This article examines contemporary digital governance through a dialogue between Shoshana Zuboff's theory of surveillance capitalism and Michel Foucault's analysis of power and governmentality. Although Zuboff offers a compelling account of the economic logics underlying digital domination, her framework tends to locate resistance primarily in external regulation and legal reform. This article argues that such an approach overlooks the subjectifying effects through which digital governance shapes compliant and predictable subjects. Drawing on Foucault, it reconceptualizes surveillance capitalism as an intensification of existing governmental rationalities and advances the notion of counter‐conduct to analyze how subjects negotiate and resist digital power from within.
