The resolution of the UN was adopted on 10 December in 1948(A/RES/217). The research’ route of the article analyses the historical conditions where the UDHR was drafted. And intends to analyse and to debate if the political speech that crossed the cold war and emerged again, in the context of geostrategy conflicts, respects the substance of the original document. This research pathway determines and debate five fundamental questions: The connection between the articles of UDHR agreement and labour rights, economic democracy, and, on the other hand, political liberty, the right of nations to decide from themselves and the imperative of universal peace. If the articles of UDHR are compatible or not with the political nature and evolution of liberal democracies and socialist regimes. If propaganda of the Cold War and the geopolitical confrontation, they subvert and distort the principles of the original UN Human Rights or defend those principles. If people around the world really know and are conscientious of UDHR principles and articles, or those propaganda created a phenomenon of global alienation. At last, what means a new generation of human rights. That methodology will be supported by the case study of the United States of America and People Republic of China. This paper examines the efficient estimation of partially identified models defined by moment inequalities that are convex in the parameter of interest. In such a setting, the identified set is itself convex and hence fully characterized by its support function. We provide conditions under which, despite being an infinite dimensional parameter, the support function admits √n-consistent regular estimators. A semiparametric efficiency bound is then derived for its estimation, and it is shown that any regular estimator attaining it must also minimize a wide class of asymptotic loss functions. In addition, we show that the "plug-in" estimator is efficient, and devise a consistent bootstrap procedure for estimating its limiting distribution. The setting we examine is related to an incomplete linear model studied in Beresteanu and Molinari and Bontemps, Magnac, and Maurin, which further enables us to establish the semiparametric efficiency of their proposed estimators for that problem. © 2014 The Econometric Society.

This paper analyses the contribution to environmental philosophy of the twentieth century philosophy transformation and the historical contribution of Portuguese philosophy, Bento de Espinosa and Antero de Quental, Portuguese philosopher from XIX century. Both built their philosophy of nature in a critical perspective of the thinking of Ernest Haeckel; and also Jorge de Sena, philosophical poet and writer of the XX century. Their analytic perspective is that the fundamental pushes of environmental philosophy reflection, from Espinosa to Antero and Sena, were the ethical issue and the moral problems. Unlike the history of philosophy, whose core problems are the human condition, the environmental philosophy drive their thoughts to the “raison d’ être” of the world and their phenomenology, without becoming a philosophy against the man, because the nature of the Human being, the nature of all entities and beings from the universe is the same “star dust”. The article postulates two fundamental theses: Environmental philosophy built a new ontology in criticizing anthropocentrism, but only in articulation with a new epistemology, founded in criticism of ethnocentrism, it could lead to a new ethics universal theory.

This essay analyses the Historical Evolution of Hong Kong, from the colonial period to the return to China sovereignty in 1997, according to the political philosophy of Socialism with Chinese Characteristics, and the principle “one country, two systems”, which means that Hong Kong is part of China and enjoys a high degree of autonomy, except in foreign and defence policy, as stipulated by the Basic Law of The Hong Kong Administrative Region of the People’s Republic of China. The political system implemented in HKSAR corresponds to the matrix of the People’s Republic of China, but its economic base and legal system remained untouched in essence; an extreme model of liberal capitalism, deregulated and functioning on the margins of international law, with deep social inequalities, millions of new poor (workers and students in a situation of necessity) and a serious problem of access to housing. This essay analyses the political nature of the conflict around the extraction laws, distinguishing internal causes, and external interferences. At least, this essay analyses the system of political representation of HKSAR, the government program to overcome crisis and the new legislation after crisis. Central conceptual terms, such as ‘culture’, ‘environment’, ‘nature’ and‘landscape’, are far from being neutral scientific objects. They are academic constructions which need to be understood in their emergence across their historic contexts. Moral it is a cultural expression determined by social dominance and historical context, who gives them a sectary character. We need a moral theory that can be universal, trans-temporal and available to light human individual conduct and the human science and their political ideologies, but not considering the man in the zenith of the Life. The Life, with their biodiversity it is in the pinnacle of the complex cosmos evolution but we don’t know if our specie, born in the Earth, is the end of cosmos evolution. For demanding that answer, was born a new ethical perspective, theory built with the meta-ethics principles and applicable to all human activities. Environmental ethics supported by the two principles_ the critical against anthropocentrism and the critical against ethnocentrism, gives a universal answer to the macro moral problems of our era_ environmental, social, economical and political crises, war and mass destructive weapons…and contributes to rebuilt the human activities in all domains of individual and social life; that’s is the cultural landscape, for instance.
