The article reflects on the present confusion between the category of enemy and that of stranger as result of a process of multiplication and reinforcement of territorial borders along ethnic and racial criteria. In particular, the text considers the external and internal borders of Europe as complex dispositivs of territorial control, which produce specific forms of foreigners as strangers and as cultural enemies. In order to analyze and stop this process, a cosmopolitan rethinking of the idea of citizenship is at stake here. Transnational citizenship will be discussed in the frame of a philological model of translation between cultures and opposed to the model of an absolute untranslatability that characterizes the global civil wars. Cosmopolitics is thus conceived as a practical universalism, a progressive overcoming of the idea of the stranger in view of an idea of co-citizenship. Transnational co-citizenship does not suppress national identities but puts them in relation to all other sorts of particular identities and interests in order to create a contingent, maybe precarious but always concrete world of commons and communality.

This article, originally a preface to the French edition of Carl Schmitt’s book The Leviathan in the State theory of Thomas Hobbes, displays a critical analysis that not only puts the above work in context, but also raises a question about Schmitt’s appropriation of Hobbes, an author who was considered a beacon of light by the former during his whole lifetime. Thus, the article undertakes a reconstitution of Schmitt´s relevance for Political Theory and Philosophy in recent years, and then develops the way Hobbes was analysed in Schmitt´s essay. The interpretation of the Jurist is not innocent at all, and the propinquity to the English author in some issues could have allowed the former to reinforce his own arguments by using the latter as a mere strategic tool. The key question the article tries to elucidate is whether this re-appropriation was successful or not.

Answering a question of B. Karsenti on the relation between ontology and politics, E. Balibar reaffirms the irreducible character of politics, including the most philosophical objects. Between the two ontological and transcendental poles of politics, it appears in order to articulate the political and the anthropological. The social relations, functioning by introducing differences in the species, are constitutive of the question of violence that is at the heart of the it-reducibility of politics

El autor indaga sobre las relaciones entre violencia, idealidad y crueldad, examinando sus paradojas y ambivalencias, iluminando la compleja relación entre el deseo de eliminar la violencia, frente a la necesidad de la manifestación violenta en la persecución de la utopía y la presencia de la violencia ejercida por instituciones, colectividades y el mismo Estado. Problematiza la relación entre poder y violencia, y se pregunta: ¿se puede eliminar la violencia y no a los violentos?, concluyendo que no existe un grado cero de violencia en la acción de persecución de los ideales

In this article, the author discusses two aspects of the representation of “Europe” as a historical subject that are bound to prove controversial: its relationship to universality, and the conditions of its becoming democratic as a polity. The paradox of “European identity” is that it conceived of itself as the particular site of the invention of the universal and its revelation to the world. A dialectics of recognition through the confrontation with the Other was always involved (above all in the colonial form), but it must pass now from projection to exposure to alterity. In that way a planetary construction of the universal can include a decisive contribution from Europe as one of its “provinces.” Democratizing democracy itself via the invention of a trans-national “co-citizenship” would be an element of this contribution. This is the object of a “material constitution” of Europe already on its way, but still lacking a clear representation of its “constituent power.” Debates on the absence of a European demos and the positive conditions for a federal government have shown that it will require a deconstruction of the notion of “sovereignty of the people,” separating its insurgent dimension from its function as a legitimation of the monopoly of violence, which was closely associated in nation-states with the legal guarantee of individual subjective rights

Este ensayo analiza la relación dialéctica entre los conceptos de democracia y de ciudadanía a la luz de los debates actuales, en los que se combinan una transformación de la tradición filosófica y una evaluación de las situaciones en que se cuestiona la distinción jurídica entre el «ciudadano» y el «nacional». A partir de consideraciones sobre las tensiones semánticas de las categorías griegas y latinas (politeia, demokratia, isonomía, ius civitatis), se analizan las aporías de la democracia, entendida como modelo o ideología, que filósofos como Jacques Rancière y Hannah Arendt nos permiten superar mediante la definición de la democracia como un proceso de insurrección permanente «anti-oligárquico» en lugar de un régimen estable. No es la propagación de la democracia, por lo tanto, lo que constituye el objeto primordial de la teoría política, sino la democratización de la democracia, de sí misma, especialmente en la forma de eliminación de la exclusión interna. Esta teoría se ilustra y se perfecciona aún más al referirse a los debates sobre la discriminación de clase y raza, las luchas violentas en busca del reconocimiento que afectan a las instituciones republicanas, las formas de ciudadanía nómadas o diaspóricas, y la relación entre derechos sociales y políticos

Le rapport entre « conscience » et « identité » forme l'un des deux versants de la conception lockienne du sujet (l'autre étant constitué par la « propriété de soi-même »). La théorie lockienne repose sur la distinction du « mental » et du « verbal », et l'isolement du premier comme élément de la vérité. Elle suppose une reformulation du principe d'identité sous la forme d'une double négation inhérente à l'esprit (Mind) : il est impossible que l'homme ne sache pas qu'il pense, ou pense sans penser. Enfin elle caractérise comme « intériorité » la différentielle de perception et de réflexion qui opère tout au long de l'expérience. Dès lors le temps intérieur peut être intellectuellement et moralement ressaisi dans l'unité de la « conscience de soi ». Consciousness and Personal Identity form together one half of Locke's theory of the Subject (the other half being « self-ownership »). First of all, « mental » and « verbal » propositions (viz. truths) must be clearly distinguished. The principle of identity has to be reformulated in logico-psychological terms, as a double negation: it is impossible for the Mind to think, without knowing that it thinks. Finally the difference of perception and reflexion, which operates throughout « experience », is called an « internal sense » or interiority. As a consequence, Locke was able to call « self-consciousness » the typical unity of morality and understanding which forms the internal « duration » of the Mind.

