Die TechnikphilosophieTechnikphilosophie (TP) bzw. Philosophy of Technology (PoT) ist im Vergleich zu anderen philosophischen Teilbereichen nach wie vor eine junge DisziplinDisziplin, philosophische, die sich in dynamischen Etablierungs-, Institutionalisierungs- und Selbstorientierungsprozessen befindet. Zur Diskussion dieser Prozesse hat sich im internationalen Diskurs die Rede von und Orientierung an sogenannten Wenden bzw. Turns etabliert. So wurden in den vergangenen Jahren zahlreiche Wenden gefordert, proklamiert, vollzogen und zurückgewiesen; am prominentesten unter ihnen wohl der sogenannte Empirical Turn.

The basic thesis of this article is that successful interaction relies on our sense of appropriate behavior, it relies on the feeling of tact. In Sect. 1 tact is discussed drawing on Plessner and Gadamer and whether it is a uniquely human property or if it has a right place (if any) in human–machine interaction. In Sect. 2 Kant’s thoughts on politeness are discussed for which the notions of harmful and beneficial deception are crucial. Section 3 transfers the concept of polite beneficial deception to human–machine relations and discusses possible indirect duties regarding socio-active systems using Kant’s respective duties regarding lifeless objects and animals. How can tact and politeness be useful (even) regarding socioactive agents and how could it provide orientation for successful, appropriate human–machine interaction? A comparison of artificial systems with animals, things and art regarding their respective moral status concludes the article and calls for further work.

Dem vorliegenden Band liegt Forschungsarbeit zu dem thematisch spezifischen Forschungsgegenstand der sozialen Angemessenheit zugrunde: Sozialisation wird mit sozialer Angemessenheit zusammen gedacht, insofern Sozialisationsprozesse in einigen Hinsichten mit Fragen angemessenen Verhaltens zusammenhängen. „Techniksozialisation“ kann zweifach verstanden werden: einerseits werden Menschen auch durch und mit Technik sozialisiert, andererseits stellt sich die Frage danach, inwiefern über eine Sozialisation von Technik(en) gesprochen werden kann und ob, ggf. wie, diese gestaltungsseitig zu beeinflussen wäre. Technik ist durchzogen mit Angemessenheitsurteilen. Indem Technik gewisse Handlungsweisen nahelegt, unterstützt und sichert sowie andere verdeckt und hemmt hat sie grundsätzlich Einfluss auf Wahl, Modus und Gelingen unseres Handelns. Insofern diese Wirkung explizit oder implizit Eingang in die Gestaltung der Technik findet, bedeutet Technik zu gestalten, Handeln zu vermitteln. Insofern Technik Handeln vermittelt, bezeichnen wir sie in einem weiten Sinn als sozioaktiv. In jeder Technik sind Urteile über richtiges, nützliches, angemessenes Verhalten im Umgang mit oder unter Nutzung von dieser Technik implementiert. Im Zuge der Digitalisierung und der erweiterten Anpassungsfähigkeit und Verhaltensvarianz von ‚intelligenten‘ interaktionsfähigen Systemen wird die Wechselwirkung von Technikgestaltung, Angemessenheitsurteil und Handlungsvermittlung in verstärktem Maße problematisch und intensiviert sich u. U. sogar. In einem engeren Sinn bezeichnet das Label „sozioaktiv“ demnach die Fähigkeit von technischen Systemen aufgrund bestimmter „soziosensitiv“ etwa über entsprechende Sensoren ‚wahrgenommener‘ und verarbeiteter sozialer Signale zwischen verschiedenen dem System zugänglichen Verhaltenssequenzen zu wählen und diese an die ‚wahrgenommene‘ Situation anzupassen.

The present volume is based on research on the thematically specific research subject of social appropriateness: socialisation is thought of combined with social appropriateness, insofar as socialisation processes are in some respects related to questions of appropriate behaviour. “Technology socialisation” can be understood in two ways: on the one hand, people are socialised by and with technology, on the other hand, the question arises to what extent one can speak about a socialisation of technologies and whether, and if so how, this could be influenced on the design side. Technology is interwoven with judgments of appropriateness. By suggesting, supporting and securing certain ways of acting as well as concealing and inhibiting others, technology has a fundamental influence on the choice, mode and success of our actions. To the extent that this effect is explicitly or implicitly incorporated into the design of technology, to design technology is to mediate action. Insofar as technology mediates action, we call it socioactive in a broad sense. Implemented in every technology are judgments about correct, useful, appropriate behaviour in dealing with or using that technology. In the wake of digitalisation and the extended adaptability and behavioural variance of ‘intelligent’ systems capable of interaction, the interaction of technology design, judgments of appropriateness, and mediation of action becomes problematic to an increased degree which may even intensify. In a narrower sense, “socioactive” thus refers to the ability of technical systems to choose between different behavioural sequences accessible to the system based on certain “sociosensitively” ‘perceived’ social signals (for example, by corresponding sensors) and to adapt thereby to the ‘perceived’ situation.

