This article defends the normative relevance of the representation of non-citizens in democracies. I argue that representation within nation-states constitutes a realistic institutionalisation of the All-Affected Principle, allowing justificatory practices towards non-citizens and establishing political institutions that can realise the ideal of inclusion of all externally affected individuals. I defend electoral, non-electoral and surrogate forms of representation of affected interests that satisfy both the cosmopolitan concern for the equal consideration of interests and the statist defence of the importance of a territorially and civically bounded demos. I assess piecemeal implementations of representation practices, namely reciprocal representation, ombudspersons, self-appointed representatives and deliberative and advocacy groups. Gradual and pluralised means of representation constitute necessary and feasible first steps to consider affected interests and offer an alternative route to an all-or-nothing defence of inclusion as national enfranchisement.

This article argues for reading the Algerian-French sociologist Abdelmalek Sayad (1933–1998) as a political theorist of migration. Various contributions have recently called to move away from the court-like assessment of claims by host states and foreigners and to engage more frankly with empirical work more attentive to concrete experiences and power relations. I contend that Sayad’s sociological work constitutes a substantial empirical and normative resource for ethical and political theory of migration, pointing to the persistence of ‘state thought’ and presenting original normative perspectives on emigration, inclusion in democracy, naturalization or postcolonial relationships. Such a reading of Sayad from a political theory perspective would then constitute a prime example of the cross-fertilization of empirical and normative approaches.

The concept of hospitality has seen a strong revival in the literature on migration and among pro-migrant activists. However, its meaning, its scope, and the nature of the obligations it imposes remain contested. Open-border advocates see hospitality as a moral principle of openness that should trump nationalist arguments for closure, while nationalists tap into the home analogy and compare the state to a household welcoming migrants as guests, whose stay should accordingly be temporary and marked by gratitude. Some consider hospitality a virtue that should translate into a personal responsibility to open one’s doors to others, while some politicise the concept to apply it to borders and state duties towards migrants. This paper unpacks the various literal and metaphorical meanings of the age-old concept of hospitality, and the shortcomings of its rhetorical uses. It then argues for a conception of hospitality as a principle of care towards displaced people. Hospitality alleviates ordinary obstacles that prevent a functional life in a new environment and allows for home-making practices. It is triggered by the vulnerability created by displacement, i.e., the material, emotional and political harms resulting from the loss of a home.

Cet article part du constat d’un manque de légitimité de la théorie politique afin de mieux en souligner l’intérêt pour la science politique et les sciences humaines. Dans un premier temps, l’auteur présente un état des lieux des recrutements et thèses soutenues en théorie politique pour montrer sa situation minoritaire et la défiance dont elle fait l’objet. Puis, en interrogeant le rapport entre théorie et politique, l’auteur pose le problème de l’utilité de la discipline vis-à-vis de sciences sociales et de la société civile. L’auteur défend la pertinence de la théorie à partir des fonctions qu’elle doit remplir : une fonction heuristique, une fonction pédagogique, une fonction critique et une fonction éthique. What is the use of political theory? In this paper, the author argues that political theory should be part of political science, especially in the French context where political theory is largely undermined and underrepresented. He starts from an analysis of the job market for political theorists, showing the disproportion between the number of “qualified” (by the National Council of the Universities) young doctors in political theory and the number of positions. He then questions the problem of utility of political theory, both for other social sciences and society in general, and argues that the legitimacy of political theory comes from the fulfillment of four essential functions: heuristic, educational, critical and ethical.

Ce texte propose de prendre au sérieux l’expérience de pensée d’une rencontre extraterrestre, pour poser à la philosophie politique et morale le défi d’une rencontre de l’altérité radicale. En se demandant comment accueillir des non-humains non-terriens, cet article argumente en faveur d’une politique de l’hospitalité, comme alternative aux propositions posthumanistes souvent trop abstraites. L’hospitalité offre une série d’épreuves qui permettent de déterminer la nature d’entités inconnues et d’affuter notre sensibilité à leur égard. Le détour par la science-fiction permet ainsi de penser la responsabilité. This text proposes that we take the thought experiment of an extraterrestrial encounter seriously and set political and moral philosophy the challenge of addressing an encounter with radical alterity. By asking how we might welcome extraterrestrial non-humans, this article argues in favor of a policy of hospitality, as an alternative to posthumanist proposals that are often too abstract. Hospitality offers a series of tests to help us determine the nature of unknown entities and to attune our sensibility towards them. Taking a trip through science fiction allows us to reflect on our responsibility in the face of a radical alterity.

