This paper argues that the primary barrier to organizational AI adoption is not technical but articulatory, and precedes the technology itself. It introduces the concept of Intent Illiteracy: the inability to convert a real need into a request an intelligence — human or artificial — can understand and serve. The concept comprises three chained failures (diagnostic, formulation, transfer), all occurring before prompt quality is relevant. The paper explains the mechanism that renders the deficit invisible and self-perpetuating, delimits it from AI literacy and from the "blind trust" critique, and situates it within a broader framework relating cognitive deficit, corrective method, and economic infrastructure. Presented as a conceptual proposal with a falsifiable prediction, not a validated empirical finding.

Standard economic theory assumes that agents endowed with information and resources optimize decisions to maximize utility. Behavioral economics has documented systematic deviations from rationality, yet both paradigms share an unexamined assumption: that decision-processing capacity is an inherent individual property. This paper challenges that assumption by proposing that such capacity is not individual but infrastructural. We introduce Economic Cognitive Infrastructure (ECI): the set of external systems that capture, process, prescribe, and assist execution of economic decisions. We argue that ECI constitutes a previously unrecognized production factor whose unequal distribution explains substantial portions of observed productivity gaps between firms, regions, and countries, as well as persistent development failures and the knowledge–action gap. The paper makes four contributions: (1) it introduces ECI as a new ontological object distinct from physical, human, and social capital; (2) it proposes a generalizable causal mechanism linking cognitive infrastructure to execution capacity; (3) it derives counterintuitive, falsifiable predictions that challenge standard economic assumptions; and (4) it presents preliminary empirical evidence from 357 Mexican small and medium-sized enterprises showing average profit increases of 67% following ECI interventions, with interaction effects validating core theoretical predictions. We explicitly situate the Theory of Economic Cognitive Infrastructure within the Extended Mind thesis, bounded rationality, and distributed cognition literature, providing a philosophical foundation for treating economic decision-making as an extended cognitive process. The findings suggest that economic inequality may be, in significant part, inequality of cognitive infrastructure, and that effective development interventions must address ECI provision alongside traditional factors.

TEUC 4.0 represents a comprehensive refinement of the operational cosmopsychist framework through: (1) A complete categorical formalization using sheaf topos and Čech cohomology to model the structure of the Universal Field ($\Phi_U$), eliminating topological ambiguities; (2) A second-generation quantum bias mechanism with predictions regarding quantum interference patterns in microtubules, measurable via cryo-electron microscopy and Electron Paramagnetic Resonance (EPR) spectroscopy; (3) Explicit integration with Quantum Field Theory (QFT) via the formulation of $\Phi_U$ as an information field in a supersymmetric Fock space; (4) An expanded experimental protocol comprising 15 studies with placebo controls, triple-blind designs, and sequential Bayesian analysis with adaptive stopping rules; (5) Technical responses to 23 new objections, including critiques from non-equilibrium statistical mechanics, algorithmic information theory, and contemporary philosophy of physics; and (6) A verifiable computational framework with open-source multi-scale Monte Carlo simulations (quantum-neural-phenomenological), verified by independent review.
