In July 2017, China’s State Council released the country’s strategy for developing artificial intelligence (AI), entitled ‘New Generation Artificial Intelligence Development Plan’ (新一代人工智能发展规划). This strategy outlined China’s aims to become a world leader in AI by 2030, to monetise AI into a trillion-yuan ($150 billion) industry, and to emerge as the driving force in defining ethical norms and standards for AI. Several reports have analysed specific aspects of China’s AI policies or have assessed the country’s technical capabilities. Instead, in this article, we focus on the socio-political background and policy debates that are shaping China’s AI strategy. In particular, we analyse the main strategic areas in which China is investing in AI and the concurrent ethical debates that are delimiting its use. By focusing on the policy backdrop, we seek to provide a more comprehensive and critical understanding of China’s AI policy by bringing together debates and analyses of a wide array of policy documents.

In physics, the analysis of the space representing states of physical systems often takes the form of a layer-cake of increasingly rich structure. In this paper, we propose an analogous hierarchy in the cognition of spacetime. Firstly, we explore the interplay between the objective physical properties of space-time and the subjective compositional modes of relational representations within the reasoner. Secondly, we discuss the compositional structure within and between layers. The existing evidence in the available literature is reviewed to end with some testable consequences of our proposal at the brain and behavioral level.

The modern abundance and prominence of data has led to the development of “data science” as a new field of enquiry, along with a body of epistemological reflections upon its foundations, methods, and consequences. This article provides a systematic analysis and critical review of significant open problems and debates in the epistemology of data science. We propose a partition of the epistemology of data science into the following five domains: (i) the constitution of data science; (ii) the kind of enquiry that it identifies; (iii) the kinds of knowledge that data science generates; (iv) the nature and epistemological significance of “black box” problems; and (v) the relationship between data science and the philosophy of science more generally.
