This paper develops an operational ontology of matter, cognition, and experience by grounding the General Law of Cosmic Evolution (GLCE) in a deeper materialist foundation. Moving beyond a merely evolutionary sequence, it defines reality as a continuous material process of informational transformation driven by difference in relation. In this sense, reality is a differential relation of relational difference: differences exist only as related, and relations operate only insofar as they differentiate. Matter is not treated as a passive substrate, but as energy differentiated into stable configurations whose structure determines possible interactions — a form of material information or compressed operational code. From this foundation, cognition is decoupled from subjective awareness and described as the pre-conscious relational processing of operational difference across multiple systemic levels. Consciousness emerges only at a later stage of organizational complexity, when cognitive processing retroacts upon itself and takes its own internal states as data. Within this framework, qualia is neither supernatural nor epiphenomenal, but the internal phenomenological expression of cognitive retroaction, serving an adaptive function in the modulation, prioritization, and calibration of systemic response. The paper then extends this ontology to life, death, and persistence. Life is understood as an end in itself through the active transformation of matter, while biological death marks the closing of a local processing terminal. Although the subjective ego does not survive the shutdown of the biological substrate, work, action, and symbolic production may persist through causal-informational permanence, continuing to operate within the broader chain of material transformation. Ultimately, the paper argues that the GLCE retroacts upon itself: the system does not merely describe transformation, but grounds its own operational coherence through self-transformation.
