Global governance has a major impact on the lives of people around the world. However, traditional theories of legitimacy were usually developed for states and are not suitable for the diversity of global governance institutions that exist today. This book first develops a normative concept of legitimacy that is applicable to all political institutions. According to this concept, to regard an institution as legitimate means ascribing it the right to exercise its function in political practice. Secondly, the book discusses how the use of this concept opens up new perspectives in the debate on legitimacy criteria for global governance institutions. In this context, the book analyses the relationship of legitimacy to the values of justice and democracy and discusses the role of feasibility constraints and the all-affected principle in legitimacy judgements. The concept of legitimacy as the right to function opens up the conceptual space to accommodate the insight that legitimacy criteria are not the same for all global governance institutions, but depend on their function and context. Thirdly, the book applies the developed theoretical framework to a specific global governance institution, the G20.

In the last few decades, the democratic credentials of global governance institutions have been extensively debated in the fields of international relations and political philosophy. However, despite their prominent role in the architecture of global governance, club governance institutions like the Group of Seven (G7) or the Group of Twenty (G20) have rarely been considered from the perspective of democratic theory. Focussing on the G20, this paper analyses its functions in international political practice and discusses whether, in exercising these functions, the G20 exhibits a democratic deficit. As a standard of democracy, the analysis uses the all-affected principle, according to which all those who are affected by a policy decision should be given the opportunity to participate in decision-making. This paper identifies several democratic shortcomings of the G20, for instance related to the exclusion of citizens of non-member states and a lack of parliamentary and public control. By describing realisable reforms that could to some degree alleviate these shortcomings, it is shown that more democratic institutional alternatives are feasible. Thus, the ascription of a democratic deficit to the G20 is warranted.

Sharon Street vertritt einen Humeanischen Konstruktivismus in der Metaethik, nach dem die normativen Gründe einer Akteurin von dem System ihrer eigenen normativen Urteile abhängen. Ein normatives Urteil ist nach Street genau dann wahr, wenn es zu der ideal kohärenten Menge der normativen Urteile gehört, die die Akteurin im Überlegungsgleichgewicht hätte. In diesem Aufsatz wird die Frage diskutiert, wie diese Konzeption von Normativität mit einer Konzeption von Moral verbunden werden kann. Eine Möglichkeit hierfür besteht darin, an einer engen Verbindung von Normativität und Moral festzuhalten. In diesem Fall muss die Wahrheit moralischer Sätze jedoch auf eine ähnliche Art als akteursrelativ verstanden werden, wie Street die Wahrheit normativer Sätze versteht. Eine zweite Möglichkeit besteht darin, an einem absolutistischen Verständnis moralischer Sätze festzuhalten. Dann wären nach Streets Konzeption von Normativität jedoch Fälle denkbar, in denen eine Akteurin keinen normativen Grund hat, moralisch zu handeln. Beide theoretische Optionen scheinen kontraintuitive Implikationen zu haben, die z.B. mit der Möglichkeit moralischen Tadels oder der Vorstellung der Kategorizität moralischer Sätze zusammenhängen. Aufbauend auf Überlegungen von Street, Bernard Williams und David Lewis wird jedoch dafür argumentiert, dass insbesondere die zweite der genannten Optionen nicht so sehr von einem herkömmlichen Moralverständnis abweicht, wie es zunächst erscheint.
