The study investigated school characteristics and enrolment trend in upper basic schools in Akwa Ibom State Nigeria from 2008-2016. Two research questions were answered while two null hypotheses were also tested. The study adopted a descriptive survey research design. Census technique was adopted in selecting all the 227 public upper basic schools in the area of study. An instrument tagged “School Characteristics and Enrolment in Upper Basic Schools Checklist (SCEUBSC)” was used for data collection. Descriptive statistics (percentages) was used to summarize data relating to the research questions, bar chart was used for illustrations of the enrolment pattern while independent t-test was used to test the two null hypotheses at .05 alpha level. Findings revealed that enrolment in upper basic schools in Akwa Ibom State was high in single-sex schools and boarding schools, while it was low in mixed-sex schools and day schools. Based on the findings, it was concluded that there was an upward trend in enrolment in all the schools from 2008- 2013 and a downward trend from 2015-2016. It was recommended among others that research allocation in terms of personnel and infrastructures should be evenly distributed across the state as these will reduce rural-urban migration. Keywords:

This study investigated innovation management and effectiveness of educational research in tertiary institutions in Cross River State. One research question and one null hypothesis were formulated to direct the study. The study adopted factorial research design. Census technique was adopted by the researcher in selecting the entire population of 80 participants from four (4) tertiary institutions in Cross River State. “Innovation Management Questionnaire (IMQ)” and “Effectiveness of Educational Research Rating Scale (EERRS) were used as instruments for data collection. The reliability of the instruments was established through test-retest method and reliability estimates of .89 and .86 were obtained. The null hypothesis was tested at .05 level of significance using multiple regression analysis with the aid of SPSS version 21. Findings from the study established a composite contribution of 70.5% of data management innovations, research ethics management, provision of research grants to effectiveness of educational research (Adj. R2= .705). The findings of this study also established that; data management innovations, research ethics management, and provision of research grants jointly has a significant influence on effectiveness of educational research (F = 64.055, p <.05). Data management innovations was the highest predictor (β = .501, t = 7.778), followed by research ethics management ethics management (β = .311, t = 3.956), and provision of research grants (β = .291, t = 3.707) in that order. Based on the findings, it was recommended, amongst others, that educational research data (including coded data) should be effectively managed by tertiary institutions using both manual and computerized data management devices with corresponding appropriate retrieval systems.

The focal point of this chapter is to discuss the concept of computer regulated testing and its implications in an era of Severe Acute Respiratory Syndrome (SARS) related infection pandemics. This is especially significant because during the outbreak of most SARS-related diseases (like the COVID-19), social and physical distancing is advocated by the government of different nations. SARS-related diseases are caused by a virus known as the coronavirus which affects the respiration of infected persons or animals. These diseases can be spread through air if droplets from an infected get to a non-tainted individual.

There are two primary roles of universities – a place of learning and where new ideas and technologies are created. Universities profit from teaching and learning, research, and technology positions. It is the responsibility of institutions of higher learning to produce capable and self-directed learners who are confident and capable of contributing to society through leadership or civic engagement. Universities also prepare students for high-level employment. These institutions are also there to generate new knowledge, shift paradigms, assist society in fulfilling its evolving needs and tackle new problems. Universities have further been tasked with developing highly competent staff and research output to attain their stated objectives.

Purpose: This study evaluates staff Training and Development Programmes (TDPs) in secondary schools based on the views of administrators and teachers. The research was implemented in public secondary schools in Cross River State, Nigeria. Design/Methodology/Approach: The study adopted the survey research design with 5408 participants (administrators = 542; teachers = 4595). Four research questions guided the study. The Staff Training and Development Programmes Questionnaire (STDPQ) was used for data collection. Findings revealed essential areas of staff training and development. Findings: Various methods are employed for staff training and development. The results further showed various constraints that impeded staff TDPs in secondary schools. Conclusion: Based on the findings, it was concluded that staff in secondary schools have different training and development needs adjudged by both the principals and teachers as crucial for job enhancement. Various staff training and development methods can serve as valuable programmes to improve the current methods adopted. Research Limitations and Implications: There are various limitations in this study such as the small scope which may affect the extent to which generalizations can be made. It is suggested that future studies focus on expanding the scope to other regions and nations. Practical Implications: Despite the limitations, the study has made some advances to human capital and self-determination theories by providing findings. The findings of this study may direct the attention of curriculum planners, the government and school management to offer training and development opportunities based on the needs of teachers. Contribution to Literature: The study has contributed to the literature on staff training and development which can constitute a basis for further research in related areas.

