Donald Morris

This article describes three utopian attempts to ameliorate the negative effects of income inequality that are less revolutionary than those of More and Bellamy. Rather than dispensing with money or gold, these three utopias modify existing institutions with the aim of lopping off the extremes of both wealth and poverty without upending the entire social and economic structure. Discussion includes Theodor Hertzka’s _Freeland_ (1891), Theodor Herzl’s _Altneuland: The Old New Land_ (1902), and H. G. Wells’s _A Modern Utopia_ (1905). The three utopias provide potential solutions by undercutting causes of poverty and intergenerational wealth accumulation rather than by economic leveling, and by stressing a fresh start for each generation. The primary tools in this effort are education, universal healthcare, a safety net of basic income, fiscal transparency, confiscatory estate taxes, and common ownership of land.

This work explores what utopian writers have said about economic inequality. It is not an economic study but an exploration in social philosophy in its utopian expressions. Its transdisciplinary focus is utopian social theory as expressed in literary utopias. While our current age struggles with the prospect of a handful of people owning half the world’s wealth, it may be useful to reflect on the nature of this problem (if it is a problem) in its broadest contours including utopian precedents warning us of its coming and directing us to possible solutions. As utopian writers envision a future where the extremes of both poverty and wealth have been tamed or at least tempered, it is instructive to explore the instruments they employ; by what measures have they defeated poverty or diminished the threats boundless fortunes pose, thereby revitalizing society?