Anwendungen Künstlicher Intelligenz, Maschinellen Lernens sowie Robotik und weitere informatische Systeme spielen in immer mehr Bereichen der menschlichen Lebenswelt eine immer wichtigere Rolle. Technik wird dabei auch weiterhin und zunehmend Medium menschlicher Kommunikation und Interaktion sein, darüber hinaus wird jedoch auch immer mehr menschliche Interaktion nicht nur durch sondern mit Technik stattfinden. Eine Dimension neuer Mensch-Technik-Relationen ist dabei das Phänomen sozialer Angemessenheit. Obgleich sich dieses nicht auf ein einfaches Regelwerk reduzieren lässt, verhalten sich Menschen in zwischenmenschlicher Interaktion ganz selbstverständlich sozial angemessen und treffen in der Regel ohne Weiteres ‚den richtigen Ton‘. Wie aber verhält es sich mit ‚intelligenten‘ technischen Systemen? Können – sollten – diese mit Fähigkeiten zu entsprechendem Sozialverhalten ausgestattet werden, um damit auch eine weitere bedeutsame Grenze zwischen Mensch und Technik zum Verschwinden zu bringen? Anders gefragt: Ist es möglich und erforderlich, Technik zu sozialisieren?

Artificial assistance is about to become a major intermediary between humans and the world. Siri, Alexa, Cortana etc. are positioned to become tomorrow’s everyday life djinns that will grant all sorts of wishes at a magical wake word. They are positioned to unburden us even of the slightest effort of lifting a finger. At the brink of a possible future assistive society, the relation between human actors and the world’s resistance has been transformed by interposed artificial assistants. The comprehensive saturation of all spheres of life with such comfort oriented assistants calls again for a philosophical reflection on our relation to labour, work, and action. This article focuses on the nexus of work, competence, and comfort, of automation, assistance, and autonomy. It analyses the emerging human-assistant-world relation in the light of a master-slave-thing relation leaning mainly on Hannah Arendt. The following key questions are addressed: If we proceed on the path to an assistive society, how would this development alter the behaviour of individuals within that society, what would be the consequences for the relation between humans and the world, and how would this rearrange the distribution of competencies among human actors and artificial agents? In an assistive society, the loss of the things’ resistance is not regretted as an incapacitating development; on the contrary, it is celebrated as a gain in comfort. Yet, this means to submit ourselves to a regime of pseudo-magical effortlessness of a simple-and-easy society no longer capable of lifting a finger and no longer knowing what for.

Anders gefragt: Ist es möglich und erforderlich, Technik zu sozialisieren?

Human autonomy is not technical “autonomy”. That we refer to both phenomena equivocally reveals a label-transfer from human to technical contexts, i.e., metaphorization. Autonomous humans choose to submit to self-given laws (1). Machines, regardless of the metaphor, cannot shed their heteronomy (2). What is literally meant by “technical autonomy” as opposed to or interchangeable with “automation” needs to be explored in detail (3). To differentiate, multi-layered approaches to technical autonomy have been proposed (4) still revealing the unavoidable metaphorization within the description and analysis of autonomous systems. This metaphorization needs to be analyzed in terms of the similarity relation at work in the conceptual transference, which teaches us that an entity (e.g., an autonomous person) is, is not, and is like another (e.g., an autonomous robot) at the same time.

Warum und wie genau darf zu Hause oder auf einer Theaterbühne anders gehandelt werden, als im Büro; wie verändert sich die Bedeutung von Worten, je nachdem wo, von wem und wie sie gesagt werden? Warum und mit welchen Mitteln versuchen wir, höflich zu sein, und inwiefern sind wir von unangemessenem Verhalten anderer bedroht? Welches Weltwissen benötigen Beobachter, um beurteilen zu können, wann Verhalten als angemessen oder unangemessen einzustufen ist? Im vorliegenden Band untersuchen die Beitragenden das Phänomen sozialer Angemessenheit unter anderem aus philosophischer, sozialpsychologischer, soziologischer, kulturtheoretischer, linguistischer und anthropologischer Perspektive. Dabei werden insbesondere Bedingungen und Auswirkungen, Merkmale sowie Wandlungs- und Entstehungsprozesse sozialer Angemessenheit thematisiert. Die Herausgebenden Jacqueline Bellon M.A. promoviert an der TU Darmstadt und arbeitet als Philosophin, Kultur- und Sozialwissenschaftlerin. Interactive adaptive systems increasingly become part of our everyday life. Which factors could shape this development and under which conditions will interactions with technical systems be deemed socially appropriate? The "FActors of Social Appropriateness" (FASA) Model presented in this Open Access-book provides a structured approach to our understanding of social appropriateness in human-technology interaction. The FASA Model serves to inform design choices for sociosensitive and socioactive artificial assistants.

