The roots of domestic violence span the collective memory and stretch as far back as recorded human history. Domestic violence is embedded within a behavioral pattern, based on a desire to establish power and control over others. Domestic violence is a phenomenon common to nearly all social and cultural structures, except for a few marginal and isolated cases. The roots of domestic violence are insidiously woven into the historical, cultural, religious, legal, and social characteristics that constitute our everyday existence (Eapen, 2021). Positive law, proactive legislation, and education have made great strides in combatting DV. Nevertheless, while conditions have improved markedly, much still remains to be accomplished.

The primary function of the police in a critical incident is the maintenance of public safety, public security, and maintaining public order. This has been further complicated as a result of the increasing presence of the internet, digital communications and social media, all of which hold both promise and challenge. There are many aspects of crisis and disaster management, including communications, interoperability, leadership, and police responsibility. Risk identification and management are essential part of dealing with crises and disasters. There is a significant threat to organizational reputation and public trust for any police or security organization that depends entirely on how that organization responds to a crisis or disaster. This chapter examines Hurricane Katrina (2005) in the USA which caused large-scale damage to infrastructure and loss of life, and the response as handled by some government agencies. The management of crises and disasters is a cyclical process. It includes risk assessment, planning, preparation, mitigation and contingency, response, recovery, and finally, an evaluation. The core features, and the elements of an effective response, of a crisis or disaster, as well as the criticality of effective leadership are examined. This chapter also studies the fundamentals of Disaster Victim Identification (DVI).

The dissertation deals with the questions surrounding the legal, ethical and strategic aspects of armed drones in warfare. This is a vast and complex field, however, one where there remains more conflict and debate than actual consensus. One of the many themes addressed during the course of this research was an examination of the evolution of modern asymmetric transnational armed conflict. It is the opinion of the author that this phenomenon represents a “grey-zone”; an entirely new paradigm of warfare. International terrorism has not been dealt with in a cohesive fashion. Any international prosecution of terrorism which has been conducted has been either “sectoral” adopting a piecemeal typological approach or has been carried out at the domestic level. A novel approach to the problem, of sub-national actors with transnational reach, was proposed, by attributing certain groups with a new legal personality, that of “Stateless International Entities”, or “SIEs”. Those groups who possess, for all intents and purposes, the same attributes as those of States, could then be judged for their behavior before an international tribunal. Other important topics addressed in this research include an examination of important case law, targeted killing, autonomy, preemption versus prevention, imminence versus intent, the find, fix and finish paradigm, the impact of the media, and the role of the CIA, and finally, the flawed reasoning which adopts technology as a form of strategy.

Abstract The Crisis and Disaster Management process (CDMP) is composed of several clearly defined phases. Strategic risk assessment; preparation and planning, effective response and recovery, and post-crisis evaluation. It is essential for those facing such threats to understand, appreciate, and implement the appropriate responses for each phase. Public service organizations, or PSOs, are increasingly charged with additional duties and responsibilities that historically were not part of their original purview. PSOs are currently forced to operate within an environment of increasing political unrest and social chaos. Events of international magnitude now impact the domestic environment. These organizations must deal with negative media, hostile public backlash, increased scrutiny, and calls for greater accountability. Service organizations are currently faced with increasing political and social chaos, with widespread civil unrest, domestic and international threats of terrorism, human trafficking and illegal migration, public health emergencies, natural disasters, and diverse climate-related challenges. These conditions have fostered additional layers of responsibility to already overburdened first responders and their civil support partners. The consequences are significant. These previously mentioned burdens are further compounded by budgetary constraints, greater regulatory compliance, and organizational accountability.