Cet article cherche à définir l’hospitalité à partir de ses pratiques cérémonielles pour en démontrer le sens et la fonction politique. En recourant aux enquêtes ethnographiques et anthropologiques, se dégagent quatre usages caractéristiques de l’hospitalité : la création d’un lien social en amont des pratiques de don et contre-don, la détermination et le contrôle des étrangers et la distribution de l’appartenance. Largement négligée, relayée au prépolitique, subsumée sous le paradigme du don, l’hospitalité constitue pourtant la relation première d’une communauté politique à son dehors : les étrangers ou les autres communautés. Problème récurrent dans les sociétés traditionnelles comme dans les démocraties modernes, la délimitation du commun et sa légitimation auprès des autres s’avèrent être précisément le sens essentiel de l’hospitalité comme objet politique.

Peut-on penser l’accueil des migrants, le droit d’asile ou plus généralement l’immigration comme un devoir ou un droit d’hospitalité ? On comprend intuitivement qu’il y a un lien, mais on peine à voir pourquoi mobiliser une idée aussi datée et à la connotation plus religieuse que politique pourrait nous être utile. Cet article vise à comprendre le sens du retour manifeste à ce vocabulaire. Retour certes modeste, mais, nous le verrons, significatif. Car les apparitions historiques du concept d’hospitalité dans la sphère publique ne sont jamais anodines. Puiser ainsi dans l’imaginaire moral de l’humanité, c’est chercher à résoudre un problème suffisamment grave pour que les concepts classiques de la politique nous semblent insuffisants. Ce problème, pour le dire brièvement, c’est celui d’une triple tension : tension entre l’ouverture et la fermeture des frontières, tension entre l’éthique et la politique de l’immigration, tension enfin entre l’accueil et l’intégration des étrangers. Or l’hospitalité a historiquement permis une articulation de ces tensions : elle offre une position relativement cohérente, où l’on rend possible l’ouverture contrôlée des frontières (par exemple, sous la forme de droit de passage), permise au nom d’une morale, généralement issue du droit naturel, mais limitée au seul accueil des étrangers – sous-entendu accueil temporaire, sans garantie de pouvoir rester, sauf à satisfaire aux critères potentiellement toujours plus exigeants de l’hôte, autrement dit un accueil sous forme d’une domination. Cette articulation ne va donc pas sans poser problème aujourd’hui. Il est alors important de comprendre comment l’hospitalité s’est constituée comme grammaire critique des lois répressives contre les migrants, tout en pointant les difficultés à raviver ses caractéristiques anti-modernes.

Cet article propose un examen comparé et critique de la pensée politique de Paul Ric ur et de Jacques Derrida. Il s'agit d'analyser deux manières singulières d'agencer philosophie, éthique et théorie politique. Leur étonnante proximité thématique et leur méfiance commune vis-à-vis d'une politique purement procédurale et libérale ne doivent pas masquer des différends profonds quant à l'interprétation du sens de la justice et de la souveraineté. Le débordement éthique par l'inconditionnalité de l'« événement » chez Derrida s'oppose radicalement au souci de Ricoeur pour l'« institution » et le lien social. Illustré par le concept d'hospitalité développée tardivement par l'un et par l'autre, cette différence d'approche implique de refuser à la fois l'ignorance de la théorie politique pour la pensée de Derrida, mais aussi une mobilisation trop hâtive de ses concepts avant tout philosophiques. In this paper I compare and critically examine the political thought of Paul Ricœur and Jacques Derrida. I analyze their specific manners of combining philosophy, ethics, and political theory. Despite their striking proximity on certain issues and shared mistrust of purely procedural and liberal definitions of politics, they profoundly disagree on the meaning of justice and sovereignty. The ethical excess resulting from the unconditional nature of Derrida’s “event” is radically opposed to Ricœur's concern for the “institution” and social cohesion. The concept of hospitality, tackled late in the careers of both writers, illustrates this opposition. Finally, I argue for a political theory approach to Derrida while calling for a cautious use of his primarily philosophical concepts.
