This chapter mainly involves illustrating, analyzing, and investigating the enrollment trend in current Chinese higher education, the overview of talent cultivation with Chinese characteristics, the reflections on talent cultivation with Chinese characteristics, implications on talent cultivation with Chinese characteristics, recommendations on talent cultivation with Chinese characteristics, critiques on talent cultivation system reform with Chinese characteristics accounting for constructing knowledge-based epistemological dimension of talent cultivation with Chinese characteristics.

This chapter involves integrating the ontological dimension and epistemological dimension for constructing the ontological-epistemological dimension model of higher education with Chinese characteristics. The consistency and uniformity between ontological dimension and epistemological dimension provide a solid foundation to conceptualize the ontological-epistemological dimension model of higher education with Chinese characteristics. Both the rationale of the ontological-epistemological dimension model and dialectical relationship of the ontological-epistemological dimension model contribute to investigating and identifying the ontological-epistemological dimension model of higher education with Chinese characteristics.

Since the reform and opening up, the course of exploring the connotation of higher education with Chinese characteristics has witnessed the development process of modern socialist soft power with Chinese characteristics. The connotation of higher education with Chinese characteristics is multidimensional—the management system of institutions of higher learning under the leadership of the Party committee; the higher education for the all-around development of the talents of higher education in the universities, quality education and the all-around development of the beauty of virtue and the beauty of the body; the construction of the institutions of higher education in accordance with the state management mechanism. The internal management mechanism is the higher education of the general education curriculum and teaching system based on the political and historical culture of Chinese characteristics, the classical Chinese history and culture, the Chinese Marx doctrine as the main content, and the coexistence of the social institutions of higher learning with the public institutions of higher learning as the main, the private higher institutions as the auxiliary, and the various forms of social higher education.

This chapter involves introducing the ontological dimension of higher education with Chinese characteristics. The origins and definitions of ontology and the categories and types of ontology contribute to illustrate the core idea of ontology. The upper ontological dimension, domain ontological dimension, interface ontological dimension, and process ontological dimension of higher education with Chinese characteristics are proposed and illustrated to conceptualize and contextualize the framework of ontological dimensions of higher education with Chinese higher education.

The construction of faculty profession in China is the key prerequisite for training high-quality innovative faculty and paying attention to the development of faculty. The development of faculty in China is particularly concerned with the construction of university faculty ethics. Chinese government has always attached great importance to the construction of faculty’s ethics in colleges and universities. Since the 19th National Congress of CPC, Chinese government has put the importance of faculty development in a prominent position. Chinese government focuses on the construction of faculty’s morality and faculty’s ethics in higher education system with Chinese characteristics. In recent years, China has successively carried out a series of practical regulations and carried out a couple of activities, such as faculty morality construction, to continue to deepen faculty’s ideological and political idea and belief.

Understanding the nature of science is conducive to establishing a correct view of science and understanding the connotation of science education and the nature of scientific inquiry. This study aims to contextualize the philosophy of science education from China’s perspective. The value, goal, and content of science humanistic education, experience in China’s science education, and regionalization for promoting the development of science education in schools have been explored in this study. In addition, both the challenges facing science education and countermeasures of science education have also been offered in the last.

This study explores to conceptualize and practicalize three-dimensional interaction model of internationalization from China’s higher education perspective. Applying documentary analysis, a qualitative method, and interviews, 15 international administrative staff and directors from eight sampled local universities were interviewed to present in-depth insights into the internationalization of the local higher education system in Beijing. The major findings are that strategic positioning in terms of the internationalization of local universities should be based on the following: top-level design of a national macro internationalization strategy; a focus on the internal need for internationalization at the regional level; and understanding the distinctive advantages of internationalization at the local level. The choices for the internationalization of local universities should focus on the absolute advantages of the ‘scale’ of resources and rationally expand the relative advantages concerning the ‘structure’ of resources. Implementation of the strategy for internationalization of local universities should actively build on the competitive advantage of ‘strategic resource integration’. In conclusion, the need to combine national needs with regional development, the importance of combining connotation and capacity building, and of adhering to a combination of a top-level layout or design and local practice are explored and summarized. Finally, both the theoretical contribution and practical implications of this study are discussed.

This study examines the key historical stages of the sustainable rural education policy development, including the stage of Rural Education Restoration and Adjustment Period (1979–1985); the stage of Comprehensive Reform Period of Rural Education (1985–2003); the stage of Rural Education Coordinated Development Period (2003–2018); and the stage of Rural Education Revitalization and Development Period (2018 to present). Along with the analysis, the policy characteristics of sustainable development of rural education policy in China concentrates on adhering to the unified leadership of the Party as the fundamental, adhering to the principle of comprehensive reform, adhering to the goal of serving rural development; adhere to promoting equity in education as the main task; and adhering to the construction of teachers as the key. In addition, policy problems on the sustainable development of rural education in China are also highlighted in this study. The conclusion and remarks are finally offered in the last.

This study aims to unpack policy evaluation and measurement of creating world-class universities in China from an integrated policy analysis. Specifically, an integrated policy analysis of policy evaluation of creating world-class universities concentrated on exploring the world class evaluation index released by the university rankings organization and the scholars’ views on the assessment criteria for world-class disciplines. The characteristics of policy evaluation of creating world-class (First-Class) universities included adhering to diversified comprehensive evaluation; clear educational objectives and positioning; taking students as the foundation and cultivate first-class talents and paying attention to scientific research and produce first-class achievements. In the meanwhile, problems existing in the policy evaluation of creating world-class universities were also explored in this study. The suggestion and implications were offered to deepen theoretical research and enhance the practical effect of third-party evaluation and improve the evaluation system for "Double Tops" construction and balance the two characteristics of "Chinese characteristics" and "world-class" and respect the development rules of universities and disciplines and create a systematic ecology of orderly competition.

