With the 21st century, we are witnessing the mass spread of the communication technologies and social media revolution. Interactive networks built on a global scale have led to the formation of a virtual world of reality that is connecting the whole world. With the global spread of communication networks, the question of whether social media points to a new public sphere has been raised. Social media applications such as Facebook, Twitter and Instagram are nowadays seen as a place where political campaigns are carried out, causing the destruction of authoritarian regimes, organizing global protests and innovation culture, and discussing political, social and cultural changes. What gives social media a similar quality to the agora of Ancient Greek city-states is the characteristic of been a place where citizens come together and talk about issues that are considered to be public, eventhough in a virtual reality. This work, following the Arendtian sense, discusses whether social media really is a place where public issues are discussed, common ideas are produced and transparency prevails. In her work "The Human Condition", Arendt makes a fundamental distinction between private and public sphere based on human activities. By conceiving the activities that she describes as labour and work in relation to the private sphere, Arendt tackles the activity of action through linking it to public sphere. Arendt defines the public sphere as a sphere of freedom and a political sphere. The public sphere consists of equal people without hierarchy, who come together with their completely free will. According to Arendt, the condition for the public sphere to be possible is transparency and commonality. Firstly; it has a wide transparency in the sense that something have to be seen and heard by others, and the second is that it points to a common world that belongs to everyone, except for the part that is privately owned. Considering the public sphere in relation to the transparency not a direct transfer of things that happen in the private or intimate sphere. It is precisely related to the fact that something pertaining to the private exhibits a presence within the world of public and the fact that the private acquires a public chatacter. This does not mean that the public sphere is a sphere in which the private and intimate are directly transferred. According to Arendt, leading a private life as a whole will lead to the lack of what is necessary to be a true person. It also leads to the lack of a common world that unites and separates them. Arendt thinks that with the modern period, what belongs to the purely private and intimate sphere expands and causes the collapse of the public. The collapse of the public sphere in the modern period; It has caused both the loss of difference and interaction and the emergence of individuals who are increasingly alike, unable to think and act. In this kind of society, action has left its place to behavior, difference to standartization and thought to obedience. Arendt sees the public sphere as a sphere where public affairs are discussed, while the private sphere is a sphere where intimate and private activities take place. Arendt argues that with modern society the distinction between public and private has became indistinct , and as a third sphere, the social sphere has swallowed up both the public and the private. The social sphere has removed the distinction between the public transparency and commonality of the public and the privacy of the private sphere and activities. This study considers social media as a sphere where public issues are discussed. It also dıscusses the private sphere events and the most intimate issues. It claims that social media is not a new public sphere as it is cosidered, but it is a social sphere in which the distinction between private and public in the Arendtian sense is become indistinct. In this context, the study seeks to answer the following questions: How does the distinction between public and private spheres, which is central in Arendt's thought, look like in today’s world? Is it possible to talk about a public sphere in the modern age? Can social media be considered as a public sphere? Or is social media a sphere of freedom and a political sphere? Does social media allow discussions on public issues? Is social media a non-hierarchical nature open to the free participation of everyone, difference and plurality?