Addressing the dramatic situation of migrants and refugees in the Euro-Mediterranean and Euro-British space, Étienne Balibar mobilizes and questions the Marxist theoretical legacy, in particular the “law of population” and the “general law of capitalist accumulation”. Introducing the notion of “absolute capitalism” – the idea that there is no longer any existing alternative economic system to capitalism –, Balibar focuses on the violence inherent to new regimes of mobility and immobility in migration and migratory politics, focusing on borders, exploitation and the segmentation of the labour-force. Contrary to traditional Marxist analysis, absolute capitalism, according to Balibar, is not characterized by stability and self-regulation, but by financial and political instability which, due to a severely limited capacity for control and restraint of violence, opens up for extreme violence.

The present text is a branch of a research previously titled: “Philosophies of the transindividual: Spinoza, Marx, Freud.” This document includes the elements of a course taught in 2004 and 2005 at the Universities of Paris X Nanterre (seminar _Anthropology and Politics_, in collaboration with Bertrand Ogilvie) and the University of California, Irvine (_Emphasis on Critical Theory_), as well as subsequent communications at the EHESS and the University of Paris VII. The relevance of this text lies in the meaning and possible uses in philosophy, politics and social sciences of the category of the ‘transindividual’.

Cet ouvrage donne la parole à cinq philosophes marxistes français de renommée internationale - Main Badiou, Étienne Balibar, Jacques Bidet, Michael Löwy, Lucien Sève - qui présentent l'évolution de leur rapport à Marx, à la philosophie et à la politique, depuis les années 1950 jusqu'à aujourd'hui. Dans ces entretiens, chacun à son tour, les auteurs ont répondu aux questions posées par deux philosophes de générations différentes, Alexis Cukier et Isabelle Garo : comment avez-vous rencontré la pensée de Marx, et comment avez-vous commencé à en faire usage? Dans quel contexte théorique et politique, pour répondre à quelle urgence et à quel problème, en rapport avec quels engagements militants? Quelle a été l'évolution de votre conception du communisme et que devraient être une action ou une organisation politique communiste aujourd'hui? Que retenez-vous d'essentiel de la pensée de Marx pour penser la période politique présente? Au fil des réponses à ces questions, les auteurs analysent les rapports entre philosophie et politique, reviennent sur la trajectoire du marxisme en France et abordent la signification du communisme aujourd'hui. Cet article, en contrepoint de la discussion des nouvelles théories de la « reproduction sociale » et de leur confrontation avec la critique marxiste de l’économie politique, esquisse une généalogie historique et sémantique du concept même de « reproduction ». Celle-ci croise l’histoire des disciplines (notamment l’histoire naturelle et l’économie politique) et montre la persistance, mais aussi les déplacements, de trois registres de signification qu’on peut rattacher aux catégories de mimèsis, de genesis et de poièsis : reproduction d’un modèle, engendrement d’une lignée, renouvellement d’un stock. Elle permet de confronter les attitudes en face de la crise et de problématiser à nouveau les questions de la mutabilité et de l’interruption, qui sous-tendent l’imaginaire de la révolution.

International in scope and featuring a diverse group of contributors, The Borders of Justice investigates the complexities of transitional justice that emerge from its “social embeddedness.” This original and provocative collection of essays, which stem from a collective research program on social justice undertaken by the Calcutta Research Group, confronts the concept and practices of justice. The editors and contributors question the relationship between geography, methodology, and justice—how and why justice is meted out differently in different places. Expanding on Michael Walzer's idea of the “spheres of justice,” the contributors argue that justice is burdened with our notions of social realities and expectations, in addition to the influence of money, law, and government. Chapters provide close readings of Pascal, Plato and Marx, theories on global justice, the relationship between liberalism and multiculturalism, struggles of social injustice, and how and where we draw the borders of justice.

Dans cet entretien se confrontent deux points de vue sur une question cardinale pour Marx et les traditions marxistes : la question de la nation et de l’internationalisme. L’historien et le philosophe puisent tous deux dans le marxisme pour penser la question sur la longue durée et jusqu’à nos jours, tout en divergeant sur plusieurs points. Il ressort de cette confrontation une nécessaire prise en compte non fétichiste des « classiques du marxisme », insuffisants pour penser la totalité de la complexité de la persistance de la « nation », mais indispensables malgré tout pour définir une visée émancipatrice.

Qu'appelons-nous " modernité "? Cette question est travaillée selon une triple orientation philologique, épistémologique et historique, en prenant pour fils conducteurs l'auto-énonciation du sujet, la constitution du " nous " communautaire, l'aporie de l'institution judiciaire. L'interprétation défendue pose que les processus opposés du devenir-citoyen du sujet et du devenir-sujet du citoyen en viennent à se recouvrir. C'est aussi le moment où le rapport du commun à l'universel devient un écart politique au sein de l'universel lui-même. Le " jugement des autres " doit être rapporté à un " jugement de soi-même " attestant pour chacun sa propre normalité. Dès lors, l'humain ne peut coïncider avec l'institution du politique qu'à la condition de se retrancher de soi-même, dans la forme des " différences anthropologiques ". Le citoyen-sujet ne peut se comprendre indépendamment de son envers, qui le conteste et le défie.