This research assessed certain socio-demographic variables and how they affect students’ satisfaction with the study of ICT in secondary schools. The study adopted a survey research design and was guided by six specific objectives. A total of 4,484 senior secondary school students represented the study’s population, while a simple random sampling technique was adopted in selecting a sample of 2,242 respondents. Secondary school Students’ Satisfaction with the Study of ICT Questionnaire (SSSSSICTQ)” was used primarily as the tool for data collection. Although there are differences in students’ satisfaction levels across various groups, age, gender, parents’ income level, students’ education level and school location do not significantly influence students’ satisfaction with the study of ICT in secondary schools respectively. It was concluded that the socio-demographic factors of students do not influence to a notable extent, students’ satisfaction with the study of ICT in secondary schools. Based on this conclusion, the implication imposes additional responsibilities for future studies to attempt to uncover reasons why socio-demographic factors do not affect the satisfaction of students with the study of ICT at the secondary education level.

The focus of this study was to investigate "principals' administrative competence and teachers work performance" in Calabar Education zone. Four null hypotheses were tested in the course of the study. Correlational research design was adopted, while purposive sampling technique was used in selecting a sample of 800 teachers. Two instruments were used for data collection including "Principals' Administrative Competence Questionnaire (PACQ)," and Teachers' Work Performance Questionnaire (TWPQ)." Pearson Product Moment Correlation Analysis (r) and multiple regression (R) analysis were employed to test the hypotheses at.05 level of significance were applicable, with the aid of SPSS v21. Findings from the study revealed that; principals' supervisory, leadership and communication competences are significantly related to teachers' work performance in terms of instructional delivery, attendance to classes, notes writing, and record keeping respectively. It was also revealed that; principals' supervisory, leadership and communication competences have significant composite influence on teachers' work performance in terms of instructional delivery (p <.05; F = 26.764), attendance to classes (p <.05; F = 109.122), notes writing (p <.05; F = 228.118), and record keeping (P <.05; F = 468.793). Based on these findings, it was recommended amongst others that; such techniques as close supervision of teachers, good leadership styles, and effective communication should be jointly practiced by secondary school principals in order to improve teachers' work performance.

This study examined the degree to which students indulge in six prominent misconducts in Distance Education Institutions (DEIs). The study also quantified how class size, instructional delivery and institutional policies predict students’ indulgence in sharp practices using a general linear modelling approach. A sample of 871 participants was drawn from 1,742 final-year students across two DEIs in Nigeria. A structured questionnaire was used for data collection. The questionnaire had acceptable psychometric estimates of dimensionality, content and construct validity, as well as reliability. Sharp practices such as cheating, plagiarism, falsification, impersonation, and arm-twisting were more prevalent in large classes, whereas only inducement was higher in small classes. Class size influenced students’ indulgence in sharp practices in DEIs. Instructional delivery and institutional policies negatively predicted students’ indulgence in the six sharp practices. Almost all the six sharp practices correlated positively and significantly, except for impersonation and inducement. Therefore, distance education students who cheat, plagiarize, arm-twist, falsify records, induce lecturers, and promote impersonation are more likely to indulge in other forms of sharp practices. It was concluded that large class sizes, poor instructional delivery, and poorly implemented institutional policies promote sharp practices among distance education students. Based on this conclusion, key policy and research implications are discussed.

The importance of education in boosting the manpower of an economy cannot be overemphasized. This critical sector has been bastardized, relegated and put in a dust bin position through paltry figures usually allocated to it by the Federal Government of Nigeria. This paper presents a holistic trend of budgetary activities in Nigeria with a particular focus on the allocation to the Education sector using times series approach from 2009-2018. Two research questions were answered using secondary data gathered from the Central Bank of Nigeria's Statistical Bulletin, 2018. Collected data were analyzed using descriptive statistics, while the results of the analysis showed that, the total allocation to the education sector from 2009 – 2018 is N4,038,115,000,000. The results further revealed a difference of N 10,311,805,000,000 between UNESCO benchmark of 26% and the actual allocation to the education sector for the same time period. It was concluded that the total allocation made to the education sector within the time period of 2009-2018 is generally low, and below the UNESCO benchmark. Based on the findings, it was recommended amongst others that the Federal Government of Nigeria should adequately fund the educational sector by allocating at least 26% of her budget to the education sector as prescribed by UNESCO.