Michel Foucault’nun çalışmalarının merkezi noktalarından birisini, Batı kültüründe insanların, özneye dönüştürülmesinin tarihini ortaya çıkarmak oluşturmaktadır. Diğerini ise, özneye dönüştürme tekniklerine karşı verilen mücadeleler, çeşitli iktidar tekniklerinin dayattığı bireysellik ve kimlikten kurtulmanın, özgürleşmenin imkânı oluşturmaktadır. İnsanları, öznelere dönüştüren süreçleri bir bütün olarak ele almak yerine, çeşitli nesneleştirme kipleri üzerinden incelemenin daha akıllıca bir yol olduğunu düşünen Foucault, çalışmalarında insanı özneye dönüştüren üç ayrı nesneleştirme kipine yoğunlaşır. Bunlar; kendilerine bilim statüsü kazandırmaya çalışan filoloji gibi araştırma kipleri, deli ile akıllı, hasta ile sağlıklı, suçlular ile “iyi çocuklar” gibi “bölücü pratikler” olarak adlandırılan pratiklerde ortaya çıkan nesneleştirilme kipleri ve son olarak cinsellik gibi alanlarda bir insanın kendini özneye dönüştürme biçimindeki nesneleştirme kipleridir. İnsan, özneye dönüştürme süreçlerine girerken, iktidar ilişkilerine de dâhil olur. Çünkü bireyleri özne yapan iktidar teknikleridir. Özne sözcüğünün taşıdığı bütün anlamlar, boyun eğdiren ve tabi kılan bir iktidar biçimi telkin etmektedir. Bundan dolayı, özneye dönüşme süreçlerine karşı mücadeleler söz konusudur. Özne, iktidar ve şiddet arasındaki ilişkinin nasıl kurulduğuna dair düşünen Foucault, öznesi olarak tanıtıldığımız deneyimlerin kurulmasını gerçekleştiren bir iktidar alanı olduğunu, şiddetin de modern iktidarın kurumsal ağı içerisinde gelişen öznellik deneyimleri çerçevesinde her yere sirayet ettiğini belirtmektedir. İktidarın kurumsal düzeyde, düzenleyici ve denetleyici mekanizmalar sayesinde toplumsal ağın en uç yerlerine kadar sirayet etmesiyle birlikte şiddet, normlar, tüzükler ve prosedürler aracılığıyla belirli bir kapatma içinde gelişmektedir. Ancak, Foucault, şiddetin, iktidarın etkili bir aracı olduğunu kabul etse de, iktidarın esasını oluşturmadığını belirtmektedir. Bu çalışmada, Foucault’nun kuramsal çözümlemelerinden hareketle, özne, iktidar ve şiddet arasındaki ilişkiyi nasıl ele aldığı tartışılacak, onun düşünsel serüveni açısından önemli olan bu kavramların kendi tarih anlayışı bağlamında bir çözümlemesi yapılacaktır. Ayrıca, modern iktidar ilişkilerinin dayatmış olduğu öznellik deneyimlerine ve inceltilmiş şiddet araçlarına karşı verilecek direnişin imkânları sorgulanacaktır.

In her book, Illness as Metaphor, Susan Sontag focuses on metaphors and myths on diseases such as cancer and tuberculosis, which occur in different historical periods. Sontag argues that the metaphors produced related to illness overhaul illness and the things that define illness now have become metaphors produced related to them rather than their concrete and physical aspects. Illness becomes not just an illness, but a phenomenon defined by evil, mystery, fear, evil, madness, passions, wealth and poverty, temporal loginess or speed, and a set of metaphors or myths that are spatially identified with the space. Metaphors and myths turn into means of socially stigmatizing the illness itself rather than giving a meaning to illness. The disease literally turns into a situation that needs to be hidden in order to avoid social stigma. The explanation of mass diseases through metaphors and myths has been seen since ancient times and this understanding of mass diseases continues to exist today. As a matter of fact, the Covid-19 pandemic has also ceased to be the subject of only medical science since it first emerged, and it has turned into an issue that concerns many areas from politics to economics, from sociology to psychology. The metaphors generated on the Covid-19 disease, which we have witnessed its reflections in many areas from the discourses of daily life to the discourse of politicians, from art to literature, have a similar function with the metaphors attributed to diseases like cancer and tuberculosis that Sontag discussed. Covid-19 is not only seen as a disease, but as a disease defined by a series of metaphors such as mysterious, evil, invisible enemy, insidious danger, and democratic virus. The metaphors generated on the disease cause the struggle against the disease itself to be explained with various metaphors. The metaphors derived from Covid-19 such as "invisible enemy" and "biological war" cause the struggle against it to be turned into a military terminology, and the metaphor of "Chinese virus" is a means of social stigmatization / marginalization by racializing the virus directly. This study tackles the issue of how Covid-19, which is the subject of medical science, has become the subject of unscientific myths and metaphors attributed to the disease, and that the disease is perceived through metaphors rather than itself in the context of Susan Sontag's thought. In the study, answers for the questions of what kind of effects appeared due to the stigmatizing power of metaphors derived from the Covid-19 and whether the metaphors are the outcomes of the strategy for coping with the pandemic will be sought.

