What is international law when its existence does not reliably determine whether the defenseless are actually defended? Has meaningful protection become most reliably available to those with wealth, political access, secure nationality, institutional influence, military protection, technological control, or sufficient resources to purchase distance from danger? If law protects most effectively where power already exists, while those without power remain the principal carriers of its failures, then who, in enforced reality, is the legal order built to protect? Lex Custodiae begins where these questions can no longer be answered by another declaration of rights, another institutional promise, or another law whose existence is mistaken for protection. The Dawn of Verity and Justice establishes Lex Custodiae, the Law of Custody, as a founding universal legal architecture of protection and authority. Its governing principle is that authority exists for custody, custody exists for protection, and the protection of defenseless sentient beings constitutes the first duty of legitimate authority.
