Through a comprehensive literature review, this paper systematically analyzes their development, current status, and primary challenges, offering insights into China's social work evolution for the international community. The study identifies key issues, including ambiguities in core values, the impact of globalization and technological advancements, and a lack of empirical research. To address these issues, this paper proposes three key recommendations: first, core values should be further clarified and systematized to strengthen their moral guidance in practice, thereby improving social workers’ professional ethics and service quality; second, future revisions should incorporate specific guidelines on data privacy protection, online consultation ethics, and cross-cultural communication, alongside enhanced ethical training for social workers to better navigate ethical issues posed by modern technology and globalization; third empirical research should be reinforced through quantitative data collection and analysis to validate theoretical applications and provide scientific evidence for the practical implementation of ethical codes in multicultural contexts, ultimately bridging the gap between theory and practice.