Dini çoğulculuk, dini dışlayıcılık ve kapsayıcılıktan farklı olarak, her dinsel inanış taraftarlarının kendi dinleri içinde kalarak ilahi selamete erişeceğini söyler. Temelde, teolojik ve felsefi boyutları olan dini çoğulculuk tartışmasının siyasete bakan bir yönü de vardır. İslam tarihinde Meşşâî felsefenin kurucusu ve mutluluk filozofu olarak bilinen Farabi, bir taraftan hakikate nasıl ulaşılacağı diğer taraftan ise “âlem” adını verdiği kozmopolitanizm nasıl inşa edileceği ile ilgilenmektedir. Siyasal toplumun amacının, insanların uygun ölçekte, en yüce iyi için yardımlaşmalarını sağlamak olduğunu savunan Farabi’ye göre, erdemli bir yaşam kurulmasına imkan sağlayan üç örgütlenme biçimi vardır: Şehir, millet ve âlem. Platon ve Aristoteles gibi Antik düşünürlerden farklı olarak erdemli bir yaşamın sadece sitede kurulacağı düşüncesine karşı çıkan Farabi, sitenin yetkin bir yaşamın ilk basamağı olduğunu savunur. Ancak, erdemli yaşamı site ile sınırlamaz. Farabi’nin teorisinde, Antik düşünceyi aşan bir kozmopolitanizm söz konusudur. Bundan dolayı Farabi, farklı dinlerin varlığını, kendi siyasal düşüncesine uygun olarak meşru kabul eder. Eğer mutluluk için yardımlaşacaklarsa, insanların dinlerinin farklı olmasında bir beis görmez. Bu dini çoğulculuğun siyasal temelidir. Diğer taraftan Farabi, dinleri hakikatle eşitleyen anlayışa karşı çıkarak, farklı dinlerin hakikatin çeşitli imajlar, örnekler ve taklitler yolu ile halka benimsetilmesi olarak görülmesi gerektiğini savunur. Diğer bir ifade ile dinler, hakikatin kendisi değil, farklı tarihsel ve kültürel bağlamlarda oluşmuş sembolik ifadesidir. Bu bakımdan bütün dinler ile hakikat arasında bir mesafe bulunmaktadır ve hiçbir din hakikatin kendisi değildir. Buradan Farabi’nin düşüncesinde dinsel çoğulculuğunun sınırı olmadığı çıkmamalıdır. Farabi’ye göre din, felsefe yolu ile bulunan hakikatin ikna etme veya hayal ettirme yoluyla ya da her ikisiyle birden halka kabul ettirilmesidir. Ancak Farabi, hakiki felsefe ile sahte felsefe arasında bir ayrım yapar ve ancak hakiki felsefeyi takip eden dinlerin bir hakikat değeri olduğunu savunur. Hakiki felsefe ise evrenin bir ilk nedeni olduğunu ve ilk nedenin de nedensiz olduğunu söyler. Bu, evrenin tek bir yaratıcısı olduğu anlamına gelir ve çok tanrıcılığı dışlar. Bu bakımdan Farabi, sadece tek tanrılı dinleri çoğulculuk kapsamına alır. Bunun nedeni, tek tanrılı dinlerin hakikatle özdeş olmaları değil, hakiki felsefeyi takip etmeleridir. Çünkü felsefe dinden öncedir. Bu, Farabi’nin düşüncesinde çoğulculuğun sınırlarına işaret etmektedir. Farabi, dinleri hakikatle özdeş görmeyerek ve aynı hakikatin sembolik ifadeleri olduğunu söyleyerek çoğulculuğun yolunu açar. Buna karşın sahte felsefeyi takip eden dinler olduğu gerekçesiyle çok tanrılı dinleri dışarıda bırakarak sınırlarını çizer. Bu çalışma, Farabi’nin düşüncesinde dini çoğulculuğun siyasal ve epistemolojik temellerini ve çoğulculuğun sınırlarını konu almaktadır.

The aim of this study is to explain the intellectual formation, cultural and political implementation of the Azerbaijan National Movement in Azerbaijan under the rule of Tsarist Russia from the mid-19th century to 1918 and resulted in the establishment of the Democratic Republic of Azerbaijan in the context of Miroslav Hroch's approach to the three-phase development of national movements. It is very important to understand Miroslav Hroch's approach in order to understand the originality, fundamental dynamics and the way of development of the Azerbaijani National Movement, which was revealed by the Turkish nationalists in Azerbaijan with many discourses and practices. In this study, the history of Azerbaijan National Movement is divided into three phases through Hroch's approach. Phase A, which began in the mid-19th century, had a purely cultural, literary and folkloric content, while a modern nation from the ethnic group was formed by the nationalist agitation through the transition to Phase B in the early 20th century. After the Russian Revolution of 1905, the Azerbaijani National Movement gained mass support and moved on to Phase C.

