The article analyzes the phenomenon of national self-determination in terms of evolution and functioning. The authors aim to determine the general characteristics and evolution of this phenomenon in both conceptual and applied versions. In the evolution’s context of national self-determination as a theoretical concept and a political and legal principle, several stages were identified and considered. According to the authors, each stage of the phenomenon’s evolution was inevitably accompanied by its qualitative transformations, both in political and legal terms. The first stage (from the end of the XVIII c. till the First World War), according to the authors, is characterized by the emergence of the idea and the formation of the socio-political concept of national self-determination, and the applied aspect of the phenomenon of national self-determination is filled with concrete content based on the ever-expanding political practice of its application. The second stage (from the First World War and the post-war reconstruction) is characterized by the transformation of self-determination from a concept into a political principle. The authors associate the third stage of the evolution of the phenomenon of national self-determination (the period after the Second World War) with the development of international relations and the formation of a global bipolar system. National self-determination turned into a principle of positive international law and laid the foundations for the future political instability of the newly independent states. Finally, the last period (the early 90s to this day) is characterized by the search and crystallization of new approaches to the principle of national self-determination and the emergence of new theories, the authors of which are trying from a political and legal point of view to substantiate the legitimacy of an expansive interpretation of this principle. The analysis allowed us to conclude that the qualitative transformations of the principle of national self-determination presented in the article did not lead to the formation of the phenomenon of national self-determination as an integral, complete, and universally recognized international political and legal norm.

This is a review of the book Mozg - kultura - socium. Kantianskaya programma v cognitivnykh issledovaniyakh by Bazhanov V.A. The author`s main aim is a reconsideration of some fundamental principles of epistemology and philosophy of science in the light of state-of-the-art advancements of neurosciences. According to the author of the book, social and cultural revolution in neurosciences has been crucially modifying the initial Kantian program of consciousness research and the modes of linguistic representation of its results. In particular, in epistemology the universal concept of transcendental subject has been altered with regard to neurobiological and social data, which concern some preconditions of cognitive activity. In philosophy of science such a shift of research perspective allows to implement a naturalistic interpretation of natural sciences, clarifies the problem of empirical foundations of mathematics and sheds a new light on the problem of apriori elements of mathematical thought. The analysis of evolutionary and neurobiological preconditions of logical thought leads to the sort of revival of psychologism program in logic, which enables author to put forward an original interpretation of the problem of plurality of logical systems. Finally, some topics of social sciences as well as problems of genesis of art, ethical and religious systems, can acquire new interpretation with respect to modern investigations in cognitive science.

Absract. The regulatory documents of the Ministry of Higher Education and Science set the task of forming competencies of students. Competences are understood as knowledge and skills. Knowledge is the world outlook component of science, and therefore the corresponding academic discipline, and skills are its methodological component. The world outlook refers to the system of views on the subject area of science, and the methodology is the system of intangible means of cognition and practical activities developed in this science and presented in the relevant academic discipline. It is noted that the subject of study in logic is not only the particular structure of thoughts and processes of thinking, but also the types and characteristics of the original components of complex thoughts and processes of thinking, such as signs and terms. In the article on the example of logic the author's concept of the methodological component of the academic discipline is described. Attention is drawn to the importance of using in the process of cognition methodological standpoints created on the basis of world outlook, as well as to the need to take into account the types of knowledge - empirical and theoretical knowledge, problem, hypothesis, theory. Some other methodological tools of logic are given, for example, principles, technology. More well-known methodological tools are not considered. It is assumed that the article will cause interest among the representatives of other philosophical, and not only philosophical, academic disciplines, and a discussion of the problem of ideological and methodological components of these disciplines will continue.
