary on the Sustainable Development Goals (SDGs), which will play a key role in global poverty reduction in the next 15 years. In particular, I will focus on five issues: possible trade-offs, the task of prioritization, the vagueness of the SDGs, the required coordination to implement the SDGs and the establishment of a system of sanctions against actors who fail to achieve the SDGs. Firstly, moving forward with measures to realize the SDGs will most likely demand trade-offs between certain goals; therefore, it is urgent to identify which trade-offs are likely to occur and understand how to choose those goals that should be pursued under such circumstances. Secondly, in addition to possible trade-offs, it is likely that some goals are more easy to achieve than others and that states, as well as international institutions, will have to decide where to invest the money. This probably means that some goals will be prioritized over others, with investments focused more on their achievement, at least in the short-term. Thirdly, although the SDGs cover 17 goals with a total of 169 targets, many of them are still very vague. It will be necessary to set measureable and feasible benchmarks, which can be used to track progress. Fourthly, the SDGs are ambitious and, therefore, the possibility that they will not be achieved is, unfortunately, rather high, especially if the vagueness of some of the targets is not exploited in order to achieve at least low levels of progress. Until now, not much is known about the strategies behind achieving the SDGs and how this global effort will be coordinated, as well as whether the current global framework of institutions is fit for that task. Fifthly, it is certain that, if the SDGs fail the poor and other vulnerable populations, there will be no fearful consequence for other populations, particularly those in rich countries.

In der offenen Sektion sind vier Beiträge versammelt: Andreas Cassee und Sabine Hohl legen eine Kritik der allgemeinen Dienstpflicht vor, Anita Horn schreibt über Dissoziation als Konzept der Ethik und Sozialkritik, der Text von Bastian Ronge widmet sich Simon Weils Verständnis der Arbeitsteilung und Miriam Schröder hat einen Beitrag über Natur und Nichtidentität mit Blick auf Theodor W. Adorno und Donna J. Haraway verfasst. Der Schwerpunkt in dieser Ausgabe wurde von Janina Loh und Michael Kühler betreut und enthält sechs Texte zu philosophischen Fragen der Polyamorie. Wir danken den Autor:innen und insbesondere den Gutachter:innen, die sich die Mühe machen, die eingereichten Texte gründlich zu lesen und zu kommentieren, und auf diese Weise sicherstellen, dass die ZfPP ihren hohen Qualitätsansprüchen gerecht wird.
