Esta reflexión examina los desafíos que atraviesan las Humanidades y las Artes en universidades complejas de Chile y América Latina, en un escenario marcado por el predominio científico-tecnológico. Este contexto ha disminuido el interés estudiantil, los apoyos institucionales y su presencia curricular. El autor, Ignacio Sánchez, sostiene que estas disciplinas, históricamente centrales en la vida universitaria, siguen siendo decisivas para el pensamiento crítico, la formación ética, la cohesión social y la lectura responsable de la información. Además, ofrecen herramientas duraderas para abordar problemas contemporáneos. La reflexión propone revisar los currículos, reforzar la interdisciplinariedad y reconocer su impacto social y cultural.

The European Union’s Artificial Intelligence Act (AI Act) is a groundbreaking regulatory framework that integrates technical concepts and terminology from the rapidly evolving ecosystems of AI research and innovation into the legal domain. Precise definitions accessible to both AI experts and lawyers are crucial for the legislation to be effective. This paper provides an interdisciplinary analysis of the concepts of AI system, general purpose AI system, foundation model and generative AI across the different versions of the legal text (Commission proposal, Parliament position and Council General Approach) before the final political agreement. The goal is to help bridge the understanding of these key terms between the technical and legal communities and contribute to a proper implementation of the AI Act. We provide an analysis of the concept of AI system considering its scientific foundation and the crucial role that it plays in the regulation, which requires a sound definition both from legal and technical standpoints. We connect the outcomes of this discussion with the analysis of the concept of general purpose AI system and its evolution during the negotiations. We also address the distinct conceptual meanings of AI system vs AI model and explore the technical nuances of the term foundation model. We conclude that rooting the definition of foundation model to its general purpose capabilities following standardised evaluation methodologies appears to be most appropriate approach. Lastly, we tackle the concept of generative AI, arguing that definitions of AI system that include “content” as one of the system’s outputs already captures it, and concluding that not all generative AI is based on foundation models.

La vida de cada cual es contingente, pero es una contingencia necesaria para una porción de vidas; aunque me atrevo a decir, incluso, que así es para la creación en continuidad. Creo que nosotros tenemos misión. La misión implica que aquello que no haga alguien quedará sin hacerse tal y como lo podría hacer esa persona. En otras palabras, la misión de cada cual, como la propia vida, exige y es disyunción,―o esto o aquello, así o de otro modo. Y si tenemos en cuenta, que la realidad es sistemática, y que un sistema es orden de los elementos que se ve afectado por entero en caso de que suceda algo a alguno de los que lo componen, entonces para estar viviendo tal y como vivimos se nos revelan los otros como contingencias necesarias, imprescindibles. Bien podría hacer una aproximación a Pablo Posada desde la razón vital y algo habrá de ello a lo largo de estos párrafos, pero eso es una tarea prematura, como su muerte.

La solución de los problemas biojurídicos depende fundamentalmente de la concepción del derecho y de la valoración de la vida humana de la que se disponga. La supresión de la perspectiva de la justicia, unida a la consideración de la vida humana como mera propiedad inmanente de un ser vivo que, en el caso del hombre, permitirá la libre disposición de ella, conducirá necesariamente a una degradación de la protección jurídica de la vida. Por el contrario, la vinculación del derecho con la moral, a través de la justicia, propia de la concepción óntico-valorativa o, al menos, de una concepción del derecho que aúne las tres dimensiones, conducirá a una más firme defensa jurídica de la vida. Desde esta perspectiva se analiza la desprotección jurídica, y por tanto moral, de la vida en la regulación del aborto en la legislación española.

This article analyzes the problem of preference imputation in rational choice political science. I argue against the well-established practice in political science of assuming selfish preferences for purely methodological reasons, regardless of its empirical plausibility (this I call a preference for selfish preferences). Real motivations are overlooked due to difficulties of imputing preferences to agents in a non-arbitrary way in the political realm. I compare the problem of preference imputation in economic and political markets, and I show the harmful consequences of the preference for selfish preferences in the field of collective action. Resumen: Durante la década del sesenta, la revista Movie hereda de Cahiers du cinéma las preferencias por la politique des auteurs y por cierto cine norteamericano. No obstante, sin abandonar esa predilección por un “cine de directores”, a lo largo de su trayectoria la revista británica intentará desarrollar un riguroso método de análisis formal a través de detallados close readings de los films. Algunos de sus integrantes buscan aplicar al cine los planteos de F. R. Leavis y la revista Scrutiny a propósito de la crítica literaria. Es esta modulación analítica la que será puesta en cuestión con el auge del estructuralismo y el posestructurailsmo a los que se asocia la revista Screen en los años 70.: During the sixties, the journal Movie inherits from Cahiers du cinéma the preferencies for a politique des auteurs and for certain american films. However, never abandoning this tendency towards a “cinema of directors”, the british journal develops a rigorous method of formal analysis and detailed close readings. Some of its members try to apply to cinema the concepts elaborated by F. R. Leavis and the journal Scrutiny in reference to literary criticism. It is precisely this analytic method that will be questioned during the boom of structuralism and post structuralism to which the journal Screen will be asociated in the 70s.

The hypothesis that terrorism often emerges when mass collective action declines and radicals take up arms to compensate for the weakness of a mass movement has been around for some time; however, it has never been tested systematically. In this article the authors investigate the relationship between terrorist violence and mass protest in the context of the Spanish transition to democracy. This period is known for its pacts and negotiations between political elites, but in fact, it was accompanied by high levels of terrorist violence and popular mobilization. To test the hypothesis, the authors have created two data sets, one on victims of terrorism and another on participation in demonstrations. The data clearly confirm that terrorism erupted in Spain when participation in demonstrations started to decline. This result sheds new light on the nonstructural conditions associated with the onset of terrorist violence.

There is no consensus in the literature about the nature of terrorism. The authors’ main claim is that this is ultimately the result of the coexistence of two senses of the term, the action and the actor sense, which are not fully congruent. Rather than trying to advocate a specific conceptualization, the authors provide in this article a map of the different ways in which scholars talk about terrorism. They identify first the set of terrorist actions and the set of terrorist actors. Terrorist tactics are a variety of the power to hurt, based on the lack of military power. Terrorist groups are underground ones with no territorial control. When the two criteria meet, the core of terrorism exists: coercive violence perpetrated by underground groups. The ambiguity that surrounds terrorism is caused by two other possibilities: actors with some measure of territorial control adopting coercive tactics and underground actors adopting military tactics. Although it is not possible to remove this ambiguity in empirical research, scholars can at least identify it and analyze it. The authors illustrate the two senses of terrorism and their interaction by using the most comprehensive dataset on terrorist incidents, the Global Terrorism Database.