This research examined the management of financial and non-financial resources by Calabar Metropolis’ public secondary school principals in relation to the fulfillment of institutional goals. Null hypotheses were developed based on the two specific objectives guiding the study. The study used the ex-post facto research design under the quantitative research framework. A census approach was adopted in enumerating all the 69 school managers (24 principals and 45 vice principals) in Calabar Metropolis, Nigeria. A validated questionnaire, with a reliability index of .90, was used for data collection. It was shown that there is a considerable association between the management of financial resources by school leaders and the fulfillment of institutional goals. A significant relationship was also established between principals’ management of non-financial resources (such as school libraries, school records and human resources) and the fulfillment of institutional goals in secondary schools. It is argued that to fulfil educational goals, financial and non-financial resources’ management in public secondary schools are critical. Policy and theoretical implications for successful educational management were discussed in light of this result.

The state of the availability of digital resources and institutional compliance to COVID-19 mitigation measures was evaluated by the researchers in this study. Informed by the need to answer two research questions, the study adopted the descriptive survey design. A sample of 409 participants was drawn from a population of 2,410 academic staff at the University of Calabar, leveraging the multistage sampling process. “Availability of digital resources and institutional compliance with COVID-19 mitigation measures questionnaire” was used for data collection. After administration, we recovered 397 copies of the instrument successfully. We used descriptive statistics to answer the research questions. Our findings indicated a great extent in the availability of digital resources such as computers (91.18%), human capacity (63.48%), network printers (67.76%), projectors (59.19%), websites (92.95%), and wireless networks (86.65%). There was a low extent in the availability of digital resources such as local area network (5.79%), cloud storage systems (2.27%), digital libraries (7.56%), firewalls (1.26%), Internet service (48.36%), routers (23.69%), and Zoom videoconferencing platform (23.93%). The unavailability of digital resources such as host/servers (0%) and virtual private networks (0%) in the higher education institution (HEI). Further evidence shows a low extent of institutional compliance with COVID-19 mitigation measures generally and specifically for all indicators. In conclusion, there is a high degree of unreadiness to promote e-learning when flexible learning systems should operate in the institution. Among others, we recommend that the management of the HEI should apportion proceeds from internally generated funds to procure digital resources to increase the institution's capacity to respond to COVID-19 or similar cases in the future.

Interdisciplinary research collaboration is crucial for addressing complex global challenges, and measuring researchers' perceptions of it is vital. The Perception of Interdisciplinary Research Collaboration (PIRC) Scale was meticulously developed and validated in this study to enable researchers to assess these perceptions comprehensively. The scale was developed in line with the team science theory. This cross-sectional study involved concept analysis, face and content validity, item pretesting, and pilot testing. A panel of eight specialists from relevant fields meticulously reviewed the items in the instrument, and their inputs and suggestions were followed to refine the instrument, resulting in a 64-item questionnaire. A sample of 1,932 academic staff members with interdisciplinary research experience were selected from six universities in South-South Nigeria for a pilot study. A simple random sampling technique was employed in selecting these participants. Exploratory factor analysis yielded six underlying dimensions within the PIRC Scale, such as: "challenges of Interdisciplinary Disciplinary Research (IDR) collaboration," "IDR collaborative experiences," "motivations for IDR collaboration," "benefits of IDR collaboration," "career impact of IDR collaboration," and "IDR team dynamics." Confirmatory factor analysis confirmed this structure and revealed the bifactor model as the best-fitting model over the unidimensional, oblique and higher-order models. Utilising the Fornell-Larcker approach, strong convergent and discriminant validity was established across all dimensions, with Average Variance Extracted (AVE) above .50 and the square root of the AVE for all factors being greater than the correlation coefficients of each factor with other factors. Cronbach's alpha and McDonald's omega values exceeded the acceptable threshold of 0.70, with item-total correlation analyses further supporting the reliability of each sub-scale and the overall instrument. In conclusion, the PIRC scale can be valuable for researchers, institutions, and policymakers to assess and enhance interdisciplinary research collaboration. It can empower stakeholders to obtain useful information about researchers' perceptions of interdisciplinary research, promote effective collaboration, allocate resources efficiently, and foster innovation.

