Many realist political theorists have sought to stress the central role of institutions in securing order, stability, and legitimacy. Although explicit on the functions of institutions and their influence on the justice of societies, the realist position is theoretically limited with respect to the nature of the social structures at the core of its argument. Yet any normative account of an institutional setup Δ depends, at least in part, on Δ’s make-up, efficacy, and aims. This article begins to address this deficiency by making space for the idea that attention to how institutions act shows a) that they can hardly be distanced from persons or ends; b) that an action-centred account of institutions extends and refines existing realist agendas; and c) that emphasising their causal efficacy reorients principles of institutional design. The upshot is twofold: (i) bringing social ontology into political theory to clarify the actional structure of institutions (as realists claim institutions matter but lack the ontology to explain how they act); (ii) persuade methods-oriented theorists (1st order) and design-engaged theorists (2nd order) to be more perceptive to causal analysis.

A central argument for non-reductive accounts of group agency is that complex social entities are capable of exerting causal influence independently of and superseding the causal efficacy of the individuals constituting them. A prominent counter is that non-reductionists run into an insuperable dilemma between identity and redundancy – with identity undermining independent higher-level efficacy and redundancy leading to overdetermination or exclusion. This paper argues that critics of non-reductionism can manage with a simpler and more persuasive reductio strategy called mapping: allow that group agents are causally efficacious in their own right and chart how their causal efficacy is carried out; how it relates to the causal efficacy of individual determiners; how it connects to the causal relevance of background structural factors. The focus exclusively on whether groups are or are not causally efficacious black-boxes implementation, while close attention to how causation is wired increases the visibility of individualist arguments and countenances structure-oriented explanations.

The concept of causation is essential to ascribing moral and legal responsibility since the only way an agent can make a difference in the world is through her acts causing things to happen. Yet the extent and manner in which the complex features of causation bear on responsibility ascriptions remain unclear. I present an analysis of four aspects of causation which yields new insights into different properties of responsibility and offers increased plausibility to certain moral views. Chapter I examines the realist assumption that causation is an objective and mind-independent relation between space-time located relata – a postulate meant to provide moral assessment with a naturalistic basis and make moral properties continuous with a scientific view of the world. I argue that such a realist stance is problematic, and by extension so are the views seeking to tie responsibility attributions to an objective relation. Chapter II combines the context sensitivity of causal claims with the plausible idea that responsibility ascriptions rest on the assessment of causal sequences relating agents and consequences. I argue that taking context sensitivity seriously compels us to face a choice between moral contrastivism and a mild version of scepticism, viz. responsibility is not impossible, but ultimately difficult to identify with confidence. I show why the latter view is preferable. Chapter III explores the concern that group agents would causally overdetermine the effects already caused by their constituent individuals. I argue that non-reductive views of agency and responsibility lack a coherent causal story about how group agents impact the world as relatively independent entities. I explain the practical importance of higher-order entities and suggest a fictionalist stance towards group agency talk. Chapter IV analyses the puzzle of effect selection – if causes have infinitely many effects, but only one or a few are mentioned in causal claims, what determines their selection from the complete set of consequents? I argue that the criteria governing the difference between effects and by-products lack clarity and stability. I use the concerns about appropriate effect selection to formulate an epistemic argument against consequentialism.
