It is often assumed that climate adaptation policy asks for new responsibility arrangements between central government and citizens, with citizens getting a more prominent role. This prompts the question under which conditions these new responsibility arrangements can be justified as they may raise serious ethical concerns. Without paying due attention to these ethical concerns, climate adaptation policy may be unsuccessful and even be considered illegitimate. This paper aims to address this topic by exploring some examples of climate adaptation responses and their associated ethical challenges. The examples from the water domain differ in terms of their primary beneficiaries and the extent to which they are prone to collective action problems. Discussion of the examples shows that any shift of responsibilities towards citizens should be accompanied by a governmental responsibility to make sure that citizens are indeed able to assume these responsibilities and a responsibility to see to it that the greater involvement of responsibilities does not create disproportional inequalities.

To stimulate research and innovation (R&I), to contribute to the solution of societal challenges and to align R&I with societal values, the European Commission has launched the governance framework of Responsible Research and Innovation (RRI). RRI figures in many high-level EU policies as a means to promote smart growth, and a growing community of R&I practitioners from both the public and private sectors appears committed to it. Although debates on what RRI precisely entails have not reached closure yet, RRI provides an interesting avenue to explore ways of making R&I more societally germane. While recognizing the usefulness of keeping critical reflection on RRI’s meaning alive, we suggest that to make the step from theorizing to implementation, RRI could benefit from a clearer conceptualization. This chapter presents the iterative trajectory in conceptualizing RRI followed as part of RRI Tools, one of a number of EC-funded research projects and support acts aimed at fleshing out what RRI can and should be, and the conceptualization of RRI that this led to. It suggests that RRI is best captured if in R&I governance attention is paid to the five p’s of Purpose, Products, Processes, Preconditions and People, and that further elaborations on the meaning of RRI should happen in dialogue with attempts at practicing RRI.

This chapter aims to narrow the gap between how Responsible Research and Innovation (RRI) is conceived of in European Commission policy circles and how it is conceived of in scholarly circles. The policy view of RRI and the scholarly view of RRI each have their strengths and weaknesses and both would be better off if coupled to the other. Large and pertinent differences between Scott's High Modernist projects and pRRI, however, perhaps weigh heavier than do the aforementioned similarities. In the policy literature, people see that a straightforwardly optimistic approach to RRI can be found, which simultaneously is very explicit and universalist about what it means to be responsible—see the definition of RRI. Arguably, most of the discrepancies between aRRI and pRRI above can be explained in terms of two more parameters, along which the two can be differentiated—one somewhat philosophical, and one very down-to-earth.