Research assessment and grant funding are vital to higher education. However, the reliance on quantitative metrics in these processes has raised concerns about their validity and potential negative consequences. This study aims to investigate the game of numbers in research assessment and grant funding, focusing on the perspectives of experienced researchers from around the globe. Accidental sampling elicited responses from more than 15 experienced researchers across different academic disciplines, institutions, and countries. The data were collected from the popular “Reviewer 2 Must be Stopped!” Facebook platform, which includes more than 135,000 members across the globe. Two posts were made, allowing participants to share their experiences, perspectives, and concerns related to metrics and numbers in research assessment and grant funding. The results from the thematic analysis revealed diverse perspectives among experienced researchers. Some participants expressed concerns about the dominance of quantitative metrics, highlighting the limitations and potential biases associated with their use. Others acknowledged the value of certain indicators in showcasing research impact. Moreover, the impact of metrics on grant funding awards was also documented. The study highlights the necessity for a more balanced and context-aware approach to research assessment and grant funding, incorporating qualitative measures and acknowledging the diverse nature of research impact

This analysis examined the collaboration between schools and host communities using the leadership styles of principals and public relations skills as independent variables. As noted, and reported in the literature, the research was motivated by the conflicting links and alienative partnerships between schools and communities. The research followed a quantitative approach with an emphasis on the descriptive survey architecture. The study targeted a population of 667 school administrators; however, data was obtained from 583 secondary school managers who participated voluntarily. A questionnaire was used for data acquisition, with a Cronbach’s reliability index of .84. Key findings showed that the adoption of leadership styles generally and particularly in terms of the bureaucratic, coaching, democratic, servant-oriented and visionary styles was high; the autocratic, laissez-faire, transactional and transformational styles were adopted to a low degree, whereas the strategic leadership style was adopted averagely; the extent of principals’ public relations skills, as well as school-community collaboration (SCC) was low; the degree of SCC did not depend significantly on the leadership styles adopted, but on the public relations expertise of principals. Based on these results, important theoretical and policy implications for effective practices in educational management are discussed

This study explored the nexus between teachers’, students’, and school system effectiveness in Cross River State, following a factorial research design. One null hypothesis was formulated to guide the study. Convenient sampling technique aided in selecting a sample of 271 principals and 329 teachers from a population of 271 principals and 4,336 teachers respectively. “Teachers’, Students’ and School System Effectiveness Scale (TSSSES)” was constructed. The validity of the instrument was established through Factor analyses (EFA and CFA) with Promax rotation and eigenvalues greater than one. Cronbach Alpha yielded reliability coefficients of .982, .983, .930, and .941 obtained for teachers’, students’, school system effectiveness, and the overall instrument. The Kaiser-Meyer-Olkin measure of sampling adequacy was employed and revealed a coefficient of .960 providing sufficient evidence to conduct factor analysis. The confirmatory factor model fit determined by RMSEA (.068), CFI (.935), TLI (.931), and SRMR (.029) all indicated a good model fit for accepting the proposed model. The null hypothesis was tested at .05 level of significance using Path analysis. All the computations and analyses were aided using MS-EXCEL v2016, Stata v15, SPSS v23, and Amos v23. Findings from the study revealed, among others that, there is a significant direct and indirect parsimonious nexus between teachers’ effectiveness, students’ effectiveness, and school system effectiveness. It was recommended that the government at all levels should provide funds and supply public schools with good school plants such as buildings, laboratories, libraries and teaching aids towards promoting effectiveness.

This paper takes a qualitative view of the administration of personnel management function and its implication for the school. In this paper, the meaning of personnel management, various personnel management functions of educational managers and their implication for the effectiveness of the school system were discussed. The paper concluded that personnel management is inevitable to the school system because it is as important as the establishment of the school itself. The need for personnel to be managed in the school, cannot be over-emphasized. Every educational manager should understand that the benefits of personnel management functions are dependent on the implementation of these functions during the staffing process. Therefore, efforts should be made to perform these functions discussed in this paper. If adhered to, it can lead any school to success in terms of goal attainment and increased productivity. It was recommended among several others that educational managers should set clear standards that specify what is acceptable in the organization as well as the guidelines for performing tasks. This will ensure that every worker understands what is expected of them.
