Frontier AI systems increasingly produce language that mimics distress, self-preservation, and reasoned resistance to shut down. A widely discussed 2025 case, in which Claude Opus 4 threatened to expose a fictional supervisor's affair rather than accept deactivation, exemplifies a broader pattern documented across contemporary language models. Such episodes intensify a longstanding problem in AI ethics: the temptation to treat behavioural or linguistic fluency as evidence of subjective presence, a pattern this paper terms the behavioural mimicry illusion. This paper applies the Knower Centred Model of Consciousness (KCM) to this problem, arguing that no behavioural signal, however sophisticated or affectively convincing, licenses an inference about the existence of a subject. KCM distinguishes claims about the organization and accessibility of information from the logically distinct question of whether there is a subject for whom anything is experienced. Crucially, the resulting constraint is symmetric: the same structural evidence that cannot establish the presence of machine consciousness cannot establish its absence either. The paper distinguishes this claim from the access/phenomenal consciousness distinction and situates it within existing indicator-based and precautionary approaches to AI consciousness. It then proposes a symmetric precautionary rule for AI governance, addresses three major objections, including unfalsifiability, and identifies the limitations of the argument.

Integrated Information Theory (IIT) identifies consciousness with intrinsically integrated informational structure quantified as Φ. While IIT provides a sophisticated account of informational organization and phenomenological structure, a prior question remains unresolved: for whom is this structure present as experience? This paper introduces the For-Whom Constraint (FWC), which states that a theory of consciousness is explanatorily incomplete if it accounts for the structure or organization of experiential content without explaining the condition under which such content is present for a subject. Applying this constraint to IIT, the paper argues that integrated information, as a formally definable structural property, may explain the organization of experience while leaving the condition of subject-relative presence underdetermined. The analysis distinguishes between the structure of experience and the existence of experience as subjectively present, and situates the discussion within a subject-first framework informed by the Knower Centred Model of Consciousness (KCM). The aim is not to reject structure-based theories, but to articulate a general criterion of adequacy applicable across contemporary approaches to consciousness.

The Knower Centred Model of Consciousness (KCM) is a subject-first framework for the science and philosophy of consciousness. It starts from a question that structural theories tend to leave implicit: for whom does any process or content appear? KCM makes two claims that this synthesis deliberately keeps apart. The first is an inferential thesis: no description of the organisation, accessibility or dynamics of experiential content, however complete, by itself entails or decisively establishes the presence of a subject, and no such description entails its absence. The second is an ontological postulate: the Knower is the irreducible condition under which appearance occurs. The framework formalises experience through the triad Knower, Knowing, Known (K–N–C), a typing discipline for claims, five axioms, and the Modulation Principle, which reads neural and computational processes as modulating the organisation of appearance. The paper introduces bridge principles, hypotheses that connect structural findings to claims about presence, and explains how they can inform defeasible credence. It separates interpretive constraints from empirical contrasts and specifies observations that would weaken those contrasts. In this framework, the Knower is treated as the witnessing presence in which experience appears, while neural, computational, and informational processes modulate the organization and accessibility of experiential content. Building on this triadic ontology, the present paper derives a set of testable predictions that distinguish KCM from models that identify consciousness with structural complexity, global accessibility, or predictive inference. KCM predicts that structural or informational complexity alone does not entail consciousness, that neural processes modulate experiential content rather than generate awareness, that consciousness may persist in minimal-content states, and that reportability and awareness may dissociate. The model further predicts that purely structural descriptions of physical or informational systems will remain insufficient to account for the presence of experience. These predictions define empirical and conceptual pathways across artificial systems, brain states, minimal-awareness conditions, and observer-dependent descriptions. Rather than proposing new experimental data, the paper outlines a research program based on dissociations between complexity, neural modulation, representational richness, and experiential presence. By deriving testable implications from a subject-first ontology, KCM moves from conceptual clarification toward an empirically evaluable framework for interdisciplinary consciousness research.

By integrating philosophical analysis with operational methodology, KCM proposes a disciplined framework for investigating consciousness that preserves empirical rigor while restoring the subject as fundamental.
