This paper proposes the "Quantum Architecture of Cosmic Silence" (QACS), a novel structural resolution to the Fermi Paradox and the Carter-Leslie Doomsday Argument. By integrating the Self-Indicating Assumption (SIA) within the branching framework of the Many-Worlds Interpretation (MWI), we model the distribution of conscious awareness as a measure of observer-moments (OMs) across the universal wavefunction. We demonstrate that timelines permitting civilizational longevity (T→Tmax ) generate an exponentially higher density of OMs than those truncated by early extinction or predatory contact. Consequently, a randomly sampled observer is statistically compelled to occupy a "pristine" and isolated timeline. This "Anthropic Drift" ensures that the observed universe appears empty and safe, not because life is rare, but because silence is a prerequisite for high-measure anthropic weight. We further demonstrate how this framework neutralizes the "Doom Soon" hypothesis and the Presumptuous Philosopher objection.