Problem: Visions of technology, future scenarios, guiding visions represent imaginations of future states of affairs that play a functional role in processes of technological research, development and innovation—e.g. as a means to create attention, communication, coordination, or for the strategic exertion of influence. Since a couple of years there is a growing attention for such imaginations of futures in politics, the economy, research and the civil society. This trend concerns technology assessment as an observer of these processes and a consultant on the implications of technology and innovation. TA faces increasing demands to assess imaginations of futures that circulate in the present and to participate in shaping these through scenarios or foresights. More than ever, this raises the question, which propositions can be made based on these imaginations by TA and how this can be used in advisory practices. Imaginations of futures are relevant for TA not as predictions but in their significance and effectiveness in the present, which need to be understood and assessed.Contents: This discussion paper outlines how present significance and effects of imagined futures in technological research and innovation processes can be conceived and analyzed. In this paper, all forms of imaginations of technology futures will be called “socio-technical futures” because within them technological developments and social changes are interwoven and inseparably interrelated. In this paper, we discuss why TA should analyze socio-technical futures, how such analyses can grasp the societal conditions that are expressed in the imagined futures and how these become effective in processes of technology development, communication, decision making etc. We raise the question which self-reflexive positioning or possible realignment of TA is needed as a response to its increased concern with assessing and even co-producing socio-technical futures. The latter is often demanded regarding the growing attention by politics and publics to imaginations of futures with wide temporal and spatial reach.Addressee of this paper is the TA community in a broader sense. The aim is to sensitize colleagues for the topic and its challenges, to consolidate discussions and to provide theoretical and methodical suggestions for research in TA and related advisory practices with respect to socio-technical futures. This paper has been originally initiated during the workshop “The present of technological futures-theoretical and methodical challenges for Technology Assessment”, in which all of the paper’s authors participated. The contents of this discussion paper are preliminary results that shall initiate and guide further discussions.

Social appropriateness is an important topic – both in the human-human interaction (HHI), and in the human-machine interaction (HMI) context. As sociosensitive and socioactive assistance systems advance, the question arises whether a machine’s behavior should include considerations regarding social appropriateness. However, the concept of social appropriateness is difficult to define, as it is determined by multiple aspects. Thus, to date, a unified perspective, encompassing and combining multidisciplinary findings, is missing. When translating results from HHI to HMI, it remains unclear whether such insights into the dynamics of social appropriateness between humans may in fact apply to sociosensitive and socioactive assistance systems. To shed light on this matter, we propose the Five Factor Model of Social Appropriateness (FASA) which provides a multidisciplinary perspective on the notion of social appropriateness and its implementation into technical systems. Finally, we offer reflections on the applicability and ethics of the FASA Model, highlighting both strengths and limitations of the framework.

The need for foreknowledge intensifies and a prophetic promise of today’s palm readers causes us wet palms: letting the world speak for itself. Big Data comes with the promise of enabling people to listen to that speaking world and of gaining accurate foreknowledge by Big Data predictions. The uncertainty of our modern, complex world overstrains our present coping capabilities, causing a feeling of slipping off a slippery slope, which in turn causes a need for increasing our own foreknowledge. Part of the Big Data promise is to grant better foreknowledge by overcoming the wrongness of scientific theory or causation assumptions. But thus, people have no other option than to believe in these results and perform their actions in good faith. This makes Big Data based outcomes a matter of faith. This article argues that Big Data based outcomes can be seen as today’s oracle, as prophecies without prophets and reflects on the consequences of that perspective.

Der soziotechnische Wandel bringt neue Phänomene des Zufalls hervor, die sich den üblichen Strategien des Umgangs mit Risiken und Unsicherheit entziehen. Diese Akzidenzphänomene sind prinzipiell unvorhersehbar und in ihrer komplexen Effektgesamtheit jenseits von Kalkulation und Antizipation. Eine allgemeine Verzukünftigung unseres Weltbezuges mit spezifischen weitreichenden Problemen ist die Folge und lässt klassische Agenturen des Risikomanagements und der Unsicherheitsbewältigung an ihre Leistungsgrenzen stoßen. Bruno Gransche zeigt, dass Philosophie und Zukunftsforschung gemeinsam großes Potenzial aufweisen, hier zu helfen.

Die 4. Auflage bringt zunächst die Kommentierung der Präambel und der Art. 1 bis 19 auf den aktuellen Stand von Judikatur und Literatur. Die grundlegende Struktur des Kommentares wurde beibehalten und um neuere Entwicklungen wie die Implikationen der Europäisierung und Digitalisierung sowie der Corona-Pandemie ergänzt.Die Herausgeberschaft des Kommentares hat ab der 4. Auflage Frauke Brosius-Gersdorf übernommen. Auch im Autorenkreis sind personelle Veränderungen zu verzeichnen: Mit Ausnahme von Frauke Brosius-Gersdorf, Alexander Thiele und Ferdinand Wollenschläger, die bereits an der 3.
