In this paper I argue that if we are to have any defensible property rights at all, we must recognize a fundamental commitment to helping those in need. The argument has significant implications for all who claim defensible property rights. In this paper I concentrate on some of the implications this argument has for redefining business obligations. In particular, I show why those who typically would be quite resistant to the idea that businesses have any obligations to assist others in need must acknowledge this fundamental obligation. I also suggest how this argument contributes to our understanding of the normative basis of Stakeholder Theory.

David Miller offers us a sophisticated account of how we can reconcile global obligations and duties to co?nationals. In this article I focus on four weaknesses with his account such as the following two. First, there remains considerable unclarity about the strength of the positive duties we have to non?nationals and how these measure up relative to other positive duties, such as the ones Miller believes we have to co?nationals to implement civil, political, or social rights. Second, just how responsibilities for enacting our global commitments will be assigned still needs further development. A unifying theme of my criticisms concerns Miller?s account of how we are to mediate responsibilities to fellow?nationals and the partiality we may defensibly show co?nationals. In the final section I sketch an alternative way of conceptualizing our duties to fellow?nationals and duties to non?nationals, which can give more systematic advice about the partiality we may defensibly show co?nationals

What kind of role, if any, can immigration policies play in moving us towards global justice? On one view, the removal of restrictions on immigration might seem to constitute great progress in realizing the desired goal. After all, people want to emigrate mainly because they perceive that their prospects for better lives are more likely to be secured elsewhere. If we remove restrictions on their ability to travel, would this not constitute an advance over the status quo in which people are significantly prevented, through tough immigration restrictions, from seeking a better life for themselves and their dependants? In particular, it might seem that a cosmopolitan must be committed to reducing restrictions on immigration. On one common account of what cosmopolitanism is, the central idea is that every person has global stature as the ultimate unit of moral concern and is therefore entitled to equal respect and consideration no matter what her citizenship status or other affiliations happen to be. It is frequently supposed that a cosmopolitan must be committed to more open borders, and that developed countries restricting entry to people from developing countries is unjust and inconsistent with a commitment to our equal moral worth. However, as I argue, removing restrictions on immigration could constitute a considerable step backward for global justice. In order to appreciate why this is the case, we need to review some relevant empirical evidence that our policy recommendations must take into account. As we see, considerable benefits accrue to the immigrant and host nation, but significant costs must often be born in states of origin. As one example, we consider the effects of remittances often believed to be highly beneficial to the global poor. I discuss evidence indicating that patterns associated with remittances are not always at all desirable. Migration policies need to be better managed so that they do benefit the relevant stakeholders. In section 4 I give examples of how this might work. In section 5 we investigate what kinds of policy recommendations would be best given our findings.

In this article, we survey some current debates among cosmopolitans and their critics. We begin by surveying some distinctions typically drawn among kinds of cosmopolitanisms, before canvassing some of the diverse varieties of cosmopolitan justice, exploring positions on the content of cosmopolitan duties of justice, and a prominent debate between cosmopolitans and defenders of statist accounts of global justice. We then explore some common concerns about cosmopolitanism – such as whether cosmopolitan commitments are necessarily in tension with other affiliations people typically have and how we should deal with issues concerning a perceived lack of authority in the global domain – and whether these can be addressed. We also look briefly at how the concern with feasibility has led some to take up the challenge of devising public policy that is cosmopolitan in outlook, before offering some concluding remarks on future directions in these debates.

In this paper I examine the method Aristotle uses in the inquiry into the nature of happiness in the "Nicomachean Ethics". Through analysis of some of the method's features, I explain why labelling it "the onion approach to developing and fleshing out a hypothesis" is appropriate. I show how Aristotle derives a set of necessary conditions and a set of other criteria, or reliable indicators, which any adequate account of the nature of happiness must meet. There are definite benefits to understanding the strategy in these terms. Having derived a set of criteria that an adequate account must meet, we are in a position to examine which of the two rival hypotheses about the nature of happiness best satisfies the criteria. The life of theoretical study emerges as the clear winner at meeting the criteria Aristotle himself imposes on an adequate account.

The Ethics of Immigration is a wonderfully comprehensive and insightful journey through all the major contemporary ethical issues concerning immigration. Through this outstandingly well-crafted work, Carens builds a compelling case for many important positions on how we should treat migrants. Nevertheless, I believe there are some tensions in his arguments that could do with more analysis. I present some of these issues in this article. These include some important problems with arguments for the right to education for children of irregular migrants and those concerning admission, his general position on refugees, and his views about what is required in order to treat temporary workers fairly.

In this paper I raise three challenges for Moellendorf's account of cosmopolitan justice. First, I argue that in a reconstructed cosmopolitan original position we would choose a 'needs-based minimum floor principle' rather than a 'global difference principle', if these are not co-extensive. Second, I argue that Moellendorf's version of the 'equality of opportunity principle' is too vulnerable to criticisms of cultural insensitivity, though I also note that there are problems with versions of the ideal that aim for a more general formulation. I argue that those trying to develop an ideal of global equality of opportunity thus face a dilemma concerning how best to develop that ideal. Third, I review Moellendorf's account of justified intervention and indicate how we could make space for the importance of gaining proper authority under appropriate circumstance, without formally including it as a further necessary condition for justified interventions.

