National security is one of the most critical elements for Vietnam society, economy and political system, their stability, sustainability and prosperity. It is unconditionally the top priority for Vietnamese government, State, Communist Party and military forces. In the contemporary world with advanced technology and rapid globalization process taking place, beside many extant economic, social and political benefits there are many appearing challenges and threats that could endanger and destabilize the current socio-economic and political system of any country, including Vietnam. The security issues and concerns understood by those challenges and threats are posed for the international and national community, both from outside and from within. The national security issues and concerns should be constantly screened and updated as the world is evolving at unprecedented pace, with particular exposure to the rising, but not yet fully identified, unconventional challenges and threats that have never seen before. The article is using empirical analysis and case study as methodology for carrying out research, treating security and military science as interdisciplinary, but two of the branches of social science. The aim of this article is to focus on internal instability as challenging security issue that could pose a real threat and danger to the current socio-economic and political system and based on that to draw some implications and propose some viable solutions for the Vietnamese authority to guard the safety and security of the people, society and also its political existence.

Background: Critically ill patients often require complex clinical care by highly trained staff within a specialized intensive care unit (ICU) with advanced equipment. There are currently limited data on the costs of critical care in low-and middle-income countries (LMICs). This study aims to investigate the direct-medical costs of key infectious disease (tetanus, sepsis, and dengue) patients admitted to ICU in a hospital in Ho Chi Minh City (HCMC), Vietnam, and explores how the costs and cost drivers can vary between the different diseases. Methods: We calculated the direct medical costs for patients requiring critical care for tetanus, dengue and sepsis. Costing data (stratified into different cost categories) were extracted from the bills of patients hospitalized to the adult ICU with a dengue, sepsis and tetanus diagnosis that were enrolled in three studies conducted at the Hospital for Tropical Diseases in HCMC from January 2017 to December 2019. The costs were considered from the health sector perspective. The total sample size in this study was 342 patients. Results: ICU care was associated with significant direct medical costs. For patients that did not require mechanical ventilation, the median total ICU cost per patient varied between US$64.40 and US$675 for the different diseases. The costs were higher for patients that required mechanical ventilation, with the median total ICU cost per patient for the different diseases varying between US$2,590 and US$4,250. The main cost drivers varied according to disease and associated severity. Conclusion: This study demonstrates the notable cost of ICU care in Vietnam and in similar LMIC settings. Future studies are needed to further evaluate the costs and economic burden incurred by ICU patients. The data also highlight the importance of evaluating novel critical care interventions that could reduce the costs of ICU care.

Background: Following the outbreak of the COVID-19 pandemic, published research from Vietnam related to the pandemic was analysed using bibliometrics. Objectives: To examine the status of research on COVID-19 by authors from Vietnam. Methods: The following bibliometric aspects were considered in the analysis: international collaboration, institutions from Vietnam and their partner institutions worldwide, subjects and topics, types of documents, and individual authors. The basis of the study was data obtained from the Scopus database between 2020 and 2021. The data were analysed using Microsoft Excel, R, and VOSviewer, and the emerging trends illustrated through descriptive analysis and science mapping.  Results: Between 2020 and 2021, researchers from Vietnam co-authored 1034 documents related to COVID-19, amounting to 0.35% of the total of 296,148 such documents published worldwide as ascertained from the Scopus database. Vietnam’s top country collaborators in that research were USA, Australia, the United Kingdom, India, and Taiwan ROC. The top Vietnam institutions were Duy Tan University, Ton Duc Thang University, and the University of Economics Ho Chi Minh City. The research from Vietnam covered many subjects, from medicine and natural sciences to social sciences and economics. Eight clusters of topics related to COVID-19 were identified. In terms of citations, the most highly cited documents were the outcome of collaboration with international authors. Lastly, the study ranked top authors based on either the number of publications or the number of citations.  Conclusion: This study provides a preliminary picture of studies related to COVID-19 co-authored by researchers in Vietnam. The picture may help the Vietnam government in devising appropriate strategies for post-COVID-19 restoration of the country’s socio-economic status.

The global water crisis is being exacerbated by climate change, even in the United States. Recycled water is a feasible alternative to alleviate the water shortage, but it is constrained by humans’ perceptions. The current study examines how residents’ water scarcity awareness and climate change belief influence their willingness to use recycled water directly and indirectly. Bayesian Mindsponge Framework (BMF) analytics was employed on a dataset of 1831 residents in Albuquerque, New Mexico, an arid inland region in the US. We discovered that residents’ willingness to use direct recycled potable water is positively affected by their awareness of water scarcity, but the effect is conditional on their belief in the impacts of climate change on the water cycle. Meanwhile, the willingness to use indirect recycled potable water is influenced by water scarcity awareness, and the belief in climate change further enhances this effect. These findings implicate that fighting climate change denialism and informing the public of the water scarcity situation in the region can contribute to the effectiveness and sustainability of long-term water conservation and climate change alleviation efforts.