This study explores the education governance system to deal with major public crisis in China. Specifically, the literature review on the emergency system of national education, the school’s response to public crisis and public crisis education have been examined to analyze the comprehensive development of China’s education governance system historically. The macro background and situation analysis of the education system’s response to the major public crisis includes the analysis of organizational system, institutional system, operation system, evaluation system, and guarantee system. In addition, this study also examines the major challenges and key issues for the education system to respond to major public crises. In the last, the pathways of the education system to deal with the major public crisis concentrate on establishing a multi-department coordination system for educational emergency response; establishing a permanent institution for educational emergency management; strengthening institutional building and formulate rules for crisis response; establishing a unified and flexible central and local coordinated response system; optimizing the construction of the operation system and improve the mechanism for crisis response; establishing a hierarchical response mechanism for education to respond to public crises, improving the security system and enhance the capability of comprehensive response, and establishing an early warning mechanism for education in response to public crises.

Modernization of Chinese Education 2035 clearly pointed out that the realization of basic public education equalization is the basic requirement of education modernization, compulsory education is the core of basic public education service system. How to improve the level of compulsory education equalization, the key lies in the realization of standardization of compulsory education schooling. Compulsory education schooling standardization is a basic project, is the responsibility of national education modernization management system. It is necessary for the development of compulsory education to define the nature of public social services for compulsory education and to emphasize the foundation and balance of schools for compulsory education. Thus, this study aims to exploring how to standardize compulsory schooling in China from the scopes of policies, practices, challenges and suggestions. In particular, the policy analysis of compulsory schooling standardization, the practice analysis of compulsory schooling standardization, challenges in the standardization of compulsory schooling, and suggestions on compulsory schooling standardization have been explored, relatively in this study.

The purpose of this study is to characterize the graduate education development for creating world-class universities from the insight of the doctoral education in China. A systematic review is applied to examine the doctoral education development in contemporary China. The findings argue that there are tremendous challenges in China’s current doctoral cultivation system. The current doctoral talent cultivation encountered various difficulties, specifically for creating the effectiveness of world-class universities. The student–faculty relations were regard as a key theme to investigate the doctoral education development in current China’s higher education system. The findings indicated that the selected studies in regard to the doctoral graduate education focusing on the cultivation of innovation ability, the interdisciplinary graduate student training has become one of the important ways of graduate education reform. This study explores the meta-conceptualization of the high-quality education system in China from multiple perspectives. It intends to analyze the current literature related to the construction of high-quality education system, sort out and summarize its connotation, characteristics, elements, problems, and countermeasures, to deepen the cognition of this important issue. The ontological analysis of high-quality education system, the epistemological analysis of high-quality education system, and the practical analysis of high-quality education system have been explored in this study. In addition, the conclusion and remark have been offered in this study.

This study explores the type-based vocational education system from the perspective of China. General education and vocational education are equal types of education in status, but not based on different levels of education in China. Specifically, the connotation of vocational education as type-based education is mainly embodied in ‘three directions’. The outstanding problems of vocational education as a type-based education include ‘four aspects’. Vocational education as a type-based education reform path is considered as ‘four reforms’. We should strengthen management, improve the comprehensive quality of vocational college students and make clear the direction and explore the new path of reform and development of vocational colleges. In addition, we need to optimize investment and make innovations in the system and mechanism of funding for China’s vocational education.

This study aims to conceptualize “Pyramid-hierarchy” model of the educational policy discourse system in China. Education discourse system is the external education expression form of ideological and theoretical system and knowledge system. Constructing the discourse system of educational policy with Chinese characteristics is a system consisting of a series of internal logical relations, including seven levels of discourse foundation, discourse core, discourse mode, discourse attitude, discourse transmission and discourse innovation. The educational policy discourse system with Chinese characteristics draws lessons from several important elements in the meaning of community, namely mutual emotion, mutual dependence, and common action.

This study aims to explore the panorama of international education development in China from a retrospective policy mapping perspective. In China, international education is closely linked with educational internationalization and opening to the outside world. The internationalization of education in China refers to the cross-border communication, cooperation, and integration of educational undertakings of different countries to realize the understanding and respect of multicultural society. In general, the international education policy in China includes four stages: From 1949 to 1976, the international education policy is the exploratory stage, from 1976 to 2000, the steady development stage of the international education policy in the reform and opening up period, from 2000 to 2012, the comprehensive development stage of the international education policy in the new century, and from 2012 to now, the new international education policy under the background of ‘One Belt and One Road’ and the new policy challenges under the COVID-19 pandemic. This study explores how to recognize and understand the education power, what indicators to characterize and monitor the education power, what ways to build education power. Based on the theory of evidence-based education research, this study uses the comprehensive integration method to carry out a systematic analysis. A strong country in education is an education that is based on local education practices and of international standards. It provides comprehensive support for national construction and human development, exerts an all-round influence on education around the world, and plays a leading role in global education. This paper constructs the ontology index, value index, and identity index from the perspectives of ontology, value theory and identity theory of the world, and forms the key index system of education power. To build a powerful country in education, we must deal with several relations, including the mutual promotion relations between education and politics, education and society, education and economy, education, and human beings.

The purpose of this study is to conceptualize and theorize the circulation-chain model as an education policy implementation framework systematically. The circular-chain education policy implementation process and effect evaluation analysis model are a theoretical innovation model and practical exploration path to explore the implementation and effect evaluation of education policies according to the new problems and trends in the implementation of education policies. In particular, the connotation, the theoretical basis, the elements, the value, and the objective and significance of the circulation-chain education policy implementation model have been explored and analyzed in this study.
