This article explores the relationship between policy effectiveness and public participation from the perspective of public choice theory. The article reviews carbon emission reduction research, analyzes the roles of various parties in political decision-making and the current status of China's policies, and emphasizes the importance of public awareness and participation in achieving climate goals. Finally, it proposes optimized policy recommendations, such as improving the carbon market, developing green finance, differentiating policy design, promoting demonstration projects and encouraging community and NGO participation.