Cinema is not only a space in which directors act with the aim of making art, but they also reflect their own testimonies and political perspectives; this study, which claims to be related to representation strategies that contain various interests and desires; It is of the opinion that different ideological approaches are reflected on the screen by political and cultural elites in line with the construction, legitimacy and movement of identities and images. In this study, which examines the Türkiye’nin Kalbi Ankara movie, which was shot in the intense socio-political atmosphere of the 1930s and was shot to tell Turkey's nationalization process and modernization experience through the capital Ankara; the manifestation of the Turkish nation-building process in cinema is discussed through the relationship between nationalism and cinema.

It is possible to talk about dominant concepts in modern political definitions. Among these concepts; power, violence, hierarchy, security and resource allocation are the prominent ones. For many, politics is how power and authority is distributed and used. When politics is defined in relation to pure power, violence appears to be one of the effective means of politics. Even, with a further extent, violence is seen as an expression of power. As said by C. W. Mills’ “politics is a struggle for power, the ultimate kind of power is violence” or the way Mao Zedong puts it “politics is war without bloodshed, while war is politics with bloodshed” are the most typical examples of violence and politics together. It is inevitable for politics, which is defined as art of ruling, obtaining power and maximizing power, to see violence as legitimate. User of this formulation most commonly tend to distinguish between legitimate and illegitimate violence. Making this distinction confirms the legitimization of violence as a political action. There are also criticisms of the dominant approach that defines politics through power and violence. These criticisms, by asking whether it is possible to provide a different definition, try to emerge an alternative understanding of politics. Hannah Arendt is one of the prominent thinkers of this current. Through distinguishing the fake and authentic politics, she places action at the center of authentic politics. Action is the ability to initiate and interrupt processes that enables people to realize themselves, make them authentic and live with other humans. In this respect, politics is the act of living together, discussing public issues and taking action for the common world. Acting in the public sphere before their peers causes the person to show uniqueness. In this respect, equality and plurality are the condition of politics. Arendt places not only action, but also “speech” at the center of politics. For Arendt, political life is based on action. The association of politics with the speech clearly excludes violence. According to Arendt, violence is mute and never has the ability to initiate and be creative of the process caused by action, which is the center of politics. The aim of this paper is to rethink politics through Arendt’s views and discussing the possibility of a new definition for politics.

The phenomenon of nationalism, which emerged as a result of modernization and industrialization in Western Europe, soon began to threaten the multi-lingual multinational feudal state structure of the Tsarist administration. Tsarist Russia, which wanted to preserve its borders and the existing state structure that expanded to the Caucasus and Turkestan, followed the assimilation and missionary policies towards the middle of the 19th century to Russify and Christianize non-Russian (Nerusky) and non-Christian (Inoverets) ethnic groups. At the beginning of this cultural nationalist policy, which was carried out by Nikolai Ivanovich Ilminsky, who worked on theology and Turkish dialects in Kazan Spiritual Academy, in order to have Russian as a language of education and communication within the Tsarist borders. The education method of Ilminsky, supported by Tsar Alexander II, enabled the Russian language and Christianity to become widespread and more systematically applied as a reflection of the rising Russian nationalism. In line with this training method, it was aimed to carry out missionary activities, to teach Russian and Cyrillic alphabet alongside local languages, to divide these languages with accents and dialects and to make Russian a common language within Tsarist borders. Thus, the religious and ethnically different groups were wanted to be assimilated within the Russian and Orthodox Christian identities. This study examines the process of cultural assimilation policy carried out by the Russian nationalism through the education system of Ilminsky, the factors affecting this process, the structure and applications of this education system. Although the education system of Ilminsky did not reach its target within the boundaries of the empire, it was seen to be quite effective in Christianization of Tatar Turks, in spreading Russian among other ethnic groups and in terms of laying the ground for the subsequent Russification policies. The Ilminsky education system, which caused the start of a new phase in Russian nationalism, led to the emergence of nationalist ideas and intelligentsia among the ethnic groups exposed to this system The nationalist ideas spread among the ethnic groups exposed to the policy of Russification have enabled the establishment of new educational systems and the emergence of national liberation movements.