What kinds of principles of justice should a cosmopolitan support? In recent years some have argued that a cosmopolitan should endorse a Global Difference Principle. It has also been suggested that a cosmopolitan should support a Principle of Global Equality of Opportunity. In this paper I examine how compelling these two suggestions are. I argue against a Global Difference Principle, but for an alternative Needs-Based Minimum Floor Principle (where these are not co-extensive, as I explain). Though I support a negative version of the Global Equality of Opportunity Principle, I argue that a more positive version of the ideal remains elusive.

In this article I examine how reforming our international tax regime could be an important vehicle for realizing key aspects of global gender justice. Ensuring all,including and especially multinationals, pay their fair share of taxes is crucial to ensuring that all countries, especially developing countries, are able to fund education, job training, infrastructural development, programs which promote gender equity, and so forth, thereby enabling all countries to help themselves better. I discuss various positive proposals for levying global taxes. I review why overtly gender-neutral taxes can sometimes have unintended gendered consequences, disproportionately burdening or benefiting individuals, according to their gender. Any endorsement of global taxes must take this concern into account. Fortunately there is good fit between the rationale for the Tobin tax and the way in which it can be harnessed to promote gender equity, so of the taxes discussed here, it emerges as one of the most promising. However, as I also argue, eliminating tax havens and blocking avenues that currently facilitate tax escape must also be part of the agenda to promote gender equity, given the vast amounts of revenue that currently escape taxation. In a context of globalization, fiscal policies cannot achieve equity (including gender equity) at national levels alone. Many concerns, such as clamping down on tax evasion and harmonizing corporate tax rates, can only effectively be tackled at a global level. As I also discuss, feasible arrangements for tackling such issues are available, as are mechanisms for collecting and disbursing funds in ways that promote accountability and compliance. Failing to reform our tax arrangements means that the basic institutional structure of the global economy is unjust and also involves gender injustice. Gender consciousness is indispensable for developing an adequate account of taxation justice and therefore a global institutional structure that is gender just.

In this paper I argue that needs are tremendously salient in developing any plausible account of global justice. I begin by sketching a normative thought experiment that models ideal deliberating conditions. I argue that under such conditions we would choose principles of justice that ensure we are well positioned to be able to meet our needs. Indeed, as the experiment aims to show, any plausible account of distributive justice must make space for the special significance of our needs. I go on to offer some empirical support for this view by looking at the important work of Frohlich and Oppenheimer. I then present an account of our basic needs that can meet a number of goals: for instance, it provides a robust theoretical account of basic needs which can enjoy widespread support, and it can also provide an adequate framework for designing policy about needs, and thus help us to discharge our global obligations. I then briefly discuss the relationship between basic needs and human rights, arguing why the basic needs standard is more fundamental than—and required by—the human rights approach. Finally, I tackle a few important sets of objections to my view, especially some objections concerning distributing our responsibilities for meeting needs.

The fields of global ethics and global justice have expanded considerably over the last two decades and they now cover a wide variety of topics. Given this huge range there are many areas that are ripe for important developments. In this commentary I identify some useful directions for promising exploration in the field of global justice. I argue that expanded dialogue networks would considerably enhance work in philosophy and be beneficial to other disciplines as well. I indicate also how we could develop work on allocating responsibilities for reducing global injustices in useful ways, by considering a wider range of considerations that give rise to responsibilities and expanding the scope of, and audience for, these discussions. I catalog some under-theorized topics that should get more philosophical attention. In addition, I draw attention to the ways in which a journal such as this one could facilitate a number of important dialogue..

There has been much interest in cosmopolitan models of democracy in recent times. Arguably, the most developed of these is the model articulated by David Held, so it is not surprising that it has received the most attention and criticism. In this paper, I outline Held's model of cosmopolitan democracy and consider the objections Will Kymlicka raises to this account. I argue that Kymlicka's objections do not undermine Held's central claims and that Held's cosmopolitanism remains a very promising model that deserves further attention.

In recent years, a number of important challenges have been raised about whether arguments for granting group rights in virtue of ethnicity can really stand up to scrutiny. Two of the most pressing issues involve whether granting rights to groups in virtue of ethnicity involves a certain unfairness to non-members and whether granting such rights licenses unfairness to members. If arguments for indigenous rights are to succeed, they must address these challenges and show how there is no important unfairness to non-members or members.Several arguments for indigenous rights are discussed, to show how they fall prey to one or both of the unfairness objections. The article goes on to offer an argument as to how proponents of indigenous rights might respond to claims that such rights discriminate obnoxiously between groups. This approach can accommodate the force of indigenous peoples’ claims and so grant certain kinds of groups rights, without at the same time licensing the group's oppression of its more vulnerable members. Moreover, since the argument appeals to considerations typically thought persuasive in liberal theory, it should be attractive to liberals.
